Colonel Nguyen Thanh Long - Deputy Director of the Provincial Police Department said that the police force plays a key role in supporting people who have completed their prison sentences to reintegrate into the community.
Police units and localities have advised Party committees and authorities at all levels to direct agencies, departments and branches to do a good job of propaganda and mobilization for people not to discriminate against or shun those who have completed their prison sentences.
Local police have reviewed and compiled a list of people who have completed their prison sentences and need to borrow capital, and coordinated with the provincial branch of the Vietnam Bank for Social Policies (VBSP) to provide loans for economic investment.
From April 9, 2021, when the Provincial Police and the Provincial Bank for Social Policies Branch signed Regulation No. 01 on coordination to ensure security, order and safety of social policy credit activities in the province, up to June 30, 2024, the loan turnover for people who have completed their prison sentences in the province was 8.78 billion VND with 156 customers receiving loans. The outstanding debt as of June 30, 2024 was 5.69 billion VND with 71 customers still having outstanding debt.
Ms. Le Thi Kim Anh - Deputy Director of the Provincial Branch of the Bank for Social Policies said that the implementation of preferential credit for people who have completed their prison sentences in the province in the past time has deeply demonstrated the humane and humanitarian policies of the Party and State; helping many people who have completed their prison sentences to stabilize their lives; ensuring social security and order.
Although there are still some difficulties when there are still cases of customers with bad debts, customers who are slow to repay loans, and customers who leave their place of residence, this humane policy needs to continue to be implemented.
Continue to deploy promptly and effectively
Lieutenant Colonel Hoang Vinh An - Deputy Head of the Criminal Police and Judicial Support Department (PC10) said that recently, PC10 has coordinated with the Department of Labor, Invalids and Social Affairs, police of districts, towns, cities and the Provincial Bank for Social Policies Branch to organize a job fair for people who have completed their prison sentences in Tam Ky and Phuoc Son.

Policy bank officials have advised and guided people who have completed their prison sentences to understand how to borrow capital to participate in production and business, create stable jobs, and raise awareness of paying debts on time.
During the 3 years of implementing the coordination regulations, the Provincial Social Policy Bank Branch examined and disbursed loans of VND 5.6 billion to 105 people who had completed their prison sentences. In the first 6 months of 2024, the police compiled a list and sent it to the Provincial Social Policy Bank Branch of 167 people with a loan request of VND 11.3 billion.
The provincial branch of the Social Policy Bank has disbursed VND 3,993 billion to 50 borrowers and is currently coordinating to verify and carry out loan procedures for the remaining eligible borrowers.
Mr. Nguyen Hau - Director of the Transaction Office of the Social Policy Bank of Nui Thanh District said that the unit always closely coordinates with the District Police to grasp information and disburse loans to people who have completed their prison sentences with an amount of nearly 1 billion VND.
Through actual inspection, the households that borrowed capital used the capital effectively, paid interest and participated in savings deposits regularly every month. Lending to people who had completed their prison sentences created jobs, increased income, and helped people who had completed their prison sentences to quickly reintegrate into the community.
In order for this credit policy to continue to be effective, Vice Chairman of the Provincial People's Committee Tran Anh Tuan - Head of the Board of Directors of the Provincial Bank for Social Policies requested the Quang Nam Branch of the Bank for Social Policies to step up propaganda work, coordinate with local authorities and police to screen people who have completed their prison sentences and need to borrow capital to deploy loans in accordance with regulations. All levels, sectors, and socio-political organizations should guide and help people who have completed their prison sentences to have effective ways of doing business.
“The provincial police closely coordinate with the provincial branch of the Bank for Social Policies to continue to develop programs, plans, and lending procedures; monitor and supervise the process of capital use and loan recovery, and effectively handle risky debts. Agencies grasp difficulties and obstacles to promptly resolve them,” said Vice Chairman of the Provincial People's Committee Tran Anh Tuan.
