* Reporter: Could you tell us about the contents and issues discussed and decided at this session of the Provincial People's Council?

- Comrade Tran Minh Luc: This is an important meeting to objectively and comprehensively assess the socio-economic situation in the first 6 months of the year; discuss, analyze, consider and propose solutions for socio-economic development in the last 6 months of 2024, especially more positive and feasible solutions, determined to achieve economic growth targets and a number of other important targets in socio-economic development in 2024.
Focus on discussing and reviewing reports on the first 6 months of the year's activities and the key work program for the last 6 months of 2024 of the Provincial People's Council and People's Committee; reports of the Provincial People's Committee on the implementation of the state budget in the first 6 months of 2024; practicing thrift, fighting waste; preventing and fighting corruption; preventing and fighting crimes and violations of the law; results of handling complaints, denunciations and recommendations of voters; reports on the activities of provincial judicial agencies; reports on the results of performing tasks of departments and branches.
Reviewing the results of the Provincial People's Council's thematic supervision on "Results of implementing policies and laws on tourism development in the province, period 2021-2023". To prepare this content, the Provincial People's Council organized a supervision delegation to survey 16 tourism service business establishments; worked directly with 5 localities, relevant departments and branches and the Provincial People's Committee; supervised through reports for 2 units. Through supervision, it shows that the implementation of policies and laws on tourism development in the province in the past time has achieved many positive results, with breakthroughs, development in the right direction and efficiency; however, there are still some difficulties and limitations. The supervision delegation identified the causes of existing problems, limitations, proposals and recommendations. Based on the supervision results, the Provincial People's Council will discuss and pass a resolution to promote tourism development in Ninh Thuan province in the coming time.
At this session, the Provincial People's Council also discussed, reviewed and approved 17 resolutions on socio-economic fields to ensure a full legal basis, mechanisms and policies to promote socio-economic development of the province. Some mechanisms and policies are the premise for socio-economic development of the province such as: Giving opinions on the 2025 public investment plan; approving the 5-year land use plan (2021-2025) of Ninh Thuan province; Climate change adaptation program of Ninh Thuan province for the period 2021-2030, with a vision to 2050; adjusting and supplementing the List of projects requiring land recovery and conversion of rice-growing land purposes; Stipulating principles, criteria and norms for allocating medium-term and annual state budget capital to implement the National Target Program on socio-economic development of ethnic minority and mountainous areas; adjusting public funding for implementing the National Target Program on sustainable poverty reduction. Some resolutions directly affect people's lives such as: Regulations on prices of medical examination and treatment services not covered by the Health Insurance Fund in State medical examination and treatment facilities; Regulations on prices of medical examination and treatment services upon request applied at Ninh Thuan Provincial General Hospital.
In addition, the Provincial People's Council will listen to the Provincial Vietnam Fatherland Front Committee report on the work of participating in government building and synthesizing opinions and recommendations of voters and people; discuss and consider reports of the Provincial People's Council Standing Committee on synthesizing opinions and recommendations of voters and the results of monitoring the settlement of voters' recommendations, especially on key and urgent issues that are of interest to a large number of voters and people.
* Reporter: At the meeting, which departments, branches and units will be selected to answer questions; what groups of issues will the questions focus on?
- Comrade Tran Minh Luc: The Standing Committee of the Provincial People's Council has agreed to submit to the Provincial People's Council for consideration and has decided to question the Director of the Department of Culture, Sports and Tourism and the Department of Agriculture and Rural Development. The content of the questioning of the Director of the Department of Culture, Sports and Tourism includes issues related to the exploitation, management, promotion of the value and advantages of natural resources, intangible cultural heritage for tourism development; solutions to overcome existing problems, limit impacts on tourism development of the province. Question the Director of the Department of Agriculture and Rural Development on the planning of aquaculture exploitation and farming; the plan to invest in dyke infrastructure to prevent landslides; dredging of channels, anchorage areas at fishing ports; high-tech agricultural models, especially in aquaculture, exploitation and processing of aquatic products; Solutions to address the shortage of water for daily life and production, local drought in some places, solutions to respond to storms and floods, and dam safety in the last 6 months of 2024.
The results of the questioning will be proposed by the Standing Committee of the Provincial People's Council to the Provincial People's Council to decide to issue a resolution, serving as a legal basis for continued supervision according to regulations.

- Comrade Tran Minh Luc: The 19th session has many important contents on the socio-economic development of the province in 2024 as well as the following years, directly affecting all aspects of people's lives in the province. To improve the quality and effectiveness of the session, the Standing Committee of the Provincial People's Council directed the thorough preparation of session documents, specifically posting session documents on the session document software and the Provincial People's Council Electronic Information Portal so that delegates have time to study.
On behalf of the Standing Committee of the Provincial People's Council, I request the delegates to study the documents thoroughly; actively participate in discussions, contribute specific and frank opinions so that the Provincial People's Council has a basis to pass resolutions that are feasible, close to the practical situation, creating an important driving force contributing to socio-economic development in the coming time and creating high consensus among voters and people in the province.
According to the meeting agenda, adequate time will be arranged for delegates to discuss and question, and delegates are requested to uphold their sense of responsibility, raise issues for discussion and questioning to ensure focus, frankness, democracy, and get to the bottom of the problem, with impartiality, objectivity, honesty, and the heart, vision, and mettle of elected representatives to clarify and strengthen the responsibility of state agencies in performing their duties, improve the quality of supervision activities at the meeting, and contribute to promptly and effectively resolving legitimate recommendations from voters and people.
