According to the draft report on the results of implementing the breakthrough in research, application and transfer of science and technology in the period of 2021-2025, after nearly 4 years, the implementation of the breakthrough in science and technology has achieved many outstanding results in many fields. Science and technology has gradually become a driving force in socio-economic development and economic restructuring of the province.

Many targets were achieved and exceeded the plan, such as: The rate of livestock farms applying automation, semi-automation and mechanization technology for pig and chicken farms reached 88% (target ≥ 55%). The rate of high-tech intensive shrimp farming area in canvas houses, membrane houses and greenhouses reached 31% (target ≥ 30%). The number of oriental medicine products and health protection foods researched and produced reached 30 products (target 2 products). The number of newly established software and digital content production enterprises reached 20 enterprises (target ≥ 10 enterprises). The number of local products that are subjects of the OCOP-TH Program with standards and new intellectual property protection reached 112 products (target ≥ 50 products); 100% of medical facilities applied information technology, digital transformation...

The agricultural development and new rural construction program in the province has achieved quite comprehensive results. The average growth rate in the 2021-2025 period is estimated at 3.75%, exceeding the plan by 0.75%. The economic structure within the industry is shifting in the right direction. A concentrated, large-scale, high-tech commodity agricultural production base is gradually taking shape.
New Rural Development in the province has a strong and profound influence, contributing to improving and enhancing the quality of life of the majority of rural people; the number of communes meeting the province's standards is among the top in the country; the number of OCOP products is among the top 3 in the country and is diverse in types.

According to the draft plan to organize the Conference on connecting supply - demand and displaying and introducing safe agricultural and food products in Thanh Hoa province in 2024, the conference will take place from October 24 to 28 at Lam Son Square (Thanh Hoa City), including 6 main contents: propaganda and promotion; conference to deploy the plan; display and introduce safe agricultural and food products at 260 booths; opening ceremony to display and introduce safe agricultural and food products; workshop "The role of the Provincial Business Association in promoting production and consumption of agricultural products and OCOP products in Thanh Hoa province".
At the conference, delegates focused on assessing and clarifying difficulties and limitations and proposing solutions to continue effectively implementing breakthroughs in research, application and transfer of science and technology, agricultural development programs and new rural construction in the coming time. Regarding the Draft report on the results of implementing breakthroughs in research, application and transfer of science and technology in the period of 2021-2025, the Vice Chairman of the Provincial People's Committee said that it is necessary to clarify the contents of research, application and transfer of science and technology; specify the achieved results and limitations and weaknesses with data. The Department of Science and Technology closely follows Decision 569/QD-TTg of the Prime Minister on the Strategy for Science and Technology Development and Innovation to 2030 to propose tasks and solutions in the coming time.
For the Agricultural Development and New Rural Development Program for the 2021-2025 period, the data cited in the report must be accurate; clearly state the favorable and difficult contexts in the province, the country and the world in implementing the Program; adjust the viewpoints, goals and funding sources to suit the coming period. The Departments of Science and Technology and Agriculture and Rural Development will receive comments at the conference to complete the report to submit to the Provincial People's Committee.
