PROPOSAL TO ADD A ROUTE CONNECTING THE NORTH-SOUTH EXPRESSWAY WITH CROSSROAD N2
The 500kV 3-circuit line project from Quang Trach to Pho Noi passes through 9 provinces: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, Hung Yen with a total length of about 519 km and a total investment of more than 22,356 billion VND. Up to this point, all projects have started construction and achieved a certain volume.
According to the Prime Minister's direction, by February 15, 2024, the provinces must hand over the land for 1,180/1,180 foundation locations. However, as of February 15, 2024, 64/1,180 foundation locations have not been handed over.

In addition, there are 99 column foundation locations that have been handed over but cannot be constructed due to problems, mainly related to procedures for impacting the forest to open roads for construction, disagreement on land origin, land disputes...
At the meeting, leaders of Nghe An, Ha Tinh and Quang Binh provinces reported on the site clearance for the expressway project and the 500kV line 3 project; and raised difficulties in site clearance and made many recommendations.

For Nghe An province, the North-South Expressway Project in the East, the Dien Chau - Bai Vot section through the province is 44.46km long. Currently, the Dien Chau - Bai Vot section through Nghe An province has been cleared 100%. However, there are still some problems and obstacles in the connection area at the intersection with National Highway 46B, the operator of the rest stop in Hung Nguyen district.
Nghe An province is directing localities to focus on thoroughly handling local problems to hand over to the construction unit, meeting the required progress, expected to be completed in February 2024. Regarding the demand for materials for the project, Nghe An province is fully meeting the requirements.

As of February 16, 2024, the output value of contractors constructing the Dien Chau - Bai Vot project was more than VND 6,157.61 billion, equivalent to 72% of the project contract value. It is expected that by April 30, 2024, the project will be completed and put into operation.
The 500kV transmission line projects passing through Nghe An province have a total length of 99.83 km with 202 pole foundation locations. To date, the province has mobilized the handover of 163/202 pole foundation locations; of which, 130/163 locations can be implemented, the remaining 33 locations will be eligible for construction after the Provincial People's Council meets to approve the policy of converting the project's forest use purpose on February 19, 2024.

For 8,3394 hectares of forest under the authority of the Provincial People's Council, the policy of changing the purpose of use will be considered and approved at the thematic meeting of the Provincial People's Council on February 19, 2024.
For the remaining 39 column foundation positions, Nghe An province strives to complete the handover before February 29, 2024. For the corridor section, the province will hand over the entire section before March 30, 2024, to ensure the progress of the national key project.


At the meeting, Nghe An province proposed to add a route connecting the North-South expressway with the N2 crossroad in the Southeast Economic Zone and proposed to soon complete the left branch of Than Vu tunnel - Investment component project for the construction of Dien Chau - Bai Vot section and connecting bridge.
At the meeting, leaders of ministries and sectors reported on the implementation of projects and responded to proposals from localities. Minister of Transport Nguyen Van Thang agreed with the two proposals of Nghe An province and proposed that the province add the North-South Expressway connecting route with the N2 crossroad in the Southeast Economic Zone to the provincial planning so that the Ministry of Transport can add it to the sector's planning.
ACTIVELY REMOVE DIFFICULTIES IN PROCESSES AND PROCEDURES
Concluding the working session, Deputy Prime Minister Tran Hong Ha, on behalf of the Prime Minister, acknowledged, highly appreciated and commended the determination of the three provinces of Nghe An, Ha Tinh and Quang Binh in focusing on site clearance despite many difficulties, thereby contributing to speeding up the progress of key national projects.
Deputy Prime Minister Tran Hong Ha also highly appreciated and commended the determination of ministries, branches, investors and contractors in the past time with the spirit of "only discussing work, not retreating", "overcoming the sun, overcoming the rain", "working in 3 shifts, 4 shifts".

Emphasizing that the 500kV line project, circuit 3, from Quang Trach to Pho Noi, has a large volume of work and a large area, the Deputy Prime Minister requested the investor and contractor to seriously implement the Prime Minister's direction and coordinate with localities in mobilizing human resources, materials and equipment to speed up construction progress.
The Ministry of Natural Resources and Environment shall promptly report to the Government to submit to the National Assembly Standing Committee to adjust the targets and areas of natural forests and protective forests; and submit to the Prime Minister to adjust the targets for land use for energy security.

The Ministry of Agriculture and Rural Development submitted a report to the Government to the National Assembly so that the Government could soon issue a Resolution regulating the process and procedures for allowing impacts on forests to serve the construction of projects.
The Deputy Prime Minister requested localities to promptly report any problems in land management and requested the Ministry of Natural Resources and Environment to study and provide general guidance for localities to implement. In addition, the State Capital Management Committee will preside over and work with corporations and localities to resolve land-related problems before February 20.

Emphasizing that the relocation of technical infrastructure is an issue hindering the site clearance work, comrade Tran Hong Ha requested ministries and branches to direct relevant units to closely coordinate with localities to proceed quickly. Localities should focus on completing the site clearance work for the North-South Expressway project.
Assigning specific tasks, Deputy Prime Minister Tran Hong Ha also requested the localities: Nghe An, Ha Tinh, Quang Binh to completely hand over the column foundation locations and construction sites before February 20, 2024 and complete the handover of the entire route corridor site before March 15, 2024.

Investors coordinate closely, practically and effectively with localities, including district and commune levels, to speed up project progress; promptly complete detailed designs and hand them over to localities to carry out compensation and site clearance tasks.
Emphasizing the opening of new traffic nodes and routes to facilitate socio-economic development for the provinces, the Government welcomed and supported. The Deputy Prime Minister requested that localities report to the Government in March 2024 to allow the Prime Minister to adjust and supplement regional planning, sectoral planning and provincial planning.
In addition, localities coordinate with investors to calculate capital sources to be able to implement recommendations to open traffic intersections and routes on the North-South expressway.
