In 2023, the first mock session of the "Children's National Assembly" was selected by the National Assembly Office as one of the 10 typical issues and events of the National Assembly in 2023, and was also voted by the Central Youth Union as one of the 10 typical events and activities of the Youth Union and youth movement in 2023.

Following that success, the Central Committee of the Ho Chi Minh Communist Youth Union, the Central Council of the Young Pioneers chaired and coordinated with the National Assembly's Committee on Culture and Education, the National Assembly Office and relevant agencies to organize the 2nd "Children's National Assembly" mock session.
The meeting was organized with the support of Plan International Vietnam - one of the leading organizations in supporting children, especially girls.
Held to effectively implement the 2016 Law on Children and to concretize the national action program for children for the 2021-2030 period, the mock session of the "Children's National Assembly" is a forum for children to express their voices, thoughts, and aspirations.
At the same time, this is also a political practice to foster dreams and build great ambitions for children, the future owners of the country; demonstrating the concern of the leaders of the Party, State, National Assembly and the whole society for children and the work of protecting, caring for and educating children.
The mock session of the “Children’s Parliament” is also a new model of activity that promotes children’s right to participate in issues related to children in accordance with their psychology and abilities, creating conditions for children to develop their capacity and skills to present their opinions, views, perceptions and participate in the decision-making process on issues related to children.
Through activities that help children experience and learn about the highest state power apparatus, the National Assembly, it continues to affirm the attention of Party, State and National Assembly leaders to the work of protecting, caring for and educating children, promoting the role of the Ho Chi Minh Communist Youth Union as an organization representing the voice and aspirations of children.
The two topics of this year's "Children's National Assembly" mock session are "Preventing and combating school violence, creating a safe environment for children" and "Preventing and combating the harmful effects of tobacco and stimulants in the school environment".
These two topics were selected from 6 groups of issues sent by children from 63 provinces and cities, then collected and consulted after 2 months with 300,000 comments. These are also topics that the agencies of the National Assembly and the Government are interested in and have been following and discussing.
Sharing about the event, Nguyen Thuy Tien - Chairman of the Children's Council of Quang Tri province, said: "I realize that for children in Quang Tri province in particular and children across the country in general, the two topics of this hypothetical meeting are also two very urgent and very common issues often seen in children's lives."
Thao Mi Phenh - a delegate from Lung Chinh Ethnic Boarding Secondary School, Meo Vac District, also expressed her honor and pride in representing children in Ha Giang Province to contribute opinions on the two main topics of this year's mock session.
