On the morning of July 30, Prime Minister Pham Minh Chinh chaired a conference to implement a number of laws and resolutions of the 15th National Assembly.
The conference was organized online by the Government in coordination with the National Assembly Standing Committee at the Government Headquarters connecting with 63 provinces and centrally-run cities.
Attending the conference at Ninh Binh bridge were comrade Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of the Provincial Vietnam Fatherland Front Committee and a number of relevant departments, branches and sectors.
The report on the implementation of a number of laws and resolutions of the 15th National Assembly stated that at its sessions, the 15th National Assembly passed a large number of laws and resolutions, including many important laws and resolutions such as: Land Law, Real Estate Business Law, Housing Law, Credit Institutions Law, Road Law, and resolutions to pilot a number of specific mechanisms and policies for the development of provinces and cities...
At the 7th Session alone, the National Assembly passed 11 laws and 21 resolutions. These are documents of extremely important and urgent significance in order to continue perfecting institutions, building a socialist rule-of-law state, meeting the requirements of management and socio-economic development of the country. The National Assembly and the Government have shown great determination, great efforts, drastic, effective and efficient actions; proactively and synchronously implemented many solutions with practical improvements and innovations in law-making work; focused on immediately removing difficulties, obstacles and bottlenecks that hinder development, especially in the fields of land, infrastructure, investment, business, etc.
The conference heard the main contents, new points and the situation of preparation, implementation and enforcement of laws and resolutions of the 15th National Assembly, including: Resolution No. 129/2024/QH15 of the National Assembly on the Law and Ordinance Making Program in 2025, adjusting the Law and Ordinance Making Program in 2024; Regulation No. 178-QD/TW dated June 27, 2024 of the Central Executive Committee on controlling power, preventing and combating corruption and negativity in law-making work; the Land Law, Housing Law, Real Estate Business Law, Law on Credit Institutions, Road Law, Law on Road Traffic Order and Safety, etc.
Speaking at the conference, Prime Minister Pham Minh Chinh highly appreciated the coordination between the National Assembly and the Government in organizing the conference to disseminate and implement newly issued laws and resolutions, as well as the active coordination of ministries, branches and localities and acknowledged the enthusiastic opinions of delegates at the conference.
Regarding the tasks in the coming time, the Prime Minister requested leaders of ministries, branches and localities to be highly determined, make great efforts, take drastic actions, and have a focus. Clearly assign people, tasks, time, results, responsibilities and products to ensure timely inspection, supervision, rewards and handling of shortcomings to ensure clarity and fairness.
The Prime Minister requested to focus on implementing "5 accelerations", including: Accelerating progress and improving the quality of law-making according to the set schedule. Accelerating the removal of difficulties and obstacles from practice to study, supplement and perfect the law-making process. Accelerating the review of the legal system. Accelerating the mechanism of decentralization and delegation of authority reasonably, appropriately, feasiblely and effectively in the coordination of agencies in the political system and law enforcement organizations. Accelerating the dissemination, popularization and education of law so that people know, understand, do and respond.
Ministries, branches and localities nationwide are requested to promptly complete plans to implement laws and resolutions and organize effective and practical implementation. In particular, ministries and ministerial-level agencies are required to urgently study, develop and promulgate documents detailing laws and resolutions that have come into effect or will come into effect in the near future. Localities should review problems and difficulties in the law enforcement process, synthesize and send them to the Government for study and propose the National Assembly to promulgate documents in accordance with reality.
