In recent years, implementing Decree No. 112/2014/ND-CP, along with the attention and investment of the Government and central ministries and branches, the system of border gates and openings in the province has increasingly developed. The flow of people entering and exiting the country and import and export goods has increased, contributing to promoting trade and commerce, creating favorable conditions for people and tourists to travel across the two borders. The functional forces at the border gates have been consolidated, developed, improving the effectiveness and efficiency of State management of land border gates. Technical equipment and border gate infrastructure have been gradually paid attention to and invested in; the functions and tasks of State management agencies at the border gates have been clearly and specifically defined. The process and procedures for inspection and control at the border gates have been implemented uniformly in the direction of modernization, facilitating import and export activities through the border gates. Political security, social order and safety in the border gate area are ensured, the solidarity and friendship between the government, people, border protection forces, and border gate management of Vietnam and countries sharing the border are increasingly consolidated, enhanced and developed.
However, after more than 8 years of implementation, in the trend of increasingly deep international integration, a number of provisions of Decree No. 112/2014/ND-CP need to be amended and supplemented to conform to newly issued legal documents and the practical situation of the country and localities. Therefore, the Government's promulgation of Decree No. 34/2023/ND-CP dated June 16, 2023 amending and supplementing a number of articles of Decree No. 112/2014/ND-CP contributes to perfecting the legal basis, ensuring consistency and synchronization in the legal system; improving the effectiveness and efficiency of State management, meeting the requirements of building and developing a modern, convenient and transparent land border gate system for people, vehicles entering and exiting the country, and import and export goods.
Speaking at the conference, Vice Chairman of the Provincial People's Committee Vu A Bang requested relevant agencies, units and localities to promptly, uniformly, synchronously and effectively implement the provisions of Decree No. 34/2023/ND-CP; clearly define the tasks of their agencies, units and localities, closely coordinate in the implementation process, ensuring practicality and effectiveness.
