Developing new party members increases the resources and leadership strength of the Party organization.

The Resolution of the 14th Provincial Party Congress, term 2020 - 2025, sets the target for developing party members: "Develop an average of 2,000 party members annually" . Accordingly, the Provincial Party Standing Committee issued Directive No. 07- CT/TU, dated March 1 , 2021 on strengthening leadership in developing new party members for the term 2020 - 2025 and issued documents to lead and direct district party committees, city party committees, and provincial party committees to carry out the work of developing party members .

The number of party members continues to increase in both quantity and quality ; as a result, from the beginning of the 2020-2025 term to June 30, 2023, the entire Provincial Party Committee has admitted 6,848 party members (the number of party members admitted in 2022 was over 2,000 party members and in the first 6 months of 2023 was 808 party members ), contributing to increasing the total number of party members from 38,482 in 2020 to 41,956 party members in June 2023 , accounting for about 3.07% of the population and over 5% of the total number of party members of the entire Provincial Party Committee, higher than the requirement of Resolution No. 21 of the 5th Central Conference of the 13th tenure . The increase in the level of education, expertise, and professional skills and the proportion of newly admitted party members who are union members and youth has contributed to increasing the human resources for the Party, improving the leadership capacity and fighting strength of party organizations. Notably, in 2022, the results of developing party members in non-state enterprises reached 99/80 party members among students .

According to the Standing Committee of Binh Thuan Provincial Party Committee, in addition to the achieved results, the current reality of recruiting new party members in the province is not commensurate with the source of union members, association members, and elite masses of political and social organizations and among the people. In addition, the structure of newly recruited party members is uneven and still low in all subjects . Creating sources for party development in some localities is still difficult ; the rate of newly recruited party members in all types is not really uniform, especially party members in residential areas, in the militia and self-defense forces, enlisted soldiers, and the management of the list of Party sympathizers is not strict . The Standing Committee of Binh Thuan Provincial Party Committee also assessed that some grassroots party committees have not paid due attention to the inspection and supervision of party committees for subordinate party cells in the work of developing new party members in a timely manner. The establishment of new party organizations and unions in non-state enterprises and the development of party members for private business owners, although there have been many efforts to achieve and exceed set targets, still face difficulties.

The above limitations, the cause of which was pointed out by the Standing Committee of the Provincial Party Committee, were mainly due to the fact that some Party Committees and Party cells have not really paid due attention to the work of admitting new Party members, and their political determination is not high . The examination, verification and consideration of political standards for the elite masses have not been timely, limiting the motivation to strive, especially for the elite masses related to political standards. Although the Party Committees directly under the province have focused on directing the Organizing Committees of their Party Committees to actively advise and make timely proposals; there are still some Party Committees that have not paid due attention to this field of work; the role of proposing, introducing to the Party Cells for consideration, creating sources and admitting to the Party from outstanding members of some grassroots organizations is still limited and passive; the work of admitting new Party members in residential areas, coastal areas, militia and self-defense forces, etc. is still limited. A small number of cadres doing party work in party organizations have not received professional training in party work, leading to confusion in the organization and implementation process.

According to the annual assessment of the Standing Committee of the Provincial Party Committee at the meetings of the standing committees of the districts, towns, city Party Committees and the provincial Party Committees on the work of developing new Party members, Tuy Phong district is a unit that always meets and exceeds the annual Party member admission target, such as: in 2020, 213/210 were admitted (1.43% higher); in 2021, 202/200 were admitted (1% higher); in 2022, 210/200 were admitted (5% higher). Such results were achieved because the Standing Committee of Tuy Phong District Party Committee regularly held meetings with Party bases to listen to reports on the situation and progress of Party development of each grassroots Party Committee, thereby promptly directing, removing difficulties and obstacles and setting out tasks in the coming time. Right from the beginning of the year, the Standing Committee of Tuy Phong District Party Committee developed a plan to inspect the work of creating sources for Party membership and assigned targets to each grassroots Party Committee, resolving any difficulties in the implementation process; regularly monitoring and promptly urging to accelerate the work of Party membership by coordinating with the District Political Center to review the list of sources for Party development, open Party awareness training classes, monitor the training of union members and association members to introduce outstanding union members and association members to the Party for consideration of admission .

In addition, the Standing Committee of Tuy Phong District Party Committee annually develops a plan to launch emulation on the topic of developing new party members to commend and reward collectives and individuals with outstanding achievements in the work of creating sources and developing the party; recognizing the efforts and striving to excellently complete the tasks assigned by superiors.

Create inheritance, continuous development

To continue promoting the work of developing new party members in the coming time, the Standing Committee of Binh Thuan Provincial Party Committee has requested the provincial Party Committees to continue to lead the development of new party members ; effectively implement the process of screening, detecting, educating, helping, screening, and removing unqualified party members from the Party to make the Party organization truly clean and strong, creating trust among each party member in the Party's leadership . Along with that, strengthen the development of party members in mass organizations, among students, and in non-state enterprises. Strictly inspect, supervise, and evaluate the proposal for consideration and admission of new party members according to the Party Charter.

The leadership capacity of a party organization depends largely on the quantity and quality of party members, because the quantity of party members contributes to increasing the resources and leadership strength of the party organization, and quality will promote the intelligence of party members in leadership activities and party building work. Therefore , it is necessary to focus on quality as the main thing, avoid chasing targets and achievements while overlooking quality. Fully and seriously implement the processes, procedures, and guidelines on party development work, and regularly organize training, fostering, and specific guidance for party committees and organizations in party development work. Pay attention to building and promoting the role of political and social organizations participating in party member development work . Linking the activities with activities to develop party members, taking care of the lives and incomes of union members, encouraging and creating conditions for them to participate in social activities such as environmental sanitation, cultural, artistic and sports activities... Party cells must respect the opinions of political and social organizations in an objective manner. Organizing well the work of inspection, supervision and summarizing practical experiences in the work of developing party members of the party organization. Only through inspection, supervision, summarization and experience drawing can the Party Committee correctly assess the situation, clearly point out the results, advantages, shortcomings, weaknesses, causes of those advantages and limitations, draw successful and unsuccessful experiences... Thereby , there are policies and measures to promote advantages, overcome limitations and shortcomings, fulfill functions and tasks well, directly promote the development of new Party members, contributing significantly to building a clean and strong Party in terms of politics, ideology, organization and ethics. Regularly train and improve skills and experience in performing Party building tasks at the grassroots level, actively contributing to improving the quality of Party organization activities, Front organizations and mass organizations in the political system. Promote the combined strength of organizations and forces in Party development work. Party development is the task of Party committees and Party organizations at all levels. However, in order for this work to be truly of quality and achieve the set goals, it is necessary to arouse and promote the combined strength of organizations and forces in the political system, and to innovate the content and forms of activities of political and social organizations such as the youth union, trade unions, etc. to attract members to participate.
