Minister of Information and Communications Nguyen Manh Hung attended the opening ceremony of the SCU – PTIT joint training office at Seoul Cyber University, Korea.
The event was attended by leaders of the Departments and Offices of the Ministry of Information and Communications, typical technology enterprises of Vietnam (Viettel, VNPT, CMC, VTC, and HTC); Associate Professor Dr. Eun-Joo Lee - President of SCU, Associate Professor Dr. Dang Hoai Bac, Director of the Academy and representatives of the Departments of the two schools, representatives of the Vietnamese Student Association in Korea, representatives of the Vietnamese community in 7 provinces of Korea : North Chungcheong, South Chungcheong, Gyeonggi, North Gyeongsang, South Gyeongsang, Jeju, South Jeolla.
Speaking at the opening ceremony, Minister Nguyen Manh Hung highly appreciated the training cooperation model between PTIT and SCU as a typical example of digital university development. This is a meaningful program for the community and for overseas Vietnamese in Korea. Minister Nguyen Manh Hung emphasized that the digital university model of SCU is an advanced model and a model for Vietnamese universities to learn from in organizing training, operating and producing teaching and learning content according to the digital university model. The stone slab with the name of the PTIT-SCU Training Cooperation Office located on the SCU campus is a symbol affirming the determination of the two schools in implementing the cooperation program according to the digital university model using a modern e-learning system integrating digital technology and AI. The two schools need to speed up the progress, increase investment, and expand this advanced digital university model.
Receiving and responding to the Minister's direction, the Director of PTIT and the President of SCU affirmed that they will be determined to implement the Joint Training Program to soon have the first students in the fall semester of the 2024-2025 school year.

In December 2023, the Posts and Telecommunications Institute of Technology and Seoul Cyber University signed a Memorandum of Understanding on cooperation in academic and vocational education programs; Special short-term academic and language programs; Exchange of lecturers, e-learning experts and/or students; Research cooperation and professional activities. In particular, the two schools will cooperate to open a joint training program in the field of applied Information Technology and be awarded dual degrees from Vietnamese and Korean universities.
After more than half a year of discussion and implementation of procedures, on August 1, 2024, the Posts and Telecommunications Institute of Technology officially opened the Training Cooperation Office at Seoul Cyber University to become a connection point, promoting joint training activities in the Applied Information Technology industry of PTIT according to the digital university model in Korea, aiming to train and provide highly skilled human resources, meeting the needs of organizations, businesses and society immediately after graduation, especially for both Vietnamese and Korean businesses. Graduates will have sufficient knowledge, expertise, professional skills, teamwork ability and the ability to adapt to different working environments, have the ability to self-study, improve knowledge, master and comply with advances in technology related to Software Engineering and Information Systems. In particular, students will meet the requirements of foreign language (Korean) and have a deep understanding of Korean culture, and can work at Korean companies. Following the program, students will have 2 years of study at the Academy and 2 years of study at Cyber University (according to the specific training program of each school).
In addition to the joint training program between PTIT and SCU for students in Vietnam, the joint program also targets the Vietnamese community working and studying in Korea to provide students with the best quality of training and support with visa, accommodation, and employment issues during and after their studies under this program.
