Entering the 2024-2025 school year, many places are entangled in controversy related to tuition fees and parent fund collection. In response to these issues, the Departmentof Education and Training of Binh Duong province (GD&DT) has issued a document guiding the collection and use of tuition fees and service fees to serve and support educational activities for the 2024-2025 school year of public educational institutions in Binh Duong province.
Specifically, the Department of Education and Training of Binh Duong shall comply with the provisions of Circular No. 55/2011/TT-BGDDT dated November 22, 2011 of the Minister of Education and Training promulgating the Charter of the Parents' Representative Board (hereinafter referred to as Circular 55).

Accordingly, the operating expenses of the Parents' Representative Board are implemented according to the provisions of Clause 1, Article 10 of the Parents' Representative Board Charter (Issued with Circular No. 55).
The collection and expenditure of funds by the Parents' Association must ensure the principles of transparency and democracy; after spending, the financial settlement must be publicly reported at the class-wide meetings of parents and the school-wide meetings of the Parents' Association. There is no regulation on the average level of financial support for parents.
Funds donated by students or their families to the Parents' Association shall be on a voluntary basis; funds from the Parents' Association shall not be used for the following purposes: protecting school facilities, ensuring school security; supervising students' means of transportation; cleaning classrooms, cleaning schools, etc.
The operating expenses of the Parents' Association are collected and managed by the Parents' Association. The head of the unit does not receive authorization from the Parents' Association or use the Parents' Association's operating expenses on behalf of the Parents' Association....
Parents agree not to collect funds
According to research, many schools in Binh Duong do not collect fees from parents such as An Phu Primary School, Nguyen Van Troi Secondary School (Thuan An City), Vinh Hoa Secondary School (Phu Giao District), Hoa Phu Primary School (Thu Dau Mot City)....
Hoa Phu Primary School, Thu Dau Mot City (Binh Duong), does not collect any fees at the beginning of the school year except for the sanitation fee (VND99,000/year, VND11,000/month). The above sanitation fee has been approved by the Binh Duong Provincial People's Council and applied throughout the province.
Hoa Phu Primary School is located near many industrial parks such as Vsip 2 Industrial Park, Dong An Industrial Park... students are mainly children of workers and laborers, not collecting fees from parents helps many parents reduce the burden when their children are studying at the school.

The man whose son attends the school said that the school does not require parents to pay any funds at the beginning of the school year. The school board also does not allow the homeroom teacher to collect anything from the students other than the cleaning fee of 99,000 VND/year.
"With the above fee, divided into only 11,000 VND/month/28 school days, with about 500 VND/day but the children go to school and get to use clean toilets," the man shared.
Speaking to Dan Tri reporter, the leader of Hoa Phu Primary School said that every year the school receives about 90 million VND/year from the education sector for repairs. The school uses that money to repair electricity and fans if they are broken. If repairs cost more, such as tiling or painting walls, the education sector and the city will do it.
"The school does not collect funds from parents and only collects 99,000 VND/year for cleaning. At the same time, the school encourages parents to pay health insurance for students so that the children are guaranteed benefits when they are sick," he shared.
Binh Duong does not increase tuition fees for the 2024-2025 school year
Previously, the People's Council of Binh Duong province issued Resolution No. 12/2024/NQ-HDND regulating tuition fees for public preschool and general education institutions from the 2024-2025 school year in the province.
Tuition fees for public preschool and general education institutions that are not self-sufficient in regular expenses vary depending on whether the school meets national standards or does not meet national standards, and the region, with fees ranging from VND 40,000/student/month to VND 180,000/student/month.
Tuition fees for the 2024-2025 school year will remain unchanged from the previous school year.
