1. Establish Dong Hoi ward on the basis of merging Bao Ninh commune, Duc Ninh commune, Nam Ly ward, Dong Hai ward, Dong Phu ward, Duc Ninh Dong ward, Phu Hai ward and Hai Thanh ward. The current working headquarters is in Duc Ninh Dong ward.

2. Establish Dong Thuan ward on the basis of merging Loc Ninh commune, Quang Phu commune, Bac Ly ward. The current office is in Bac Ly ward.

3. Establish Dong Son ward on the basis of merging Nghia Ninh commune, Thuan Duc commune, Bac Nghia ward and Dong Son ward. The current working headquarters is in Dong Son ward.

4. Establish Ba Don ward on the basis of merging Quang Hai commune, Quang Phong ward, Quang Long ward and Ba Don ward. The office is currently located in Ba Don ward.

5. Establish Bac Gianh ward on the basis of merging Quang Phuc ward, Quang Tho ward and Quang Thuan ward. The office is currently located in Quang Tho ward.

6. Establish Nam Gianh commune on the basis of merging Quang Hoa commune, Quang Loc commune, Quang Van commune and Quang Minh commune. The current working headquarters is in Quang Loc commune.

7. Establish Tay Gianh commune on the basis of merging Quang Tan commune, Quang Trung commune, Quang Tien commune, Quang Son commune and Quang Thuy commune. Head office location: Current Quang Trung commune.

8. Establish Dan Hoa commune on the basis of merging Dan Hoa commune and Trong Hoa commune. The current office is in Dan Hoa commune.
