At the meeting, Chairman of the Provincial People's Committee Le Van Dung informed that since the beginning of the year, the socio-economic situation of Quang Nam has had many positive developments. Specifically, in the first 9 months of 2024, the provincial economy grew by 5.95%, the economic scale reached 91 trillion VND; total budget revenue reached 14,435 billion VND, equal to 75% of the plan, of which domestic revenue was about 12 trillion VND, equal to 65% of the plan. These results have great contributions from the FDI business community.
However, the operation of FDI enterprises in the province in recent times has encountered many obstacles and difficulties due to the common mechanism from the Central Government. Therefore, the meeting is an opportunity for provincial leaders to listen to information and proposals from enterprises, and work with enterprises to gradually remove obstacles to develop and accelerate.
According to the representative of Quoc Quang Electric Company, during the development process, the company faced a number of challenges, especially the lack of a team of professional and experienced engineers. Meanwhile, the number of local engineers the company recruited and trained was still not enough to support the company's expansion.
“As a Chinese enterprise specializing in the production of audio products, we currently need to attract 200 to 400 foreign experts to carry out work and train and support local employees. Therefore, we hope that the province and relevant departments will support the recruitment of foreign experts, and facilitate necessary customers in applying for business visas, LD licenses, and procedures related to foreign labor sponsorship,” the company representative proposed.
Regarding visa issues, the representative of Amann Vietnam Company hopes that Chinese workers will be granted visas, work permits and temporary residence cards like other workers. At the same time, it is recommended to maintain the electricity price, provide stable electricity supply and have a plan to provide backup electricity for industrial parks to avoid power outages for production...
In addition to the above opinions, the issues that FDI enterprises were interested in at the meeting were related to investment procedures, infrastructure connection, logistics service fees, compensation, site clearance, connection and wastewater treatment; removing some cumbersome and delayed paperwork procedures that affect business operations... Most of the opinions were directly answered by representatives of relevant departments and branches.
According to a representative of the Immigration Department (Quang Nam Provincial Police), the settlement of document issues for foreigners in Vietnam is applied and applied according to the provisions of the Law on Entry, Exit and Residence of Foreigners 2014, amended in 2019 and amended in 2023 to create the most favorable conditions for foreigners to reside, work and travel in Vietnam.
“We do not differentiate in issuing documents to foreigners based on their country or nationality. However, for diplomatic and national sovereignty reasons, in visas, documents issued for passports for those using passports with the nine-dash line, we do not issue them...” – the representative of the provincial police replied.
According to Chairman of the Provincial People's Committee Le Van Dung, Quang Nam is determined to become a well-off province in the country by 2030, this is a high goal with many targets set. Quang Nam currently has 201 valid FDI projects, with a total registered capital of over 6.3 billion USD. Foreign investment partners come from 30 countries and territories, of which Singapore is the partner with the largest FDI capital with 8 investment projects, with a total registered capital of over 4 billion USD. South Korea is currently the FDI partner with the largest number of projects with 59 projects, with a total registered capital of nearly 950 million USD, followed by China (including Taiwan and Hong Kong) with 45 projects, with a total registered capital of over 413 million USD. Japan is third with 19 projects, with a total registered capital of over 140 million USD. Investment projects are mainly concentrated in Chu Lai Open Economic Zone, coastal tourist areas, industrial parks and clusters in the province, etc.
