Entering the new spring of Giap Thin 2024, Hau Loc District Party Committee is honored and proud to complete 84 springs. Thanks to the leadership of the Communist Party of Vietnam, directly the Thanh Hoa Provincial Party Committee and the solidarity of the Party Committee, the government and all classes of people, the appearance of Hau Loc homeland is increasingly renewed, striving strongly in socio-economic development, maintaining national defense and security.

Proud of the glorious tradition of 84 springs
Accompanying the thousands of years of history of the nation, since the 1920s, the outstanding children of Hau Loc homeland such as Dinh Chuong Duong, Le Huu Lap, Nguyen Chi Hien... with patriotism soon left to participate in revolutionary activities, absorbing the light of Marxism-Leninism and the revolutionary ideals of leader Nguyen Ai Quoc, becoming the founders of the patriotic movement, the Communist movement in this coastal countryside as well as in the whole province. The movement originated in Loc Tien, Y Bich and then quickly spread to the whole district, urging generations of patriotic youth to follow in the footsteps of their fathers and brothers to participate in revolutionary activities such as comrades Dinh Chuong Phuong, Luu Van Ban, Dinh Chuong Lan, Dinh Chuong Long, Bui Dat...
On January 6, 1935, the first communist cell in Loc Tien, Y Bich (Hai Loc) was established. For the first time, Hau Loc had a Party organization as the core for the revolutionary movement. On March 12, 1940, at the house of comrade Luu Van Ban in Thien La village (now Tran Phu village, My Loc commune), a conference was held to establish a provisional District Party Committee, consisting of 5 comrades. The conference unanimously elected comrade Luu Van Ban as secretary and all 5 comrades as members of the provisional District Party Committee. Since the establishment of the District Party Committee, the revolutionary movement from the district to the grassroots has been unified under the leadership of the Party and in harmony with the revolutionary movement of the province. The place names of Loc Tien, Y Bich, Hanh Cat, Hanh Cu, Phu Luong, Phu Nhi, Van Cau, Hau village, Thien La have entered the history of the District Party Committee. Many key comrades of the Party returned from many places to work and were wholeheartedly protected and sheltered by cadres, party members and the people, such as comrades Le Tat Dac, Hoang Tien Trinh, Hoang Xung Phong, To Huu... Under the leadership of the District Party Committee, the revolutionary movement gradually developed and when the time was ripe, the Party Committee led the people of Hau Loc district to rise up and seize power for the people in August 1945.
During the two resistance wars against the French colonialists and the American imperialists, Hau Loc Party Committee led the people to contribute human and material resources to join the people of the whole country in establishing many great feats. The resilient images of the Hoa Loc militia girls, the Trieu Loc Commune Police Department; places such as Lach Truong, Do Len, Ne Island, Tham Ferry, De Bridge... have entered the heroic history of the nation's resistance against foreign invaders, becoming symbols of revolutionary heroism. When the South was completely liberated and the country was unified, Hau Loc District Party Committee led the people to heal the wounds of war, restore and develop the economy, and gradually rise out of poverty and backwardness.
During the past 84 years, the Party Committee, government and people of Hau Loc have been honored by the Party and State with the title of Hero of the People's Armed Forces; 13 collectives and 4 individuals were awarded the title of Hero of the People's Armed Forces; 1 collective and 1 individual were awarded the title of Hero of Labor; the district has 213 Heroic Vietnamese Mothers. This is a source of pride, great encouragement and motivation for the Party Committee and people in the district to move forward steadily in the new period.
Efforts to successfully implement the Resolution of the District Party Congress
84 revolutionary springs. From the land of bombs and bullets, pain during the war, brave and courageous people fought for the independence and freedom of their homeland and country, until entering the period of renovation, under the leadership of the Communist Party of Vietnam, directly by the Thanh Hoa Provincial Party Committee, the Party Committee and the People of Hau Loc have been striving to build their homeland to become increasingly strong and developed.

Up to now, Hau Loc district has the honor of "reaching the finish line" of the new rural district. The state budget revenue in 2023 reached 1,501.8 billion VND, exceeding 45.4% of the provincial estimate and 29.1% of the district's estimate. Average income per capita reached 59.33 million VND/person/year in 2023. The National Target Program on New Rural Development and the One Commune One Product (OCOP) Program have received strong attention and direction. 100% of communes have met the new rural standards; 4 communes have met the advanced new rural standards (Phu Loc, Hung Loc, Hoa Loc, Lien Loc communes); 1 model new rural commune (Hoa Loc); 118 villages have met the new rural standards, including 21 model new rural villages. The cultural and social fields continue to be maintained and achieve good results. Education and training activities continue to be improved, the quality of key education is maintained. Social security and poverty reduction policies are implemented promptly, effectively and in accordance with regulations. National defense and security are maintained. Internal affairs, anti-corruption and anti-waste work are directed with attention.
In particular, identifying Party building as a key task of primary importance in implementing political tasks, Hau Loc District Party Committee has been focusing on building and improving the leadership capacity, fighting strength of grassroots Party organizations and the quality of cadres and Party members, contributing to the implementation of tasks in socio-economic development, new rural construction, and ensuring national defense and security. Up to now, Hau Loc District Party Committee has 44 grassroots Party organizations, with more than 8,500 Party members. Party building and the political system have many innovations, the district focuses on closely following the grassroots to lead and direct the implementation of political tasks. The implementation process is associated with Resolution No. 4 of the Central Committee (term XI, XII), Conclusion No. 21-KL/TW of the Party Central Committee on Party building and rectification, Directive No. 05-CT/TW and Conclusion No. 01 KL/TW of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle. The quality of the Party members, the leadership and direction capacity of Party organizations are increasingly improved. The work of rotating and mobilizing cadres is actively carried out. The work of inspection and supervision is carried out seriously, with focus and key points, quality and efficiency are gradually improved, strictly handling urgent issues that Party members and the people are concerned about, contributing to preventing and limiting violations, ensuring discipline and order in the Party, consolidating the trust of all classes of people. The Fatherland Front and socio-political organizations do a good job of mobilizing union members, association members and people of all walks of life to properly implement the policies and laws of the Party and State, and are a bridge between the Party, the government and the people.
Looking back over the past 84 years, every Hau Loc resident has the right to be proud of the comprehensive achievements that have been made. These are the efforts and struggles of the Party Committee, the government and the people in the district, the result of high solidarity and unity in awareness and action. In particular, entering the new spring of Giap Thin 2024, a year of special significance, a year of acceleration - reaching the finish line, playing a key and decisive role in completing the goals set out by the 27th District Party Congress for the 2020-2025 term. Therefore, the Party Committee, the government and all classes of people of Hau Loc district have been making greater efforts, striving, taking drastic and effective actions to implement and strive to successfully implement the goals and tasks in 2024 and the following years. In particular, Hau Loc district continues to set out key tasks and solutions, which are:
Firstly, continue to improve the leadership capacity and fighting strength of Party organizations, promote the exemplary vanguard role of cadres and Party members; promote collective intellectual democracy, strengthen the great national unity bloc, create social consensus in the development and implementation of local policies and guidelines. Promote the Party's leadership role in the political system, the proactiveness, creativity and management of the government.
Second, promptly concretize the policies and resolutions of the Central and the province in accordance with the actual situation of the district. In leadership and management, regularly adhere to working regulations, be proactive and creative, identify key issues in each period, operate flexibly, take advantage of opportunities, focus resources to effectively carry out assigned tasks, promptly resolve weaknesses, difficulties, and obstacles, and create breakthroughs for development.
Third, promote the exemplary vanguard role of cadres and party members, especially the heads of agencies, units and localities. Focus on training and fostering cadres, civil servants and public employees in conjunction with job positions and appropriate remuneration policies.
Fourth, improve the quality of cultural and social activities, solve employment problems, reduce poverty sustainably and implement social security policies, and improve the quality of people's lives. Implement fundamental and comprehensive innovation in education and training. Build and strengthen national defense and security, maintain political security, and social order and safety.
Fifth, to effectively improve the investment and business environment, create openness, attractiveness, and attract investors with economic and technological potential to invest in the fields of industrial production, agriculture, and services in order to shift the economic structure in a positive direction. Comprehensively develop agriculture in the direction of large-scale commodity production, high-tech application, and product brand building associated with the goals of new rural construction. Rapidly increase the value of industrial production, small-scale industry, and construction associated with the development of trade and services. Determined to strive to lead the implementation of completing and exceeding the targets and tasks, striving to soon become a fairly well-off district of the province according to the Resolution of the 27th Hau Loc District Party Congress for the 2020-2025 term.
