Minister of Science and Technology Huynh Thanh Dat said that the ultimate goal of developing a startup ecosystem is to create a favorable environment for the formation and development of businesses that create outstanding value.
The message was delivered by Minister Huynh Thanh Dat at the Techfest - Whise 2023 Imprint Program on the afternoon of November 25. Minister Dat said that in recent years, Vietnam's innovative startup ecosystem has been developing positively. According to the Global Innovation Index (GII) report released in October, Vietnam maintained its 2nd place in the group of lower-middle-income countries, after India. The ranking index of the global startup ecosystem ranking (Startup Blink) in 2023 shows that the ecosystems of cities such as Hanoi and Ho Chi Minh City have grown, bringing Vietnam to 58th place in the world in this index.
He believes that in order to form and develop businesses that create outstanding value, it is necessary to have a legal corridor and policies from strong supporting entities. Here, the innovation and startup support centers are the core to mobilize, exploit and optimize resources in the ecosystem at the local, central, private and international levels.

Currently, the country has 200 co-working spaces, 70 incubators, 30 promotion organizations and 108 investment funds. However, Minister Dat assessed that the most important resource supporting start-up businesses is a favorable legal corridor with preferential policies and mechanisms, appropriate financial resources, and close links between businesses and universities.
From a local perspective, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai shared that in 2023, the world economy will face many difficulties, but the whole country and Ho Chi Minh City will make many efforts with good growth results. The city's economy grew by 4.57% in the first 9 months, and is forecast to reach over 9% in the fourth quarter. In this effort, the Chairman of the Ho Chi Minh City People's Committee acknowledged that the city has identified innovation and startups as important growth drivers and has implemented many programs to support capital sources, science and technology markets and high-quality human resources, creating a favorable, transparent and healthy competitive business environment, raising public awareness of the importance of innovation and startups.
As a result, Ho Chi Minh City has a dynamic startup ecosystem ranked 114th out of 1,000 cities with dynamic ecosystems globally, and 2nd in the ASEAN region in terms of ecosystem value. This demonstrates the city's determination and commitment to building an environment that supports innovation and startups.
Mr. Mai said that the city is preparing to launch a center to support innovative startups; a project for the Advanced Technology Institute and the Center for the 4.0 Industrial Revolution, which will act as a nucleus to connect innovation research centers into a sustainable cooperation network. At the same time, the city will reshape its strategy to attract investment in industrial parks based on technology and innovation.
The head of the Ho Chi Minh City government assessed that these preparations are the premise towards developing the city into a regional-level creative urban area in the next 10 years. In addition, Ho Chi Minh City is implementing Resolution 98, with policies such as exempting corporate income tax, personal income tax, supporting human resources, and partially non-refundable support for startup projects...
Ho Chi Minh City aims to become a center for innovative startups in Southeast Asia and the region. Ho Chi Minh City leaders invite startups and young people to start businesses in the city. He hopes to listen to comments from experts and the community so that the city can achieve the above goals. The city is determined to make efforts to perfect policies to improve the investment environment, always accompanying the innovative startup ecosystem.
Techfest Vietnam 2023 is organized by the National Agency for Technology Entrepreneurship and Commercialization Development (NATEC), the State Committee for Overseas Vietnamese (Ministry of Foreign Affairs), the Vietnam Science and Technology Entrepreneurship Fund (SVF), Project 844 Office, and the National Center for Supporting Innovative Startups (NSSC).
Techfest was first held in 2015, an annual activity coordinated by the Ministry of Science and Technology and other organizations over the past 8 years. Through Techfest, the goal is to build and promote a creative startup ecosystem, connecting the region with the country and the world.
