On the morning of August 23, at the Presidential Palace, Vice President Vo Thi Anh Xuan received Mr. Elchin Amirbayov, Special Envoy of the President of Azerbaijan who is visiting and working in Vietnam. At the meeting, the Vice President expressed her gratitude to the President and Prime Minister of Azerbaijan for sending a letter of condolence on the passing of General Secretary Nguyen Phu Trong; and a letter of congratulations to President To Lam on being elected General Secretary of the Central Committee of the Communist Party of Vietnam. The Vice President sincerely thanked the sincere and valuable assistance that the State and people of Azerbaijan have given Vietnam in the cause of fighting for national independence as well as in building and developing the country. The Vice President affirmed that Vietnam always attaches importance to consolidating and strengthening the friendly and cooperative relations with traditional friendly countries, including Azerbaijan; expressed her joy that the relations between the two countries have developed well in recent times, contributing to consolidating and promoting the traditional bilateral friendship.

The two sides maintain the exchange of delegations at all levels, especially high-level delegations, have relatively effective bilateral mechanisms to promote cooperation in various fields; support each other at multilateral forums; economic and trade cooperation has developed strongly. With a highlight being cooperation in the field of education, Azerbaijan has helped Vietnam train cadres - an important resource in the fields of oil and gas, communications, and navy. The Vice President hopes that the two sides will continue to promote effective cooperation in various fields, especially cultural cooperation and people-to-people exchange; support each other at multilateral forums of the region and the United Nations. Vietnam is ready to support Azerbaijan to become a member of the Treaty of Amity and Cooperation in Southeast Asia. The Vietnam-Azerbaijan Intergovernmental Committee on economic-trade and scientific-technological cooperation will soon review the mechanisms, possibly establishing some more bilateral mechanisms to promote cooperation between the two sides. Discussing international and regional issues, the Vice President affirmed that Vietnam consistently implements a foreign policy of independence, self-reliance, peace, friendship, cooperation and development; multilateralization and diversification of foreign relations; and support for a peaceful environment, independence, sovereignty and self-determination of nations and peoples. Thanking the Vice President for taking the time to meet and review the milestones in the traditional friendship between Azerbaijan and Vietnam, Mr. Elchin Amirbayov said that this year marks the 65th anniversary of President Ho Chi Minh's historic visit to Azerbaijan (1959-2024). The Azerbaijani side wishes to strengthen the traditional friendship between the two countries, especially in the fields of economy, trade, investment, culture, etc., which still has much room. Typically, in the field of education, thousands of Vietnamese students have studied in Azerbaijan, not only as the core force of the friendship association of the two countries but also as a bridge between the two peoples. Suggesting that the two sides actively exchange delegations, especially high-level delegations, and cooperate in the oil and gas sector, Mr. Elchin Amirbayov said that Asia is a top priority in foreign policy, Azerbaijan attaches importance to relations with ASEAN countries, including Vietnam; at the same time, he hopes that Vietnam will support Azerbaijan to become a member of the Treaty of Amity and Cooperation in Southeast Asia. At the meeting, the two sides discussed international and regional issues of mutual concern, assessed the good traditional relations and developments in the Vietnam-Azerbaijan relationship; discussed and agreed on directions for implementing bilateral relations in the coming time in the fields of politics-diplomacy, economics, trade, education, exchange of experiences, and methods of handling bombs, mines, and explosives.
