On August 28, the Inspector of the Ho Chi Minh City Department of Health announced that it had issued a decision to impose an administrative penalty on Nam Viet General Clinic (referred to as the clinic) at 202 To Hien Thanh, Ward 15, District 10.
Accordingly, this clinic was fined 200 million VND by the Inspectorate of the Ho Chi Minh City Department of Health and had its medical examination and treatment license revoked for 4 months; and the medical examination and treatment practice certificate of the person in charge of the facility revoked for 3 months.
The reason is that this clinic provides medical examination and treatment services beyond the scope of expertise stated in its operating license. In addition, this clinic provides inpatient treatment without permission.
Nam Viet General Clinic was suspended for 4 months
Along with that, obstetrician Pham Anh Tuan, who practiced at this clinic, was fined 70 million VND and had his practice certificate revoked for 6 months. The reason was that Dr. Pham Anh Tuan violated the legal regulations on professional expertise in medical examination and treatment, causing complications for patients; did not consult when the disease was beyond the professional capacity of the medical practitioner; and altered medical records to distort information about medical examination and treatment.
As Thanh Nien reported, previously, at 10am on July 15, patient CTPN came to this clinic for an abortion. After the ultrasound results showed the pregnancy was about 22 weeks, the patient was allowed to stay at the clinic.
At 5:00 p.m. on July 16, the patient had an abortion performed by the clinic's doctors. After the abortion, the patient was tired, had severe abdominal pain, and had a lot of vaginal bleeding. The clinic staff called a taxi to take the patient to Hung Vuong Hospital. At Hung Vuong Hospital, the patient received timely emergency care.
After receiving the report from Hung Vuong Hospital, the Department of Health Inspectorate immediately deployed a team to verify information at Hung Vuong Hospital and inspected the activities at Nam Viet Clinic and imposed the above penalty.
In late July 2023, this clinic was fined 36 million VND for establishing a medical examination and treatment book but not recording it fully according to the law; advertising using the words "first", "only", "best", "number one" or words with similar meanings without legal documents to prove it. In addition to being fined, this clinic was also forced to remove the illegal advertisement.
In addition, three doctors, including Truong Quang Thai (specialist in diagnostic imaging), Ngo Quang Huy (specialist in surgery), and Pham Anh Tuan (specialist in obstetrics), who all practiced at this clinic, were each fined 2 million VND for creating medical records without clearly and completely stating all items. In addition, each doctor had their medical practice certificates revoked for a period of 2 months.
Vietnam - Singapore University of Medicine and Pharmacy Hospital Joint Stock Company (multidisciplinary clinic, 324/8 Ly Thuong Kiet, Ward 14, District 10) was also fined 144.7 million VND by the Inspectorate of the Ho Chi Minh City Department of Health. In addition, the clinic's medical examination and treatment license was revoked for 4 months, and the medical examination and treatment practice certificate of the facility's professional manager was revoked for 3 months.
The reason is that this clinic operates with a signboard but does not have full basic information as prescribed by law; does not wear a name tag; provides medical examination and treatment services beyond the scope of expertise stated in the operating license; and employs practitioners without a medical practice certificate.
