Implementing the goal of "National digital transformation program to 2025, orientation to 2030" and "Project on developing non-cash payments in Nghe An for the period 2021 - 2025", in order to facilitate people in fulfilling non-agricultural tax obligations in the coming time, Nghe An Provincial Tax Department has researched and innovated the collection method for this type of tax, through coordination with the Bank for Investment and Development of Vietnam BIDV - Nghe An Branch to implement non-agricultural tax collection by transfer through the authorized collection account of the People's Committee of the ward or commune opened at the bank.
The first locality to pilot the method was Vinh Tan ward (Vinh city), which received positive response and high appreciation from the people for the benefits of this new method.
Mr. Nguyen Duy, residing in Vinh Tan ward, shared after paying taxes that before paying taxes on the digital platform, he had to take a day off work to go to the ward to pay taxes. The amount was not much but it took time. Now, with smartphones and easy-to-use software, paying taxes is quick and convenient.
“Personally, I think this form should be widely deployed and replicated for many people to use in order to save time. Controlling the completion of annual non-agricultural land tax obligations will be faster,” Mr. Duy expressed.
Nghe An Tax Department affirmed that paying taxes via bank transfer has minimized administrative procedures, limited errors, saved costs and travel time. In particular, taxpayer information is safe and secure.
After piloting in Vinh Tan ward, Nghe An Tax Department will soon apply this form throughout the province.
To help people conveniently pay non-agricultural land use tax using this new method, Nghe An Provincial Tax Department provides detailed instructions on tax payment procedures, specifically as follows: Taxpayers use BIDV Bank's application (BIDV Smartbanking).
Step 1: Log in to BIDV Smartbanking application.
Step 2: Select “Transfer money/Internal transfer”.
Step 3: Enter the account number in the format "Commune/Ward code + Citizen ID or tax code of the taxpayer".
Step 4: Select “Check”. The system displays the taxpayer’s name and the amount to be paid => Select “Continue”.
Step 5: Check the amount to be paid, the screen will now display a fixed amount (Note: taxpayers cannot edit). Enter the transaction content: “Taxpayer name + CCCD or MST” => Select “Continue”.
Step 6: Enter Smart OTP Pin code.
Step 7: Check all information again => Select "Confirm", perform "Transaction successful", which means the taxpayer has completed his non-agricultural tax obligations.
With simple, safe and secure operations, taxpayers can pay non-agricultural taxes anytime, anywhere, at any location with an Internet connection. At the same time, they can easily pay on behalf of other taxpayers, only need information about the tax code or citizen identification, pay quickly, the correct amount of tax to be paid without having to pay fees at all banks.
Nghe An Provincial Tax Department encourages all people to use the method of paying non-agricultural land use tax by transferring money through the authorized collection account of the People's Committee of the ward or commune opened at the bank to fulfill non-agricultural tax obligations.
As of the end of August 2024, the number of households that paid non-agricultural land tax was 2,565 households, with an amount of more than 800 million VND, an increase of 14% compared to the total revenue in 2023.
