Developing e-commerce, creating momentum to promote digital economy

With the strong development of the Internet, e-commerce is increasingly effective in production, business and consumption. Keeping up with this trend, Cao Bang province has recently focused on promoting e-commerce, contributing to the development of the digital economy.

Based on the National E-commerce Development Master Plan approved by the Government, with the aim of developing and organizing the comprehensive and synchronous implementation of specific goals, tasks and solutions on e-commerce development in accordance with the practical situation of the locality, the Provincial People's Committee has issued the E-commerce Development Plan of Cao Bang province for the period 2016-2020 and the period 2021-2025 with the contents that have been and are being implemented such as: Propagating and disseminating laws on e-commerce, raising awareness and capacity for state management staff and enterprises; promoting the provision of online public services; enhancing infrastructure capacity and support services for e-commerce; promoting the application of e-commerce to expand the consumption market for goods in the province, supporting the digital transformation process of enterprises;...

Department of Industry and Trade organizes training courses to develop e-commerce human resources

To effectively implement the e-commerce development plan, Every year, the Department of Industry and Trade organizes training courses to improve the capacity of state management officials and law enforcement teams on e-commerce; disseminates and popularizes legal knowledge on e-commerce, and updates the development of e-commerce in the country and the world. From 2019 to present, in coordination with units under the Ministry of Industry and Trade, 04 classes have been organized in Cao Bang city for nearly 400 students who are state management officials, enterprises, cooperatives, and business households in the province. Regularly monitor and update information at the E-commerce Management Information Portal http:// online.gov.vn of the Ministry of Industry and Trade, to better manage the pages/electronic information portals operating on e-commerce websites of enterprises in the province; Promote the online provision of public services related to production and business activities, enhance the application of information technology in public administrative procedures in the province. Currently, 120/125 administrative procedures under the authority of the Department of Industry and Trade have been deployed at level 4 on the Cao Bang Provincial Public Service Portal and integrated on the National Public Service Portal.

Support businesses in the province to apply e-commerce by Disseminate and popularize legal regulations and train and guide enterprises, cooperatives, and production and business households in the province to apply e-commerce solutions to production and business. In 2022-2023, organize 36 training courses on e-commerce application skills in districts for 1,300 trainees who are enterprises, cooperatives; households and individuals operating and living in extremely difficult communes in ethnic minority and mountainous areas; implement projects to support enterprises, cooperatives, production and business households in building e-commerce solution software such as: data management software for 05 units (2019); multi-channel marketing system to support online sales promotion for 07 units (2020); smart sales management software for 12 units (2021). Currently, the Department of Industry and Trade is managing and operating 3 software systems, which have been supporting businesses, production and trading units, distributors to promote, introduce, and connect to consume products online, including: Online map of Vietnamese goods distribution at http://caobang.etix.vn ; Online fair and exhibition system of Cao Bang province at http://caobang.ifair.vn ; E-commerce transaction information portal of Cao Bang province at http://caobangtrade.vn .

In order to support domestic enterprises to connect with domestic and international e-commerce platforms, the Department of Industry and Trade has actively promoted and informed about programs and seminars to support Vietnamese enterprises to access the world market with Amazon.com, promote exports through Alibaba.com, etc. organized by the Department of Trade Promotion (Ministry of Industry and Trade); the program "Online Vietnamese stall" organized by the Department of E-commerce and Digital Economy (Ministry of Industry and Trade) in coordination with major e-commerce platforms in Vietnam including Sendo.vn, Voso.vn and Tiki.vn. Implementing support to bring agricultural production households to e-commerce platforms according to Plan No. 2529/KH-UBND of the Provincial People's Committee; widely promoting and informing about the program to develop digital stores in Cao Bang province on e-commerce platforms and portals: Voso.vn, Postmart.vn, Caobangtrade.vn. According to statistics on the website "tmdt.mic.gov.vn", Cao Bang province currently has 3,806 products posted on the e-commerce platform; the number of transactions on the platform is 21,139 transactions, the transaction rate on active accounts accounts for 21%. Currently, there are 164 products, including many OCOP products, typical and characteristic products of the province updated and introduced on the Cao Bang province e-commerce transaction information portal. When posting products on e-commerce platforms and sites, production and business units can reach more customers, widely promote product brands to domestic and foreign customers.

However, according to the assessment of the Department of Industry and Trade, e-commerce is a new and rapidly developing field, so many agencies, businesses and people in the province are still confused in the implementation process; although the information technology infrastructure in the province has received investment attention, it is still limited; the capacity of managers and businesses in information technology has not kept up with the development trend; the enterprises of the province are mainly small and medium enterprises, not interested in investing in bringing information technology into production and business activities. In addition, the development trend of using social networks (such as Facebook, Zalo) in online business has not been well controlled, causing many difficulties in implementing e-commerce types through platforms, electronic information portals operating officially and managed by functional agencies...

Therefore, to make e-commerce a more popular activity, all levels and sectors of the province need to strengthen many solutions to support businesses in promoting the application of information technology in management and business activities, and implementing digital transformation. The province's goal is that by 2025, about 40% of the population in urban areas in the province will participate in online shopping; 40% of communes, wards and towns in the province will have traders selling goods or providing services online; 50% of small and medium enterprises will conduct business activities on e-commerce trading floors, including social networks with e-commerce trading floor functions...

To achieve these goals, in the coming time: it is necessary to further promote the dissemination of e-commerce application skills to people and businesses on mass media to improve the level of participation and exploitation of e-commerce applications of businesses, at the same time, enhance consumers' ability to recognize and respond to negative behaviors in e-commerce; encourage and support digital transformation in small and medium enterprises, apply digital technology to improve production and business models of businesses; select priority industries and fields to develop new technology applications in production and business. Pilot and gradually replicate the digital enterprise model for each industry and field suitable to local conditions; review, supplement, amend and promulgate new policies and legal documents to facilitate the development of e-commerce, keeping up with technological advances in this field. Invest in building and completing essential infrastructure for e-commerce, including: developing electronic payment infrastructure to reduce the rate of cash usage; Online management system for order completion and shipping for e-commerce.
