Developing OCOP products with export potential

The One Commune One Product (OCOP) program continues to record many outstanding results, affirming its important role in enhancing the value of local products. In 2025, Binh Thuan province aims to develop OCOP products in an in-depth manner, focusing on expanding products with export potential, especially products processed from dragon fruit and seafood.

Steady progress

The One Commune One Product (OCOP) program in the province was implemented in 2019. Although it started later than some other provinces and cities, it has recorded many remarkable results. In the period 2019 - 2021, the whole province had 70 OCOP products recognized. Entering the new phase, after the Prime Minister issued Decision No. 919/QD-TTg dated August 1, 2022 approving the OCOP Program for the period 2021 - 2025, the Provincial People's Committee quickly issued Plan No. 3799/KH-UBND dated November 9, 2022 for implementation. The goal by 2025, Binh Thuan strives to recognize at least 80 - 130 new OCOP products with 3 stars or more. To achieve this goal, the Department of Agriculture and Rural Development has advised the Provincial People's Committee to develop an annual implementation plan, setting a target of developing 15-20 new OCOP products each year.

Trade promotion to promote OCOP products.

According to the assessment of the Provincial Department of Rural Development, after more than 4 years of implementation, the OCOP Program in Binh Thuan has achieved many important results in promoting rural economic development and improving people's lives. OCOP products have contributed to increasing the value of local products, especially in areas such as agricultural products, processed foods, and handicraft products. The program has helped form value chains from production to consumption, connecting cooperatives, businesses and households, creating a foundation for sustainable development for the rural economy. At the same time, many products have been recognized as meeting OCOP standards, creating brands and reputations in the market, not only domestically but also for export. However, the program still has some limitations such as lack of synchronization in product promotion and lack of support resources for OCOP entities to develop more sustainably.

Currently, the province has many typical OCOP products such as fish sauce, processed dragon fruit, and processed seafood. Recently, high-quality rice products and bird's nests from Tanh Linh and Duc Linh districts are also gradually affirming their brands. After being certified as OCOP stars, these products are supported by local authorities to promote through newspapers, television, fairs, and trade promotion programs. Thanks to that, many entities have signed consumption contracts, maintaining stable production. To improve product quality, the province has deployed OCOP digital software throughout the area, organized training to help entities create accounts and submit electronic documents instead of paper forms. To date, 90 entities have submitted 96 electronic documents, 54 entities have registered to operate on the e-commerce platform sanphamdiaphuong.com.vn, and 27 entities have participated in the electronic traceability system at truyxuatsanphambinhthuan.vn.

Focus on OCOP products for processing and export

Focus on quality improvement

In addition to the advantages, there are still many unprocessed fresh products with limited packaging and design. Some localities are still chasing quantity without focusing on upgrading products to 4-star and 5-star levels. The province's policy is to focus on improving the quality of OCOP products associated with the consumption market. According to Decision No. 148/QD-TTg dated February 24, 2023 of the Prime Minister, to achieve 4-5 stars, products must meet strict criteria such as electronic traceability, advanced quality management certification, creative and environmentally friendly packaging. Therefore, in the coming time, relevant agencies will increase on-site inspections at production facilities, from factories, warehouses to input materials. In addition, the province will continue to support OCOP entities to participate in trade promotion programs, management skills training, digital transformation, online sales, and improving food quality and safety. Subjects also need to change their mindset, proactively approach retailers and distribution systems, invest in technology to increase productivity, reduce costs, and enhance competitiveness.

Mr. Ngo Minh Trang - Head of the Provincial Rural Development Department said that as of February 12, the whole province had 163 Ocop products, including 7 4-star Ocop products and 156 3-star Ocop products. Key products such as processed dragon fruit, traditional fish sauce and handicraft products have contributed to affirming the quality and brand value of Binh Thuan in the market. The orientation of developing OCOP products in 2025 will focus on expanding products with export potential, especially products processed from dragon fruit and seafood. In addition, the province will also promote the development of products associated with tourism, taking advantage of traditional craft villages to develop souvenir products and unique handicraft products. In particular, improving the quality and standardizing products to meet the requirements of the modern market is also one of the key goals of the province.
