Kinhtedothi - On the afternoon of October 30, the monitoring delegation of the Hanoi People's Council worked with Ba Vi district on the results of implementing the targets of the 5-year socio -economic development plan for 2021-2025 according to Resolution No. 20/NQ-HDND dated September 23, 20221 of the City People's Council.
The monitoring delegation is headed by Standing Committee member of the City Party Committee, Permanent Vice Chairwoman of the City People's Council Phung Thi Hong Ha.
100% of communes meet new rural standards
Through the work, the monitoring delegation acknowledged that the implementation results of the socio-economic development plan targets for the period 2021-2025 of Ba Vi district have basically been completed. The district has set 24 targets, and is expected to complete 23/24 targets by 2025.
The average annual growth rate of total production value reached over 10% (except for 2021), expected to increase by 10.4% in 2025 (exceeding the target set by the District Party Congress Resolution of 10.3%, reaching the target assigned by the City of 7.5-8%); the average growth rate of the groups of agricultural production, industry - handicrafts, construction and science and technology, trade, services, and tourism all exceeded the set target.
Total state budget revenue is estimated to reach 3,712 billion VND by 2025 (equal to 222% of the district congress target by 2025). Land revenue target is expected to be completed by 2024.
The district has focused on directing and urging communes to implement the construction of new rural communes and advanced new rural communes. As a result, up to now, 30/30 communes in the district have been recognized as meeting new rural standards, reaching 100% according to the targets set out in the city's resolution. The district has also been recognized as a district meeting new rural standards in 2022.
The district's public investment disbursement results always reach a high rate compared to the city's average, reaching 88% in 2021, 96.6% of the plan in 2022, and 96.6% in 2023.
In addition, Ba Vi district has completed the approval of the adjustment of the general construction planning of 30/30 communes, the detailed planning of the central area of 30/30 communes, the detailed planning of 74 rural residential areas in 27 communes... The expected coverage rate of the general planning area is 100%.
Cultural and social work has been given attention and direction, achieving many positive results, meeting the targets set by the district and the city. The total number of schools meeting national standards by the end of 2023 reached 83.64% - expected to reach 96.4% by 2025 (exceeding the city's target of 80-85%).
The rate of trained workers is estimated to reach 85.3% by the end of 2024 (the target assigned by the city is 75-80%). The poverty rate is 0.35%, exceeding the district congress target. Up to now, 31/31 communes and towns have maintained national criteria on health...
Clarifying the causes affecting clean water indicators
At the working session, the monitoring delegation also pointed out some shortcomings and limitations such as: the socio-economic infrastructure system has not met practical requirements. The district still faces difficulties in attracting investment and compensation, support and site clearance. Currently, the district has not fulfilled the target on the rate of clean water supply to the people; the progress of site clearance, disbursement and auction of land use rights for some projects is still slow. State management in some areas is still limited such as: land management and construction order are not thorough, new violations still occur, and handling is not timely and decisive...
Based on those shortcomings and problems, the members of the monitoring delegation requested the district to evaluate more clearly the results of implementing a number of socio-economic development plan indicators compared to the Resolution of the City People's Council; analyze and clarify the causes affecting the implementation of the indicator on the number of households provided with clean water; plans and solutions to grant land use right certificates to 12,755 cases that have not been granted certificates; reasons for the delay in granting land use right certificates to people after land consolidation and plot exchange...
Concluding the meeting, Permanent Vice Chairwoman of the City People's Council Phung Thi Hong Ha shared the difficulties of the district when it has potential and advantages but development has not met expectations. The Party Committees and authorities of the district have led and directed the determination to implement the socio-economic development targets assigned by the city. Therefore, up to now, some targets have been achieved quite well - especially in budget collection. The district has also implemented well the construction of new rural areas; paid attention to implementing detailed planning...
Agreeing with the limitations and shortcomings of the district, the Head of the monitoring delegation requested Ba Vi district to review and coordinate with specialized departments to continue to effectively implement the target of providing clean water to the people. In particular, promptly propose and recommend solutions with units to overcome difficulties and obstacles in handling violations of land management and construction order; speed up the progress of site clearance; auction land use rights to create resources for investment and development. Quickly complete planning in the district, connect traffic to create conditions for the development of the key economic sector, tourism.
Along with that, the district needs to continue to pay attention to implementing social security policies; training, job creation for people... to ensure that people benefit from the State's policies.
