At the district and commune levels, there are 1,121 delegates, including 93 secretaries, deputy secretaries of Party committees, chairmen of People's Councils, People's Committees, heads of the Mass Mobilization Committees, chairmen of the Fatherland Front Committees of districts, cities and towns, and 1,028 party secretaries, chairmen of People's Councils and People's Committees of 460 communes, wards and towns in the province.
Delegates learned and thoroughly understood the content of the work "Resolutely and persistently fighting against corruption and negativity, contributing to building our Party and State increasingly clean and strong" by General Secretary Nguyen Phu Trong, conveyed by comrade Nguyen Xuan Truong - Head of Department of Local Affairs I, Central Internal Affairs Commission.
The work has systematized the direction of General Secretary Nguyen Phu Trong - Head of the Central Steering Committee on preventing and combating corruption and negativity, helping sectors, levels, localities, grassroots Party organizations, Party members and the People to grasp, thoroughly understand and effectively implement; demonstrating the consistent and consistent ideology of the head of our Party on the work of fighting and combating corruption and negativity, building and rectifying the Party, and training the ethics and lifestyle of cadres and Party members.
The contents of these instructions are drawn from rich and vivid practical experience, demonstrating the close, drastic, comprehensive and convincing direction of the General Secretary, Head of the Central Steering Committee on preventing and combating corruption and negativity; contributing to clarifying a new development step in the Party's theoretical thinking on the work of preventing and combating corruption and negativity.
The book consists of 3 parts:
Part 1: Some issues drawn from the practical work of fighting corruption and negativity in Vietnam, including an overview article by the General Secretary reviewing the work of fighting corruption and negativity in Vietnam since the establishment of the Central Steering Committee on Corruption Prevention and Control (2013) up to now; the General Secretary's concluding remarks at the National Conferences on Corruption Prevention and Control and conclusions at the sessions and meetings of the Steering Committee and the Standing Committee of the Steering Committee.
Part 2: Consistent with the motto: Preventing corruption and negativity early, from afar, from both the top and the bottom, selecting 22 typical articles by General Secretary Nguyen Phu Trong on Party building and rectification work, in which, special emphasis is placed on the degradation of political ideology, ethics, and lifestyle of cadres and party members - the root, the root, the fundamental thing that needs to be prevented.
Part three: Unanimity from top to bottom, clarity from top to bottom, gathering opinions and assessments that demonstrate the deep trust of all classes of people, of National Assembly deputies, and the recognition and support of international friends for the fight against corruption and negativity under the leadership of the Party, headed by General Secretary Nguyen Phu Trong.

On the same afternoon, delegates listened to comrade Le Hai Binh - Alternate Member of the Party Central Committee, Deputy Head of the Central Propaganda Department, brief them on the current situation in the world, region and the country affecting the implementation of the province's political goals and tasks in the current period.
Based on the analysis of the world political and economic situation, the strategic conflicts between major countries in recent years affecting our country, including many difficulties and challenges, Deputy Head of the Central Propaganda Department Le Hai Binh expressed his impression of the province's development, especially FDI attraction in 2022 and the first half of 2023 in the top 10 of the country. Budget revenue in 2022 reached 21,805 billion VND and the "closing" of the first 6 months of this year also exceeded the assigned estimate.
In the context of the world and our country, comrade Le Hai Binh said that this is a very proud result, showing the efforts of the Party Committee, Government and People of Nghe An.
According to the forecast of many prestigious organizations in the world on the world economy, the prospect of the global economy from now until the end of 2023 and the whole year of 2024 is not very optimistic. The Deputy Head of the Central Propaganda Department analyzed the impacts on our country, including Nghe An, to anticipate difficulties and challenges in the coming period.
Assessing that the organization of the meeting and dialogue program by the Standing Committee of Nghe An Provincial Party Committee with Party secretaries, chairmen of People's Councils and People's Committees at commune level in the province is very practical, comrade Le Hai Binh said that in the context as analyzed, Nghe An must be more united, promote the spirit of "unanimity from top to bottom, and smooth communication" to achieve the goals and targets.
In particular, the province has the advantage that recently, the Politburo issued Resolution No. 39-NQ/TW on building and developing Nghe An province to 2030, with a vision to 2045, as a basis and foundation, especially arousing the pride of Nghe An people to continue to strive to build and develop the province in the coming time.
On the basis of the spectacular results that Nghe An has achieved in the recent difficult period, together with the implementation of Resolution No. 39-NQ/TW of the Politburo, Deputy Head of the Central Propaganda Department Le Hai Binh believes that in the coming time, with the spirit of "unanimity from top to bottom, smooth operation across the board", Nghe An will "take strong steps, go far" as General Secretary Nguyen Phu Trong advised the Party Committee, Government and People of the province./.
