On April 15, at the headquarters of Nghe An Provincial People's Committee, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh chaired a working session with Vietnam Electricity Group (EVN) and its member units to hear about the implementation status and solutions to speed up the progress of a number of key power transmission projects in the province.
After listening to the reports of EVN and its member units; The comments of comrade Dang Hoang An - Chairman of the Board of Members of EVN and the participants of the meeting assessed the implementation of the work contents of the Electricity sector in Nghe An province in the past time; Nghe An province acknowledged, highly appreciated and sincerely thanked EVN for its support and investment cooperation in the past time and hoped to continue to receive EVN's attention in the coming time, promptly deploying synchronous solutions to ensure power sources to meet the needs of socio-economic development of Nghe An province; EVN highly appreciated the attention and close direction of the Provincial Party Committee, People's Council, and People's Committee of Nghe An province for actively supporting the Electricity sector to effectively implement projects in the province.
Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh concluded the meeting as follows:
I. Regarding some of EVN's recommendations:
1. 220kV Nam Sum - Nong Cong Transmission Line Project:
The 220kV Nam Sum - Nong Cong transmission line project is an urgent project, invested in and constructed with the purpose of importing electricity from the Nam Sum Hydropower Plant cluster (Laos) to Vietnam to meet the demand for load growth of the Northern region's power system according to the direction of the Prime Minister, required to be completed and energized before May 30, 2024. In order to promptly implement the project, ensuring progress as required; it is requested that relevant departments, branches, localities and units focus on performing the following tasks:
1.1. Assign departments, branches, localities and units to continue to strictly implement the directions of the Provincial People's Committee on the project and the assigned tasks in Notice No. 198/TB-UBND dated March 15, 2024; according to their functions and tasks, support, guide and advise on timely handling of difficulties and problems for the project.
1.2. People's Committees of districts: Quy Chau, Que Phong:
- Continue to propagate and mobilize people, land users, and affected assets about the importance of the project to reach consensus on compensation, site clearance, and support units during the construction process; urgently mobilize the handover of the entire site of column foundations and route corridors for the project before April 20, 2024.
- Complete the approval of compensation and support plans for households with houses and constructions within the route corridor before April 18, 2024; for column foundation locations with natural forests, complete the approval of compensation plans before April 20, 2024.
- Request the People's Committee of Que Phong district to urgently review the difficulties and obstacles in the process of implementing site clearance for the project (separate each content, classify each specific issue) to proactively develop a site clearance plan to ensure the set progress.
- Closely inspect and monitor the conversion of forest use purposes to implement projects and other related contents in accordance with procedures and regulations.
1.3. Department of Agriculture and Rural Development: Take the lead and coordinate with relevant agencies to appraise the Plan for temporary forest use to construct temporary works serving the project construction according to the investor's proposal, and submit it to the Provincial People's Committee for approval in accordance with regulations.
1.4. Provincial People's Committee Office: Coordinate with the Department of Agriculture and Rural Development to synthesize and advise the Provincial People's Committee leaders to approve the Decision on converting forest use purposes according to the provisions of law.
1.5. National Power Transmission Corporation:
- Direct relevant units to regularly coordinate closely with departments, branches and localities in the process of project implementation; including promptly revising, supplementing and completing the Plan for temporary forest use to construct temporary works serving the project construction according to the instructions of the Department of Agriculture and Rural Development in Official Dispatch No. 267/SNN-KL dated March 28, 2024 to submit to the Department of Agriculture and Rural Development for appraisal and submit to the Provincial People's Committee for approval according to regulations.
- Actively coordinate with localities to mobilize affected land and property owners to receive money and complete the handover of the entire column foundation and route corridor site to the construction contractor before April 20, 2024.
2. Quang Trach - Quynh Luu 500kV Transmission Line Project and Quynh Luu - Thanh Hoa 500kV Transmission Line Project:
2.1. Require relevant departments, branches and localities to continue to seriously and effectively implement the directions of the Central Government and the Province to ensure project progress.
2.2. The Department of Natural Resources and Environment shall proactively and regularly monitor, urge and guide localities to remove difficulties and obstacles in compensation, support and resettlement work to ensure the progress of project site handover; promptly advise and report to competent authorities on issues beyond their authority in accordance with regulations; report to the Provincial People's Committee every 10 days on the progress and results of implementation.
2.3. Propose that Vietnam Electricity Group and the National Power Transmission Corporation proactively work with the Ministry of Agriculture and Rural Development to have a plan to handle the arising issues regarding the boundaries and area of forest use conversion of the project according to the proposal of the Provincial People's Committee in Official Dispatch No. 1113/UBND-NN dated February 7, 2024.
3. Quynh Luu 500kV Transformer Station Project and connecting lines:
3.1. Assign the Department of Construction, the Provincial Military Command, and the People's Committee of Quynh Luu district to urgently give opinions on the agreement on the location of the 500kV Quynh Luu transformer station and the direction of the connecting line to the Department of Industry and Trade before April 19, 2024, to synthesize and advise the Provincial People's Committee before April 23, 2024.
3.2. The Provincial Tax Department and the People's Committee of Quynh Luu district shall promptly submit a written opinion on the investment policy of the Quynh Luu 500kV Transformer Station project and the connecting line to the Department of Planning and Investment before April 25, 2024, for synthesis and consultation with the Provincial People's Committee according to regulations (immediately after receiving the opinion of the Standing Committee of the Provincial Party Committee on the approval of the implementation of investment policy procedures for the Power Line and Transformer Station project proposed by the state-owned enterprise of the Electricity sector).
4. For some remaining projects (Nam Cam 220kV transformer station; Tuong Duong - Do Luong 220kV transmission line; Nghi Son 220kV transmission line - Nong Cong - Quynh Luu branch; Installation of the second transformer at Nam Cam 220kV transformer station; Installation of the second transformer at Tuong Duong 220kV transformer station; Do Luong - Nam Cam 220kV transmission line): During the implementation process, if there are any difficulties or problems, the National Power Transmission Corporation is requested to promptly report to the Provincial People's Committee, relevant departments, branches and localities for handling and resolution according to regulations; assign departments, branches and localities to proactively coordinate and support investors in site clearance work to implement the project to ensure progress according to regulations.
II. Regarding the recommendations and proposals of the Provincial People's Committee to EVN, EVN has the following comments:
1. Regarding the provision of electricity to villages and hamlets without electricity: EVN will make recommendations to the Ministry of Industry and Trade to consider and report to the Prime Minister for approval of the investment policy to provide electricity to the remaining villages and hamlets without electricity in the province.
2. Regarding the attention to arranging investment capital for the 500kV line connecting Quynh Lap LNG Power Plant, Hoang Mai town: EVN will promptly support the investment in the connection line to ensure the progress of the Quynh Lap LNG project.
3. Regarding power supply for industrial park development: EVN will direct relevant units to accelerate investment progress to complete the Nam Cam 220kV Transformer Station project and branch lines in the second quarter of 2024 and the Nghi Son Economic Zone 220kV Transformer Station project in the third quarter of 2024.
