Reporter: Dear Provincial Party Secretary, the first half of the 2020-2025 term of the Provincial Party Committee took place in the context of many difficulties and challenges in the world, the country and the province. Given that reality, what policies does the Provincial Party Committee have to ensure social security and stabilize people's lives?

Comrade Hoang Trung Dung: First of all, it must be affirmed that doing well the work of social security and welfare, constantly improving the material and spiritual life of the people is the consistent goal of our Party; this is also the central task that Ha Tinh always pays attention to in each stage of development. Especially, when people's lives are difficult, the Party Committee, the government and the entire political system must pay attention, worry and promptly propose appropriate policies, decisions and effective solutions.

Immediately after the 19th Provincial Party Congress, term 2020-2025, at the end of October 2020, two consecutive major floods occurred in the area, damaging more than 4,000 houses, affecting 53,000 households, severely destroying many economic infrastructure works, with total damage of over 5,300 billion VND. The first Resolution (Resolution 01) of the term was issued by the Provincial Party Committee immediately afterwards, with the key and urgent task of mobilizing the entire political system to focus on overcoming the consequences of natural disasters in 2020, soon stabilizing people's lives; at the same time, orienting goals, tasks, prevention and response solutions to minimize damage caused by natural disasters.

Two consecutive historic floods at the end of October 2020 damaged more than 4,000 houses, affected 53,000 households, and severely devastated many economic infrastructure works; total damage amounted to over VND 5,300 billion.

Adhering to the resolution, with many drastic and flexible solutions, the whole province has mobilized comprehensive resources, promptly and effectively overcome the damage caused by natural disasters; quickly restored production, business, education and health activities, ensured social security; gradually restored socio-economic infrastructure, and brought activities in all areas of social life back to normal. As a result, 58 community cultural houses combined with storm and flood shelters have been built; nearly 5,000 solid houses for people with revolutionary contributions, poor households, and households affected by natural disasters have been built; policies to support seeds, animals, repair costs, and construction of infrastructure systems to serve production after floods have been quickly deployed and effectively implemented.

Also from the spirit of Resolution 01, 24 houses for people in Tien Phong fishing village, Quang Vinh commune (Duc Tho) were started from socialized sources, ending the situation of people having to live on the river, their children not being able to fully study. Speaking more about the community cultural house, it is not only a safe shelter for people when the rainy season comes, but more often it is a place for community cultural activities, a place for people to play and entertain, a place for clubs of all ages to operate, contributing to the preservation and promotion of traditional cultural values...

Entering 2021, the consequences of the historic flood had not yet been overcome when the COVID-19 pandemic broke out. The pandemic had a major impact not only on the lives of local people but also caused difficulties for the children of the homeland living and working in big cities, especially in the southern provinces and cities. In the new context, the Provincial Party Committee has urgently led and directed the entire political system to focus on implementing the key and urgent task of preventing and fighting the pandemic in parallel with implementing the Resolution of the 19th Provincial Party Congress.

People from all walks of life have made great contributions in terms of manpower and resources to the work of preventing and fighting the COVID-19 pandemic.

Along with focusing on human and material resources to support the frontline against the epidemic, the province called on localities, units, businesses and people from all walks of life to contribute money, medical supplies and necessities for epidemic prevention and control. At the same time, it implemented humane policies to support people in difficulty in the area, Ha Tinh people living far from home; coordinated and supported Bolikhamxay and Kham Muon provinces (Lao PDR) in epidemic prevention and control.

In the first 3 years of the term, despite numerous difficulties, many practical support policies and programs have been promptly issued and implemented. Notably, in August 2021, the province established the Fund "Supporting students with high scores and facing especially difficult circumstances to enter university" and directed and mobilized localities to develop the fund to expand the support objects in the area.

To date, 220 students in difficult circumstances have been supported to attend university with an average of 2 million VND/student/month; each student has been supported with 80-150 million VND during their university studies. In addition, localities, units, socio-political organizations, business communities, organizations and individuals have sponsored, accompanied and helped more than 3,500 orphans and children in difficult circumstances.

PV: Along with timely implementation of programs to support people in the current difficult context, Ha Tinh is a locality that has paid synchronous attention to poverty reduction, improving the material and spiritual life of the people. Could you please share the outstanding results that we have achieved in the first years of the term?

Comrade Hoang Trung Dung: Ha Tinh started out as a poor province, suffering many consequences of war, and often affected by natural disasters, storms, floods, and epidemics; people's lives still face many difficulties. Therefore, during its development periods, the province has always put the task of hunger eradication, poverty reduction, and improving people's lives first.

The 14th session of the 18th Ha Tinh Provincial People's Council, held in mid-July 2023, approved many important policies related to poverty reduction and ensuring social security in the area.

In order to promptly specify the Central's guidelines and policies on poverty reduction, the Provincial Party Committee issued Plan No. 45-KH/TU dated September 24, 2021 on implementing Directive No. 05-CT/TW dated June 23, 2021 of the Secretariat on strengthening the Party's leadership in sustainable poverty reduction by 2030; The Provincial People's Council and People's Committee issued resolutions, regulations, programs and plans on implementing the national target program on sustainable poverty reduction for the 2021-2025 period.

Along with specifying the Central Government's policies, in the 2020-2023 period, the Provincial People's Council issued 9 resolutions with 25 specific policy groups of the province on implementing poverty reduction policies and ensuring social security in the province, with a total budget for implementing policies in the 2021-2025 period of more than 4,000 billion VND, with the scale of policy beneficiaries up to 750,000 people.

Provincial Party Secretary Hoang Trung Dung and City Party Secretary Duong Tat Thang visited and presented gifts to Mr. Phan Van Nam (born in 1940, Trung Hung village, Thach Hung commune, Ha Tinh city), a 2/4 class war invalid, with difficult family circumstances, a serious illness, and poor health.

Among them, there are many support policies that are highly agreed upon by cadres, party members and all people, such as: supporting workers to participate in voluntary social insurance; supporting near-poor people, the elderly aged 70 and over, people from farming, forestry, fishery and salt-making households with average living standards to buy health insurance; giving gifts on the occasion of July 27, the traditional New Year of the nation to people with revolutionary contributions, social protection beneficiaries, ethnic minorities in poor and near-poor households; youth volunteers in especially difficult circumstances; children of people infected with toxic chemicals who have no relatives to care for or raise them; seriously wounded soldiers with a disability rate of 81% or more; people with severe or especially severe neurological or mental disabilities from poor households who wish to be cared for and raised at the Center for Treatment, Education and Social Labor; wishing longevity to the elderly on the occasion of the Lunar New Year every year; Prescribe social assistance standards applicable in the community and at social assistance facilities; provide income support for poor households, meritorious people, and members of poor households under social protection policies.

To improve the material and spiritual life and health care of the people, Ha Tinh has called for resources to invest hundreds of billions of VND in medical equipment. Accordingly, provincial and district hospitals are supported with many modern machines such as: digital X-ray machines; artificial kidney dialysis machines; ventilators; sterile autoclaves; new generation ultrasound system ARIETTA 650 DeepInsight; electrocardiographs; oxygen generators...

The dedicated and creative ways of working in the first year of the term not only promoted the strength of great solidarity, the spirit of mutual love, and aroused internal resources to care for people's lives, but also created a ripple effect and mobilized the support of many organizations and individuals inside and outside the province to carry out poverty reduction work, ensuring social security in the area with hundreds of billions of VND in support. Along with the good implementation of socio-economic development solutions, job creation, and improvement of people's material and spiritual life, by the end of 2022, the poverty rate was only 3.79%, the near-poor rate was 4.04%; Ha Tinh is the province with the lowest poverty rate among the North Central provinces.

However, Ha Tinh is facing many difficulties and challenges in poverty reduction and ensuring social security, requiring the political system of the whole province to continue to pay more attention and propose many flexible and practical ways to comprehensively care for the people's lives.

PV: So, in the coming time, what will the province focus on in poverty reduction and social security, sir?

Comrade Hoang Trung Dung: The 13th Party Congress documents stated: “Implement social policies well, ensure social security and welfare, human security, create strong changes in social development management, achieve social progress and justice; improve the quality of life and happiness of the people...”. At the 19th Provincial Party Congress, one of the important goals emphasized in the resolution was to ensure social security and comprehensively improve people's lives.

Following the orientations determined by Party congresses at all levels, we continue to well implement the regimes and policies issued by the Party and the State, while mobilizing social resources to care for people with meritorious services and social protection beneficiaries. Focus on social welfare, gradually ensuring basic and essential needs for social security beneficiaries in terms of housing, transportation, education, health care, etc. Mobilize resources to help poor households and social protection beneficiaries to ensure an above average standard of living; reduce the rate of poor households, the rate of near-poor households is lower than the national average. Focus on vocational training, job creation, and effectively protect and care for children, gender equality, and prevent and combat social evils.

In the immediate future, localities and units will continue to lead and direct the mobilization of socialized resources to complete the remaining 2,255 houses for people with meritorious services, poor households, near-poor households, households affected by natural disasters in especially difficult circumstances, and nearly 100 community cultural houses combined with storm and flood shelters in areas frequently severely flooded. In particular, speed up the construction of 1,000 houses supported by the Ministry of Public Security and the program to build 750 houses from the Provincial Relief Fund. Receive and effectively implement the program to build flood-proof schools supported by Tuoi Tre Newspaper (according to a survey of the whole province, 29 schools have structures affected by natural disasters, storms and floods that need to be renovated and repaired; currently, the province has received 10 billion VND from the program). At the same time, create favorable conditions to call for businesses to invest in building social housing to ensure synchronously meeting the needs of low-income workers.

The Institute of Digital Economic Development Strategy and MoMo e-wallet held a ceremony to receive nearly 10 billion VND in funding for the "Flood-proof School" program in Ha Tinh for students, teachers and people in low-lying areas, often affected by storms and floods.

For poverty reduction, Party committees and authorities at all levels need to be resolute in leading and directing the implementation of mechanisms and policies, and at the same time have appropriate groups of solutions to address poverty reduction. The Fatherland Front and mass organizations from the province to the grassroots level stand side by side to support union members and members to escape poverty, while strengthening the role of supervision and criticism in implementing poverty reduction work.

In the process of implementing policies and strategies on poverty reduction and ensuring social security, it is necessary to pay special attention to the work of disseminating and popularizing policies and laws so that people know and cooperate in implementation; enhance people's awareness and responsibility and especially arouse their will and aspiration to rise up and take control of their lives. In order to comprehensively improve people's lives, the entire political system of the province needs to effectively implement the socio-economic development goals and solutions in accordance with the orientation of the Resolution of the 19th Provincial Party Congress and the Provincial Planning for the period 2020-2030, with a vision to 2050, effectively implement the new rural construction program, increase investment attraction, shift the labor structure to create jobs, and increase income for people as a long-term and sustainable solution for social security work.

To comprehensively improve the people's lives, the entire provincial political system needs to effectively implement the goals and solutions for socio-economic development of the province in accordance with the orientation of the Resolution of the 19th Provincial Party Congress and the Provincial Planning for the period 2020-2030, with a vision to 2050.

More importantly, in poverty reduction and social security, all levels, sectors and localities must focus on practicality and effectiveness, taking the improvement of people's material and spiritual life as a measure, and absolutely not chasing after achievements.

Reporter: During his lifetime, President Ho Chi Minh paid special attention to the work of caring for people's lives. It can be said that the results in poverty reduction and ensuring social security in Ha Tinh in recent times have deepened the content of his humanistic ideology. Could you please analyze and clarify this issue?

Comrade Hoang Trung Dung: We all know that throughout his life, President Ho Chi Minh devoted himself to national independence, freedom, prosperity and happiness for the people. In an interview with a foreign journalist on January 21, 1946, President Ho Chi Minh said: “I have only one desire, an ultimate desire, which is to make our country completely independent, our people completely free, everyone has food to eat, clothes to wear, and everyone can study.” Caring for the people’s lives, according to President Ho Chi Minh, is to make the people fulfill their obligations and enjoy their rights in a progressive and fair society.

Throughout the process of leading the revolution, he always considered caring for people's lives as one of the important goals of the cause of building socialism. In his 1969 Testament, he advised: "The Party must have a good plan to develop the economy and culture, in order to constantly improve people's lives". President Ho Chi Minh's viewpoint on caring for people's lives has been applied and concretized by our Party and State in historical periods. In particular, the Party and State's policies on socio-economic development in nearly 37 years of renovation have always aimed at the goal of "improving the quality of life and happiness of the people" as affirmed in the Documents of the 13th National Party Congress.

During a talk with delegates of cadres and party members on the occasion of visiting Ha Tinh (June 15, 1957), Uncle Ho emphasized: "The Party must take care of people's lives, first of all, production, maintaining production", "must pay attention to increasing production"... In particular, on July 6, 1966, Uncle Ho directly talked to the delegation of Ha Tinh cadres on the occasion of visiting and studying intensive rice cultivation techniques in Thai Binh province. He advised: "Ha Tinh must do something to make the situation stand out".

Uncle Ho's teachings have guided and encouraged the Ha Tinh Party Committee to promote the tradition of solidarity and revolutionary will, leading the people to achieve important achievements in many fields, gradually bringing Ha Tinh out of poverty and towards sustainable development. The economy has made great strides, from a province with low budget revenue and GRDP per capita, it has become a province with an economic scale among the leading provinces in the North Central region. Infrastructure has been gradually invested synchronously in a modern direction. Industry has made breakthroughs and developed remarkably; trade, services and tourism have been constantly expanded. The national target program on new rural construction has made a clear mark, fundamentally changing the face of the countryside, improving the material and spiritual life of the people.
