Vice Chairman of the Provincial People's Committee Le Duc Giang inspected and directed the repair of the dike incident in Hau Loc district.

On the morning of September 24, Comrade Le Duc Giang, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee inspected the situation and directed the work of overcoming the dike incident in Thanh Hoa City and Hau Loc District. Accompanying him were leaders of relevant departments, branches and the Provincial People's Committee Office.

Coming to inspect the actual seepage incident of Cai culvert, at Km0 + 500, in Bach Dau village, Quang Loc commune (Hau Loc), comrade Le Duc Giang listened to the report on the incident and the response and remedial work of local forces.

After checking the actual leaks on the dike roof on the field side and observing the flow and water level of the Len River, Vice Chairman of the Provincial People's Committee Le Duc Giang requested the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Hau Loc district and Quang Loc commune to urgently mobilize more forces and means to immediately implement the dike protection plan.

Immediately afterwards, Hau Loc district leaders mobilized military forces, police and hundreds of local people with available means to use soil, sand and bamboo poles to reinforce the foot of the dike on the Len River. At the same time, they filled the soil to create a well on the dike roof, preventing river water from continuing to seep into the fields. Rescue work was urgently carried out immediately afterwards. Vice Chairman of the Provincial People's Committee Le Duc Giang participated in filling soil, reinforcing the culvert and visiting and encouraging the dike protection forces.

Following the direction of Vice Chairman of the Provincial People's Committee Le Duc Giang, Hau Loc district mobilized more forces to urgently implement the dike protection plan.

According to information from Hau Loc Dike Management Department, the leak incident on the dike slope near Cai culvert on the Quang Loc dike occurred at around 6:00 p.m. on September 23. Quang Loc commune then organized forces and coordinated with Hau Loc Dike Management Department to temporarily reinforce the leaks. However, the incident continued to be complicated, and by the morning of September 24, the leaks appeared larger, directly threatening the safety of the dike.

Meanwhile, this dike section protects more than 20 hectares of rice, crops, ponds and 7 households in Bach Dau village, Quang Loc commune. The area where the incident occurred is far from residential areas, making it difficult to transport supplies.

Vice Chairman of the Provincial People's Committee Le Duc Giang participated in filling soil and encouraging dike protection forces.

Vice Chairman Le Duc Giang requested the Department of Agriculture and Rural Development to assign staff to stay at the scene and continue to support Hau Loc district and local authorities in implementing measures to overcome the incident quickly, scientifically, safely and effectively. Hau Loc district continues to direct strongly, ready to mobilize forces in neighboring communes, focus on overcoming the incident, ensuring the health, life and property of the people. At the same time, ensure the provision of food, medical supplies and other essential conditions for forces and people participating in the incident overcoming work.

Vice Chairman of the Provincial People's Committee Le Duc Giang also requested the Provincial Military Command to be ready to mobilize forces and participate in rescue operations when the incident becomes more complicated. After overcoming the incident, Hau Loc district needs to continue directing Quang Loc commune and functional forces to strictly carry out the task of patrolling and guarding the dike, and proactively handle any bad situations that may arise.

At 12 noon on September 24, the dike protection work in Bach Dau village, Quang Loc commune continued.

Previously, Vice Chairman of the Provincial People's Committee Le Duc Giang inspected the repair work of the cracked dike on the left side of the Ma River, through Tao Xuyen ward (Thanh Hoa city).

Due to prolonged heavy rain and rising floodwaters, a long crack appeared on the left-hand side of the Ma River dike from KM40+800 to Km40+840, in Tao Xuyen Ward (Thanh Hoa City). After discovering the crack, the Thanh Hoa City Dike Management Department organized temporary measures to repair the dike surface. At the same time, warning signs were placed to alert passersby.

The Vice Chairman of the Provincial People's Committee and the working delegation inspected the work of repairing the incident on the left dike of Ma River, through Tao Xuyen ward (Thanh Hoa city).

Inspecting the actual incident handling work, Vice Chairman of the Provincial People's Committee Le Duc Giang highly appreciated the Thanh Hoa City People's Committee and related units for promptly detecting and implementing urgent rescue measures to promptly handle the incident, ensuring the safety of people's health, lives and property.

The Vice Chairman of the Provincial People's Committee assigned the Thanh Hoa City People's Committee and relevant units to complete the work of clearing the dike slope and handling constructions violating the dike safety corridor before October 10.
