Shorten processes and procedures

According to the report of the Department of Finance, through the process of synthesizing opinions from localities on this issue before, 9/15 localities proposed specific spending levels. 11/15 localities proposed to stipulate spending levels as a percentage of the total project cost.

The Department of Finance also analyzed the models of several other provinces such as Bac Ninh, Khanh Hoa and Ho Chi Minh City, where a percentage of costs or a specific level of spending is applied.

From the practice of localities, the Department of Finance proposed to discuss two options for regulating spending levels; including spending according to a percentage of the total compensation, support and resettlement (BT-HT-TDC) budget or according to specific spending levels for each content.

Although any option to set spending levels has its own benefits and disadvantages, most delegates attending the working session organized by the Provincial People's Committee yesterday morning, December 26, leaned towards the option to set spending levels as a percentage of the total BT-HT-TDC budget.

“Duy Xuyen supports the plan to spend according to percentages and only stipulates a general level. However, mountainous and island districts can apply a coefficient, which is more specific than other places, to ensure fairness. As for the implementation of forced land acquisition, it is proposed to be separated and not included in the plan to stipulate this level of spending,” said Mr. Nguyen The Duc.

According to Mr. Do Van Minh - Vice Chairman of Tam Ky City People's Committee, currently the BT-HT-TDC when the State reclaims land is assigned to the City Land Fund Development Center. This is a 100% autonomous unit, in 2024 facing many difficulties in managing operating costs.

Localities are all looking forward to the province issuing regulations on this spending level soon. Tam Ky also agrees with Duy Xuyen, proposing to spend according to a percentage to create initiative for the locality.

“Currently, the BT-HT-TDC work is very complicated. Tam Ky has many projects, but the current spending level of 2% does not meet the reality. It is necessary to calculate appropriately to create mechanisms and motivations to relieve pressure for cadres doing this work. If the grassroots team can be motivated, the progress of project implementation will be fast, and the effectiveness of promoting socio-economic development will be very large” - Mr. Do Van Minh shared.

Removing difficulties

A representative of the Hoi An City Land Fund Development Center said that if the regulation on spending based on percentage is applied, it will reduce the “ask for and give” mechanism, reduce the procedures for preparing, submitting for approval, and checking the budget, which are quite complicated and time-consuming and laborious for each project. This will remove many difficulties for the current Land Fund Development Centers.

At the meeting, opinions were unanimous that "contracting expenditure", that is, spending according to a percentage for the project's BT-HT-TDC implementation organization, would create initiative for the Land Fund Development Centers (most of which are units implementing the autonomous mechanism), encouraging the working capacity of the team at the grassroots level.

Sharing the difficulties of the team organizing the implementation of BT-HT-TDC work in the current context, Vice Chairman of the Provincial People's Committee Tran Nam Hung said that this team is facing "invisible" hardships.

Therefore, the vice chairmen of the district-level People's Committees in charge of BT-HT-TDC work and the leaders of the Land Fund Development Centers need to encourage the spirit of the staff, rights go with responsibilities, if you do something, you must do it well.

“Compensation and site clearance is a huge bottleneck for Quang Nam at present. If this is done well, it will become a driving force for the province's development.

All investment projects, including public and private investment, urban areas, industrial parks, schools, hospitals, and public investment disbursement, are stalled when land acquisition is a problem. We spend one dong but will save dozens, hundreds of times more than that" - Vice Chairman of the Provincial People's Committee Tran Nam Hung said.
