Survey results on satisfaction level of education in Ho Chi Minh City
On October 1, the Ho Chi Minh City Department of Education and Training announced the results of a survey measuring people's satisfaction with public education services in 2023.
Teaching equipment is the content with the lowest satisfaction level.
Accordingly, the Department of Education and Training of Ho Chi Minh City organized a survey using a random sampling method with 7,004 ballots from parents and students in 3 localities representing the city's development groups: District 3 (high development group), Tan Phu District (development group) and Cu Chi District (average group). Of which, 1,200 ballots were directly collected from high schools and 5,804 ballots were surveyed online from kindergartens, primary schools and secondary schools.
Specifically, the survey content includes: Accessibility to education services at school; Facilities and teaching equipment; Educational environment; Educational activities; Development and implementation of civic duties.
The survey results show that the overall satisfaction rate of parents with public education services in 2023 reached 90.2%, lower than in 2022 (90.78%). The survey content on educational activities reached 91%; the criteria on facilities and teaching equipment reached 89.4%, which was the content with the lowest satisfaction level.
The overall satisfaction rate of students with school services is higher than that of parents, reaching 90.6%, while in 2022 it reached 84.29%. Of which, the criterion on facilities and teaching equipment achieved the lowest rate at 89.6%; while the criterion with the highest satisfaction rate was educational activities (91.2%).
Satisfaction level is lowest in high school, highest in preschool
In the assessment of the Department of Education and Training of Ho Chi Minh City, it was also stated that the survey results showed that there was not much difference in students by gender or ethnicity, but there was a large difference between Tan Phu district at 87.42% and Cu Chi district at 99.88%.
Also according to the Department of Education and Training, the survey results showed that the highest overall satisfaction level was in preschool education at 96.01%, and the lowest was in high school at 84.27%.
In general, the public education services provided by the city have met parents' expectations. The satisfaction rate at preschool level is 93.90%; at secondary level is 88.86% and at high school level is 89.41%. There is not much difference when analyzing by gender, ethnicity, and location between districts. In Cu Chi district alone, the satisfaction rate for the three criteria of access to education, educational environment, development and fulfillment of civic duties is 100%.

The school needs to seriously implement the construction and operation of the unit's electronic information portal, fully informing parents and students about the school's activities. Continue to effectively apply information technology and digital transformation in handling administrative procedures related to admission and transfer procedures at school units, continue to perfect the system of registering entrance exam wishes for grade 10 combined with GIS maps in advising wishes to help parents and students be more proactive in registering wishes, parents and students have full rights to refer to information about high schools on the system of the Department of Education and Training.
Continue to strictly implement the disclosure of school revenues and expenditures; create favorable conditions and effectively receive feedback, recommendations and contributions from parents and students to the school in a listening and receptive spirit.
Deploying technology platforms such as learning management systems, digital classrooms... helps narrow geographical gaps, the gap between rich and poor, social conditions, providing opportunities to access new knowledge and advanced learning methods for everyone in society, ensuring educational equity, and improving access to education for all people.
Upgrade school facilities, continue to strengthen equipment for teaching and learning, pay special attention to upgrading, repairing, and improving the condition of toilets; pay attention to building and increasing the area of playgrounds, practice grounds, and increasing green areas for schools. Districts need to promote investment in building classrooms (prioritizing increasing the rate of students studying 2 sessions/day and reducing the number of students, implementing the 2018 General Education Program well, functional rooms, modern equipment, promoting the construction of smart libraries, advanced and modern school models.
Improve the quality of activities of the parent-teacher association, attract all social resources to support school activities in accordance with regulations, further strengthen the relationship between the school, family and society. The school develops and implements a code of conduct appropriate to the characteristics and history of the school for all subjects from managers, teachers, staff, students, parents and others.

Also from the satisfaction survey results, Dr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, acknowledged that besides the positive aspects, the survey results also showed the limitations that need to be overcome by educational institutions.
The head of the education sector said that one of the problems that the city always has to face is school facilities. In this criterion, the overall satisfaction level of students and parents is low. This is understandable because the population growth rate, especially the mechanical population growth rate of the city is very high. Although all levels have paid great attention and support, the speed of school construction is still limited. The playground area in the school is still low, the number of students per class is high, and the rate of studying 2 sessions per day has not met the needs of students and parents.
Rach Gia Primary School (Binh Chanh District) has an investment of 131 billion VND and an area of nearly 12,000 square meters. It is one of the newly built schools put into use this school year.
The satisfaction level of the school facilities criterion is also at the lowest level compared to other criteria, clearly reflecting the difficulties that Ho Chi Minh City, a central urban area of the country and the region, has to face. It is also the biggest barrier and challenge to the goal of improving the quality of public education services.
Based on analysis and assessment through a survey of people's satisfaction with public education services, Mr. Hieu said that the education sector has enough scientific basis to set goals for the next school year, from which to research and propose specific solutions to improve the quality of public education services.
