Deputy Prime Minister requests Ministry of Construction to revise fire prevention standards before June 30

This is one of the contents in the announcement of the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting to handle difficulties and problems related to fire prevention and fighting regulations in basic construction investment activities.

Accordingly, the Deputy Prime Minister assigned the Ministry of Construction to study, review and amend the QCVN 06:2022/BXD standard on fire safety for houses and constructions to suit the purpose, type, function of the construction, production and business fields, and technology to meet fire prevention and fighting requirements, safety of life and property, not causing waste of social resources, and being feasible.

Including building specific standards for groups of housing and business types with high risks of fire and explosion, affecting people's lives and property such as: gas business, flammable goods and materials, karaoke services, dance clubs, schools, hospitals, shopping centers, markets, supermarkets.

"The standards need to be consulted with affected subjects to be issued before June 30, 2023" - the Deputy Prime Minister directed.

The Deputy Prime Minister also assigned the Ministry of Public Security to preside over and coordinate with relevant ministries and branches to propose amendments to the Law on Fire Prevention and Fighting; Decree No. 136/2020/ND-CP and related legal provisions to create a synchronous legal corridor, strengthen decentralization in performing state management, reviewing and granting fire prevention and fighting licenses.

Continue to promptly handle recommendations from people and businesses, promptly inspect and evaluate to allow constructions and facilities to resume operations after correcting existing shortcomings and violations of fire prevention and fighting regulations.

In addition, the Deputy Prime Minister requested the Ministry of Public Security and the People's Committees of provinces and cities to continue to review and classify each group of facilities with high risk of fire and explosion to report to the Prime Minister and notify the Chairmen of the People's Committees of localities to know, direct remediation and take responsibility if a fire or explosion occurs with serious consequences, to be completed by June 2023.

Do not legalize violations

After reviewing constructions nationwide, the two Ministries of Public Security and Construction discovered 39,536 existing constructions and facilities that still have violations of fire prevention and fighting regulations at a level that is difficult or impossible to fix.

According to the Ministry of Public Security, nationwide there are currently 8,114 projects in 51 provinces and cities that have not been accepted for fire prevention and fighting but have been put into use and have not fully met fire prevention and fighting safety requirements according to QCVN 06:2022/BXD standards.

The Ministry of Public Security said it has worked with the police of 17 localities to provide guidance on solutions for 182 projects and works that have not been approved or accepted for fire prevention and fighting; 133 projects and works with difficulties and problems in the inspection and acceptance of steel structures and fireproof materials; and about 7,117 facilities and works that have been suspended.

The Deputy Prime Minister assigned the Ministry of Construction to preside over and coordinate with the Ministry of Public Security and relevant agencies to develop a Government Resolution to remove difficulties and obstacles in applying technical standards and regulations to construction investment activities according to each subject and type of existing facilities with existing problems and obstacles on the principle of "ensuring fire safety requirements and not legalizing violations".

The Prime Minister directs three ministries to handle recommendations on karaoke fire prevention .
