On the afternoon of March 25, the Editorial Board of the Communist Magazine held a conference to announce the Politburo's decision on personnel work. Accordingly, the Politburo transferred and appointed Mr. Le Hai Binh, alternate member of the Party Central Committee, Deputy Head of the Central Propaganda Department, as Editor-in-Chief of the Communist Magazine.

On behalf of the Politburo, Standing member of the Secretariat, Head of the Central Organization Commission Truong Thi Mai presented the decision to Mr. Le Hai Binh. Standing member of the Secretariat Truong Thi Mai stated that Mr. Le Hai Binh is a young, well-trained cadre, Associate Professor of Political Science, Doctor of International Relations, and Senior Political Theory. He has held many positions, always following the Party's assignment, and in any position, always striving to improve himself, making positive and effective contributions to the agency and unit. The Standing Secretariat believes that Mr. Le Hai Binh will promote his capacity, experience, courage, quickly grasp the work, together with the Party Committee, Editorial Board, cadres and Party members of the Communist Magazine, promote the achieved results, overcome shortcomings and limitations, build internal solidarity, and strive to successfully complete the assigned tasks. In his acceptance speech, Editor-in-Chief of the Communist Magazine Le Hai Binh thanked the Politburo for trusting him with the precious opportunity to work and contribute at the Communist Magazine - an agency with a long revolutionary tradition, a leading ideological and theoretical flag, always closely associated with the leadership role of the Communist Party of Vietnam. Mr. Le Hai Binh expressed that this is a great honor and pride, but also comes with a very heavy responsibility to fulfill the mission assigned by the Party and the State. He said that the Communist Magazine is standing on the path, marking the glorious history of 95 years since the first issue was published next year. With the tasks assigned by the Party and the State, Mr. Le Hai Binh wishes to learn and inherit the achievements and valuable experiences of the previous generation. He also wishes to devote all his ability, intelligence and enthusiasm to contribute together with the Editorial Board of the Journal to build and enhance the activities of the political theory agency of the Party Central Committee. Mr. Le Hai Binh was born in 1977, from Hai Phong City, with a professional qualification of Doctor of International Relations. Mr. Le Hai Binh has many years of experience in the diplomatic sector, holding the following positions: Deputy Director of the Department of Foreign Policy and Deputy Director of the Institute for Strategic Studies; Director of the Department of Press and Information; Spokesperson of the Ministry of Foreign Affairs; Deputy Director of the Diplomatic Academy and Director of the Institute for Strategic Studies.

In October 2019, he was transferred and assigned to hold the position of Director of the Department of External Information and International Cooperation, Central Propaganda Department. In November 2019, he was assigned by the Secretariat to hold the position of Deputy Head of the Central Steering Committee for External Information Work. In January 2021, Mr. Le Hai Binh was elected as an alternate member of the 13th Party Central Committee, term 2021-2026. In August 2021, he was appointed by the Politburo as Deputy Head of the Central Propaganda Department.
