After listening to reports from leaders of the Ministry of Finance, Ministry of Industry and Trade, Ministry of Science and Technology, Ministry of Agriculture and Rural Development, Ministry of Transport, Ministry of Health and representatives of the Ministry of Justice, Deputy Prime Minister Tran Luu Quang concluded that the issuance of a framework Decree with the aim of reforming and improving the efficiency of customs clearance management, quality control, and food safety control for imported goods is necessary in the current context of international integration; ensuring the synchronous implementation of solutions according to the roadmap.

Customs clearance of goods must be quick and convenient, reducing time and costs for individuals and organizations; applying the principles of reforming quality control and food safety control for imported goods, on the basis of changing the management method, customs clearance of goods, specialized management ministries carry out post-inspection. Individuals and organizations carry out procedures for quality control, food safety control and administrative procedures related to import, export and customs clearance of goods in the electronic environment, according to the one-stop mechanism, through the National Single Window Portal. Enhance the self-awareness and self-responsibility of business organizations; have sanctions to strictly handle violations of individuals and organizations; state management agencies carry out inspections, audits and post-clearance audits in accordance with their functions and tasks. The Deputy Prime Minister also assigned the Ministry of Finance to work with the Ministries of Industry and Trade, Science and Technology, Agriculture and Rural Development, Transport, Health, and Justice to thoroughly review the draft Decree, apply the maximum reform principles under the Government's authority, ensure compliance with specialized laws and take full responsibility for the contents of the reception, explanation, and revision of the draft Decree. On that basis, the Ministry of Finance will complete the draft Decree and submit it to the Prime Minister for consideration and decision in January 2024.Vu Tung
