Building standard agricultural and forestry raw material areas not only contributes to increasing the value of agricultural products but also creates a driving force for sustainable rural economic development.
On the afternoon of August 1, in Pleiku City, Gia Lai Province, the Ministry of Agriculture and Rural Development held a preliminary review of 2 years of implementing the Pilot Project on building a standard agricultural and forestry raw material area for the period 2022-2025. The conference was chaired by Minister of Agriculture and Rural Development Le Minh Hoan with the participation of representatives of units under the Ministry, members of the Steering Committee for the implementation of the project, leaders of 13 provinces participating in the project and a number of international organizations.
Speaking at the conference, Minister of Agriculture and Rural Development Le Minh Hoan emphasized that in the context of increasingly deep international economic integration, the development of agricultural and forestry raw material areas that meet standards for domestic consumption and export is an urgent task. The determination and consensus from all levels, sectors and people will be the decisive factors for the success of the project. However, the human factor is still the most crucial factor, it is necessary to turn theory into practice and bring it to the community in the language and thinking of the community to achieve outstanding successes in the coming time.
According to Minister Le Minh Hoan, the success of the pilot project to build a standard agricultural and forestry raw material area not only contributes to increasing the value of agricultural products but also creates a driving force for sustainable rural economic development. In addition, the Minister also pointed out that in addition to support from the Ministry and central levels and sectors, localities need to urgently deploy synchronous solutions to take advantage of and maximize the potential and advantages of raw material areas to move towards the goal of sustainable development in the future.
At this conference, the Ministry of Agriculture and Rural Development focused on evaluating the results after 2 years of piloting and identifying key tasks for the coming time.
To implement the project, a Steering Committee was established with 31 members. The Department of Economic Cooperation and Rural Development also established two working groups in charge of each region, to survey and inspect the implementation of the Project in 13 provinces. The establishment of a provincial Steering Committee headed by the Vice Chairman of the Provincial People's Committee has also created favorable conditions for the implementation of specific activities in the locality.
Up to now, the 5 pilot raw material areas have basically taken shape and developed in terms of scale, area and quality of operations. Regarding raw material area infrastructure, 82/131km of roads have been completed, reaching 62.5% of the plan. However, the construction progress of other works such as canals, electric pumping stations and warehouses is still slow. The total investment capital for raw material area infrastructure has been disbursed at 220 billion VND out of the total capital of 440 billion VND, reaching 50%.
The area of raw material areas linked to consumption with enterprises reached over 103,000 hectares, accounting for more than 62% of the total area of raw material areas. The number of linkage chains that have been built has increased to 81 chains, with the participation of 26 enterprises purchasing and processing agricultural products and 353 cooperatives, an increase of 83 cooperatives compared to the initial period.
The total budget for implementing the Project reached over 564 billion VND; of which, localities have allocated over 136 billion VND, the Ministry of Agriculture and Rural Development has allocated about 242 billion VND. The participation of enterprises and cooperatives in implementing projects and joint plans also reached 185 billion VND, accounting for nearly 33%.
Despite many achievements, the implementation of infrastructure investment components for raw material areas still has some limitations, especially logistics works such as warehouses and raw material gathering areas. Legal issues and land allocation for warehouses also face many difficulties. The total area of raw material areas linked to consumption with enterprises is still limited, reaching only 103,884 hectares. In addition, many small-scale cooperatives operate ineffectively and have not been able to connect with consuming enterprises.
To overcome these limitations, localities proposed that the Ministry of Agriculture and Rural Development should speed up the construction progress to complete infrastructure projects in raw material areas. At the same time, it is necessary to closely coordinate with localities to review and complete legal procedures and deploy investment in logistics infrastructure projects to support the development of cooperatives in raw material areas. In addition, training and capacity building for cooperatives should also be focused on. Conference delegates hope that the Bank for Agriculture and Rural Development will deploy more credit policy packages associated with agricultural insurance along the chain in raw material areas.
Through this conference, the strong commitment from all levels, sectors and communities to successfully implement the project, towards the goal of sustainable development in the agricultural sector, has been affirmed. The comments and suggestions from the conference will be seriously considered to improve the effectiveness of the project implementation in the coming time.
