Quang Binh: Pay attention to implementing policies for people with revolutionary contributions

During the years of the war for national liberation and reunification, especially in the period of 1965 - 1972, Quang Binh was one of the most fiercely attacked targets of the US Air Force. However, with its revolutionary tradition, the people of Quang Binh united in determination to support the front line with human and material resources. The province has a relatively large number of meritorious people (NCC), accounting for more than 16% of the province's population, of which more than 20,000 people are receiving monthly benefits.

Implement preferential policies for NCC with the revolution

Although the province's economic conditions are still difficult, in recent years, local authorities at all levels have always paid attention to the work of NCC in the area. Every year, the locality has issued many documents and plans to promptly implement policies related to NCC. In 2023, Quang Binh province issued Plan No. 1278/KH-UBND dated June 28, 2023 of the Provincial People's Committee on organizing activities to celebrate the 76th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2023).

According to the synthesis of Quang Binh Provincial Youth Union, 2,911 youth union branches organized thematic activities with the theme "Repaying gratitude", "Drinking water, remembering its source" attracting nearly 30,000 youth union members; organized 82 festivals, exchanges and performances to promote revolutionary songs with the theme of praising the Party, Uncle Ho, homeland, country and the sacrifice of heroic martyrs... Organized 560 journeys to red addresses, combined with organizing forums to share information, talks, meetings, and exchanges with historical witnesses, wounded and sick soldiers, relatives of martyrs, former youth volunteers with nearly 2,000 union members participating...

The Department of Labor, Invalids and Social Affairs has presided over and coordinated with localities and relevant agencies and units to focus on promptly and fully resolving preferential policies for NCC with the revolution; guiding the implementation of regimes and policies according to the provisions of the Ordinance on Preferential Policies for NCC with the Revolution No. 02 of 2020 and guiding documents; promptly handling petitions related to NCC policies according to the right authority...

In June - July 2023, also on the occasion of the 76th anniversary of War Invalids and Martyrs Day, the sectors and localities of Quang Binh province have paid attention to taking care of and renovating the martyrs' graves and works honoring martyrs, ensuring green, clean and solemnity. The implementation of the Project to identify the remains of martyrs with missing information, search and collect martyrs' remains, decode the codes, symbols, issue martyrs' grave notices according to regulations... has been focused on, creating favorable conditions for people and relatives of martyrs to visit and pay their respects to the martyrs' graves (on the afternoon of July 25, 2023, the People's Committee of Bo Trach district organized a ceremony to recall and bury 3 martyrs' remains collected by the Provincial Military Command in Thuong Trach commune at Nam Gianh Martyrs' Cemetery, Thanh Trach commune).

The Youth Union at all levels mobilized nearly 13,000 working days to organize care and cleaning at the works honoring martyrs, creating a green, clean and beautiful environment. Incense and flower offerings were organized at the Temple of Uncle Ho and the heroic martyrs of the province; martyr temples, martyr cemeteries inside and outside the province. On July 8, 2023, the Standing Committee of the Provincial Party Committee; leaders of the Provincial National Assembly Delegation, People's Council, People's Committee, Provincial Fatherland Front Committee and a number of relevant agencies and units came to offer incense, flowers and pay their respects to the heroic martyrs at: Truong Son Martyrs Cemetery, Road 9 Martyrs Cemetery, Ben Tat Temple, Quang Tri Province and Pha Long Dai Martyrs Temple. On July 26, 2023, Quang Binh Provincial Youth Union chaired and coordinated with the Department of Labor, Invalids and Social Affairs, People's Committees of districts, towns, cities and related agencies and units to organize an incense offering and candle lighting ceremony to pay tribute to heroic martyrs at 85 martyr cemeteries (18,398 graves) and memorial works across the province with the participation of more than 33,000 youth union members.

The Provincial Youth Union organized incense offering and flower offering at: C283 Memorial Temple of Thanh Trach Commune; Monument of Youth Volunteers Against the US to Save the Country in Phong Nha Town... The provincial leaders organized 8 delegations to visit, present gifts, and encourage exemplary NCC, including 7 living Vietnamese Heroic Mothers. Districts, towns, and cities organized gifts from the President, the province, districts, organizations, units... to NCC and relatives of martyrs. According to reports from localities in the province, over 25,000 NCCs were visited and given gifts with a total cost of 18.2 billion VND.

Care for families with revolutionary contributions

Up to now, all the Vietnamese Heroic Mothers in the province who are still alive have been cared for and supported for life by agencies and units. Many examples of good people and good deeds in taking care of seriously wounded and sick soldiers, elderly relatives of martyrs at home and in the community have been replicated. Basically, the living standards of the heroic mothers in the area are equal to or higher than those of the local residents... 85 cemeteries and 66 works honoring martyrs, the resting places of more than 18,000 martyrs from all over the country in the province are taken care of by the authorities and organizations to ensure green, clean, and solemnity, which are highly appreciated and agreed upon by the martyrs' families.

From 2022 to now, the province has issued an annual Resolution to allocate the provincial budget to visit and give gifts to war invalids and martyrs' relatives equivalent to the gift level of the President on the occasion of Lunar New Year and July 27 every year. However, according to Mr. Trinh Dinh Duong, Deputy Director of the Department of Labor, Invalids and Social Affairs of Quang Binh, the biggest concern for war invalids' work in the province is that many war invalids want to be cared for centrally at war invalids' facilities, but the province does not have the financial conditions to build them. 85 war invalids' cemeteries, many of which have been built and repaired for a long time and with the harsh and erratic weather, the impact of annual floods in Quang Binh has damaged and degraded, but there is no funding to repair and upgrade. Therefore, it is in great need of attention and support from the central budget, which is also the concern of the leaders of the Department of Labor, Invalids and Social Affairs and the desire of war invalids and relatives of war invalids in the province.
