With the orientation of developing agriculture to become one of the three economic pillars of the province, the focus of development is ecological agriculture, applying high technology.
In recent times, the agricultural sector has focused on promoting the development of high-tech agricultural production, smart agriculture, and the application of science and technology to agricultural production, creating high-tech, competitive agricultural products. However, compared to the proposed projects and plans, this development is not commensurate with the available potential of the locality.
Replicating effective models
On August 10, 2018, the People's Committee of Binh Thuan province issued Decision No. 2059/QD-UBND, approving the Project to establish a high-tech agricultural zone, with an area of about 2,155 hectares invested in construction in Bac Binh district. The goal of the project is to build a high-tech agricultural zone with agricultural products of high productivity, quality and added value, satisfying the increasing needs of society and ensuring sustainable agricultural development. Thereby, increasing the proportion of agricultural production value of high-tech agricultural zones to 6-7% of the total agricultural production value of the whole province by 2025. Crop productivity increases from 1.5 to 2 times compared to traditional production. High-tech agricultural products must meet VietGAP or GlobalGAP criteria. The production technology process must be the most advanced at the time of investment...
As a result, farmers in the province have been expanding effective high-tech application models. The whole province has 27,243 hectares of crops applying advanced irrigation methods, saving water; 100% of dragon fruit area applies compact bulbs, LED lights to handle off-season flowering; 42,090 hectares of rice apply advanced, water-saving farming methods (SRI, alternating wet and dry, 1 must 5 reduce); 9,050 hectares of dragon fruit are cultivated according to safety standards (VietGAP, GlobalGAP, organic). In addition, the agricultural sector has deployed a model of tracing the origin of dragon fruit products using 1-touch technology at Hoa Le Clean Dragon Fruit Cooperative; Ham Minh 30 Dragon Fruit Cooperative; Trinh Anh Farm... All production processes of farms and cooperatives are transparent, combined with stamps and labels to identify the brand through electronic diary recording on Binh Thuan agricultural digital transformation software.
However, according to the assessment of the functional sector, the high-tech agricultural models in the province are not new, not outstanding, mainly implemented on the province's main crops (rice, dragon fruit) with applications such as: production in greenhouses/net houses, applying automatic water-saving irrigation systems, production according to safety standards, using LED lights to process off-season flowering on dragon fruit trees, applying the improved SRI rice cultivation method...
Diverse models but not large
In recent years, high-tech agricultural models have been applied to many types of crops on a large scale and in large areas. Typically, production in greenhouses and net houses combined with water-saving irrigation systems on many types of crops (apple trees, melons, vegetables of all kinds...) has been increasingly expanded with an area of 274 hectares, mainly concentrated in Bac Binh and Tuy Phong districts. The application of water-saving irrigation systems in the direction of automation on different types of crops such as citrus trees (grapefruit, oranges, tangerines, seedless lemons...) with an area of 409.5 hectares; other fruit trees (mango, jackfruit, longan...) with an area of 3,218 hectares; medicinal plants (polyscias fruticosa, mint) with an area of 56.1 hectares.
In addition, many households have also applied new crop varieties to meet market demand, typically Tuy Phong has switched to growing mainly grape varieties such as green grapes (NH01-48), NH 01-152, black finger grapes (NH 04-102), candy grapes (NH01-26) and peony grapes (NH 01 - 209) with an area of 42.4 hectares; Tanh Linh has 673.58 hectares of rice cultivation area using new varieties such as OM4900, OM5451, OM1, NVP79, Cuu Long 666, Huong Cuu Long... In addition, Tanh Linh district has also applied synchronous machinery to rice production with an area of 183 hectares from sowing with transplanters, cluster seeders to the care process using a spraying system using unmanned aircraft.
Previously, production models according to safety standards were mainly implemented on dragon fruit, rice, and vegetables. In the past 2 years, these models have been expanded to fruit trees, such as: Intensive orange cultivation model according to VietGAP, scale of 1 ha in Tien Thanh commune, Phan Thiet city; intensive durian cultivation model according to VietGAP, 2 ha in Ham Minh commune, Ham Thuan Nam district; intensive grapefruit cultivation model according to VietGAP standards, 2 ha in Thuan Minh commune, Ham Thuan Bac district; model of applying growing media for growing melons meeting VietGAP standards, 0.2 ha in Dong Giang commune, Ham Thuan Bac district; intensive star apple cultivation model according to VietGAP standards, 1.7 ha in Ham Phu and Ham Duc communes, Ham Thuan Bac district; intensive custard apple cultivation model according to VietGAP standards, 4.5 ha in Thuan Hoa and Hong Son communes; Demonstration model of growing Thai jackfruit according to VietGAP, 1 hectare in Phan Hoa commune, Bac Binh district; model of growing and intensively cultivating passion fruit according to VietGAP, 1 hectare in Ham Minh commune...
Because many models have not been widely deployed as above, agricultural growth in the application of high technology in the province is still not really sustainable. The linkage and cooperation in agricultural production have not yet maximized their effectiveness, attracting enterprises to invest in developing high-tech agriculture is still difficult. Therefore, the application of high technology in the locality has not yet had a breakthrough development.
According to the provincial Department of Planning and Investment, the province currently has 253 agricultural projects, including 14 high-tech agricultural projects. Although the province has not yet issued a specific policy to attract businesses to invest in high-tech agricultural areas, the locality will strive to create the most favorable conditions for businesses in the investment process. By creating conditions for businesses to enjoy the highest incentives according to the provisions of the law on land, corporate income tax, value added tax, export tax, and import tax.
Once we attract many large enterprises to invest in implementing high-tech agricultural models, and build specialized areas combining production and processing to ensure quantity and quality, then the agricultural sector will truly develop commensurate with Binh Thuan's current potential.
