Provincial People's Committee meeting in March 2024: Discussing and giving opinions on a number of submissions on plans and strategies to implement economic development goals

On the morning of March 1, Comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee chaired the meeting of the Provincial People's Committee in March 2024 to listen to and give opinions on a number of reports on plans and projects to implement socio -economic development goals.

At the meeting, delegates discussed and gave their opinions on the Proposal on adjusting and supplementing the medium-term public investment plan using central budget support capital and local budget capital from increased revenue and savings in provincial budget expenditures for the period 2021 - 2025, Thanh Hoa province in Resolution No. 425/NQ-HDND, dated September 29, 2023 of the Provincial People's Council.

Director of the Department of Finance Nguyen Van Tu presented the Proposal on adjusting and supplementing the medium-term public investment plan with capital from the central budget support and local budget capital from increased revenue and savings in provincial budget expenditures for the period 2021 - 2025, Thanh Hoa province.

Based on the content of the submission as well as through discussion and comments from delegates, Chairman of the Provincial People's Committee Do Minh Tuan basically agreed with the content of the submission. At the same time, he assigned the Department of Finance to coordinate with the Department of Planning and Investment, relevant departments and branches to review the content and funding sources that need to be adjusted and supplemented to complete the submission as required to submit to the Standing Committee of the Provincial Party Committee for consideration and comments.

Next, the delegates discussed and gave opinions on the Plan to adjust and supplement the capital source to increase the central budget revenue and the central budget capital source (reserve mobilization capital) to the medium-term public investment plan for the period 2021-2025 in Resolution No. 426/NQ-HDND, dated September 29, 2023 (phase 1) of the Provincial People's Council; detailed allocation of the central budget development investment capital plan to implement the National Target Program on Sustainable Poverty Reduction in 2024 - phase 2; adjustment of the medium-term public investment plan of the State budget capital for the period 2021 - 2025 of Thanh Hoa province in Resolution No. 123/NQ-HDND, dated October 11, 2021 of the Provincial People's Council; Detailed plan for allocating medium-term public investment capital in the local budget balance for the period 2021 - 2025 to implement planning tasks - phase 4; detailed plan for allocating public investment capital in 2024 from land use sources regulated to the provincial budget for general construction planning tasks of communes with projects under the Project on arranging and stabilizing residents in areas at high risk of flash floods, landslides in mountainous districts for the period 2021 - 2025. These contents are all drafted and reported by the Department of Planning and Investment at the meeting.

The meeting also discussed and gave opinions on the Submission on the Plan for allocating development investment capital from the central budget in 2024 to implement the National Target Program on New Rural Construction for the period 2021-2025 (phase 2); adjusting the list and plan for development investment capital from the central budget in the period 2021-2025 to implement the National Target Program on New Rural Construction in Thanh Hoa province, drafted by the Provincial New Rural Construction Program Coordination Office; Submission on approving the List of projects requiring land recovery, changing the purpose of rice-growing land use and deciding on the policy of changing the purpose of forest use in the province in 2024 - phase 2, drafted by the Department of Natural Resources and Environment, and a number of other important contents.
