At the conference, comrade Nguyen Huy Ngoc, Vice Chairman of the People's Committee of Phu Tho province presented a report approving the Project on rearranging commune-level administrative units of Phu Tho province and a report approving the Project on rearranging Phu Tho, Vinh Phuc and Hoa Binh provinces.
According to the Project on reorganizing commune-level administrative units, before the reorganization, the whole Phu Tho province had 207 communes, wards and towns, including 180 communes, 15 wards and 12 towns. After the reorganization (except Thu Cuc commune, Tan Son district and Trung Son commune, Yen Lap district that met the criteria for not being reorganized), Phu Tho province had 66 new commune-level administrative units, including 59 communes and 7 wards (a reduction of 141 administrative units, equal to 68.12%).
Specifically: Viet Tri City arranges 20 administrative units to establish 5 new administrative units (4 wards and 1 commune; reducing 15 administrative units). Phu Tho Town arranges 9 administrative units to establish 3 administrative units (3 wards, reducing 6 administrative units).
Lam Thao district will arrange 12 communes and towns to form four administrative units (reducing 8 administrative units). Phu Ninh district will arrange 17 communes and towns to form 5 administrative units (reducing 12 administrative units).
Thanh Ba district reorganizes 19 communes and towns to establish 6 commune-level administrative units (reducing 13 administrative units). Doan Hung district reorganizes 14 communes and towns to establish 5 administrative units (reducing 9 administrative units).
Ha Hoa district rearranges 20 communes and towns to establish 6 commune-level administrative units (reducing 14 administrative units). Cam Khe district rearranges 16 communes and towns to establish 6 commune-level administrative units (reducing 10 administrative units).
Tam Nong district rearranges 12 communes and towns to establish 4 commune-level administrative units (reducing 8 administrative units). Thanh Thuy district rearranges 11 communes and towns to establish 3 commune-level administrative units (reducing 8 administrative units).
Thanh Son district arranged 23 communes and towns to establish 7 commune-level administrative units (reducing 16 administrative units) and Tan Son district arranged 17 communes and towns to establish 6 commune-level administrative units (reducing 11 administrative units).
Regarding the names of the new commune-level administrative units, the names of 13 districts, cities, and towns will be used as the names of 13 central commune-level administrative units; the remaining commune-level administrative units will be given priority to use the name of one of the commune-level administrative units before the merger as the name of the newly established commune, in accordance with the culture, history, customs, and practices, and with the people's support.

Regarding the administrative center and working headquarters of the new commune, it ensures a favorable location, synchronous socio-economic infrastructure, traffic connection with the regions; space for future development; ensures harmony and rationality, avoids imbalance between localities, and ensures the maintenance of national defense and security.
Regarding the structure, organization, and staffing of local governments (communes and wards), they shall comply with the regulations of the Central Government. The use of non-professional workers at the commune level shall be terminated; and they shall be arranged to participate in activities in residential areas.
According to the Project to rearrange the provinces of Phu Tho, Vinh Phuc, and Hoa Binh to establish a new Phu Tho province on the basis of merging the entire natural area, population size, and commune-level administrative unit system of the two provinces of Vinh Phuc and Hoa Binh into the administrative boundaries of Phu Tho province.
After the merger, Phu Tho province has a natural area of 9,361.381 km2, reaching 117.02% of the standard; population is 4,022,611 people, reaching 446.96% of the standard. Before the arrangement and merger, the 3 provinces had 32 district-level administrative units (including 4 cities, 1 town and 27 districts); 479 communes, wards and towns (42 wards, 40 towns and 397 communes).
It is expected that after the merger, Phu Tho province will have 148 commune-level administrative units (133 communes and 15 wards).
The arrangement of the staff of civil servants and public employees after the merger of Phu Tho, Vinh Phuc and Hoa Binh provinces must ensure that the total number of staff does not exceed the total number of staff of the three provinces before the merger. The streamlining of the payroll must be associated with the restructuring of the staff, improving the quality and efficiency of public service performance, in accordance with the requirements of organizational model innovation, and within the five-year roadmap, the arrangement must be basically completed in accordance with regulations.
Comrade Bui Minh Chau, Secretary of Phu Tho Provincial Party Committee, said that the arrangement and reorganization of administrative units at all levels and the establishment of two-level local governments are correct policies, ensuring streamlining, efficiency, effectiveness and efficiency. Although the workload is large and the time is short, the development of the Projects is carried out in accordance with the spirit of the Conclusion of the Politburo and the Secretariat.
The arrangement and assignment of staff, civil servants and public employees must be appropriate to their job positions; the use of headquarters of agencies and units in Viet Tri city and provinces must be arranged in a regional manner and appropriate apparatus must be arranged in each region to lead, direct, operate and handle the work of the localities.
The Standing Committee of the Provincial Party Committee and the Provincial People's Committee led and directed the Provincial People's Committee to complete the two Projects and guide localities to organize the collection of voters' opinions, synthesize and submit them to the Provincial People's Council for approval, and at the same time complete the dossier to submit to the Government according to regulations. Review the entire headquarters and facilities of administrative agencies at all levels to have appropriate handling and arrangement plans, and avoid waste.
