The Party Committee of Ha Tinh province always identifies corruption prevention and control as an important and regular task that must be carried out resolutely, persistently, continuously, "non-stop", "non-stop" at all levels, sectors and fields.
During his lifetime, President Ho Chi Minh attached special importance to preventing and combating embezzlement and corruption in the Party and the State. He considered them “dangerous diseases” and “internal invaders” that not only caused economic damage, but also degraded political ideology, morality, and lifestyle; weakened the Party and State apparatus; and caused loss of public confidence.
Imbued with that viewpoint, throughout the process of leading the revolution, the task of preventing and combating corruption has always received special attention from our Party. At the 13th National Party Congress, this content continued to be affirmed and supplemented with the motto "Where there are violations, they must be dealt with accordingly" and there are no "forbidden zones" in preventing and combating corruption.
Over the past time, the Party Committee of Ha Tinh province has always identified that preventing and combating corruption and negativity is an important, regular, urgent, difficult, complicated and long-term task; it must be carried out resolutely, persistently, continuously, "non-stop", "non-stop" at all levels, sectors and fields; linking the work of preventing and combating corruption, waste and negativity with Party building and rectification, studying and following Ho Chi Minh's ideology, morality and lifestyle.
Closely combine active prevention with proactive detection and timely, synchronous and strict handling of negative and corrupt behaviors; in which, prevention is the main, fundamental and long-term task; detection and handling are breakthroughs and important; at the same time, protect and encourage those who dare to think, dare to do, innovate and create for the common cause.
In 2023, closely following the Party's guidelines, the State's policies and laws and the actual situation of the province, the Provincial Party Committee and the Provincial Party Committee Standing Committee directed and organized the serious, timely and effective implementation of the work of preventing and combating corruption and negativity, creating new positive changes in the awareness and actions of Party committees, Party organizations, cadres and Party members.
In particular, the contents that have been focused on and achieved outstanding results are: Continuing to direct the Provincial Steering Committee for Anti-Corruption and Negativity to select weak points, difficult tasks, and issues of public concern to focus on directing solutions, including handling long-standing corruption and negativity cases and incidents with difficulties and obstacles, and strengthening the detection and handling of new cases and incidents; focusing on directing the implementation of solutions to improve the effectiveness of corruption and negativity prevention work. The prosecution agencies have initiated new investigations into 12 cases, 63 defendants (an increase of 9 cases, 51 defendants compared to 2022); proposed to prosecute 5 corruption cases, 21 defendants; tried 3 cases, 5 defendants (an increase of 1 case compared to 2022).
Directing competent authorities to strengthen inspection, supervision and examination of areas and areas prone to corruption and negativity, prominent and pressing cases of public concern such as the case related to bidding packages implemented by the International Progress Joint Stock Company (AIC) and its member units in the province...; focusing on inspection and handling of party organizations and party members when there are signs of violations. Party committees, party organizations and inspection committees have decided to discipline 14 party organizations and 448 party members; the inspection sector has recommended economic sanctions of VND 54,585 million; handled land of 600 m2 ; recommended and handled 295 organizations and individuals; administrative sanctions for 388 organizations and individuals.
Comrade Hoang Trung Dung - Secretary of the Provincial Party Committee, Head of the Steering Committee, Standing member of the Steering Committee for anti-corruption and negativity of Ha Tinh province held a regular meeting to evaluate the results of the implementation of tasks in the first 9 months of 2023 and deploy tasks in the coming time (September 2023).
Directing to strengthen management, tighten discipline and administrative discipline, especially seriously implementing Conclusion No. 29-KL/TU dated July 22, 2021, Document No. 1567-CV/TU dated February 16, 2023 of the Provincial Party Committee Standing Committee on tightening discipline and administrative discipline among cadres, party members, civil servants, and public employees, first of all, the heads of Party committees and authorities at all levels.
Directing the promotion of propaganda, dissemination, education, building a culture of integrity, self-awareness, and exemplary implementation of Party regulations and State laws on preventing and combating corruption and negativity, in conjunction with promoting the study and following of Ho Chi Minh's ideology, morality, and lifestyle; directing the organization of extensive political and ideological activities throughout the entire political system on studying, learning, and thoroughly grasping the work "Resolutely and persistently fighting against corruption and negativity, contributing to building our Party and State increasingly clean and strong" by General Secretary Nguyen Phu Trong.
Directing competent authorities to proactively coordinate in providing information, publicizing the results of handling corruption and negative cases, creating conditions for the press and people to participate in supervision, and at the same time orienting public opinion, contributing to the fight against and refuting propaganda and distortions.
The Ha Tinh Provincial Party Committee's Internal Affairs Committee held a conference to review internal affairs and judicial reform work in 2023 and deploy tasks for 2024.
In addition to the achieved results, the work of preventing and combating corruption and negativity still has shortcomings and limitations, which are not commensurate with the political determination of the Party and State; the detection and handling of corruption is still limited, the rate of recovery of corrupt and lost assets is still low; the number of violations detected through inspection and examination and transferred to investigation agencies for consideration and criminal handling is still low; self-inspection, self-detection and handling of corruption within agencies and units is still a weak link; the implementation of regimes, norms and standards in a number of fields is still inadequate, allowing many violations to occur; the situation of harassment and negativity among cadres and party members has not been pushed back.
In the coming time, to continue to effectively implement the work of preventing and combating corruption and negativity in the area, Party committees, Party organizations, and authorities at all levels need to focus on the following key tasks:
Firstly, continue to closely follow the Party's guidelines, the State's laws and policies, the direction of the Central Steering Committee on preventing and combating corruption and negativity, and the characteristics of the actual situation of the province to lead, direct and implement the work of preventing and combating corruption and negativity.
Second, continue to improve the Party's leadership capacity in the fight against corruption and negativity, first of all the heads of Party committees and heads of agencies and units.
Propaganda and education work must be considered one of the key tasks of Party committees and organizations - this is one of the fundamental measures to improve ethics, build integrity, fight against corruption and degeneration, especially to strictly and effectively implement the theme of 2024 "Studying and following Ho Chi Minh's ideology, morality and style on resolutely and persistently fighting against corruption and negativity among cadres and party members", with two breakthrough tasks: Promoting the exemplary role of cadres and party members, especially leaders in the work of preventing and fighting corruption and negativity; promoting the cultural traditions of Ha Tinh people in building a contingent of cadres and party members with sufficient qualities, capacity and prestige, equal to the tasks, meeting the development requirements of the province in the new situation according to Plan No. 224-KH/TU dated December 8, 2023 of the Provincial Party Committee Standing Committee.
Leaders of the Provincial Party Committee's Internal Affairs Committee awarded certificates of merit to individuals with achievements in internal affairs, justice and anti-corruption work in 2023.
Third, focus on directing, detecting, and promptly and thoroughly handling weak links, difficult tasks, bottlenecks, pending and prolonged cases and incidents; urgent, pressing issues of public concern.
Strengthening the inspection, supervision and examination of areas with many risks and signs of negativity, corruption and waste; promptly preventing, stopping and strictly handling harassment, negativity and causing trouble for people and businesses in handling work; improving the effectiveness of recovering assets appropriated and lost in corruption and economic cases.
With the results and experiences of the past time and the determination of the entire Party, the entire people and the entire political system, we believe that the work of preventing and combating corruption and negativity in the province in the coming time will continue to have more positive and obvious changes; corruption must be prevented and gradually pushed back. Thereby, contributing to building our Party and State to be increasingly clean and strong, meeting the requirements of the revolutionary cause and the trust and expectations of all classes of people.
