Over the years, the Military Party Committee and the Military Command of Hai Duong province have always paid attention to closely leading and directing the work of building and implementing the Grassroots Democracy Regulations (QCDCCS)... contributing significantly to the successful completion of political tasks of each agency and unit, building a strong Party organization in terms of politics, ideology, organizational ethics and cadres; building a comprehensively strong agency and unit that is "exemplary and typical".
Improving the quality of democratic dialogue
The democratic dialogue between the leaders and commanders of the Hai Duong Provincial Military Command and officers and soldiers of the Military Command of Kim Thanh District, Kinh Mon Town and Chi Linh City took place in a frank, open and democratic atmosphere. Along with promoting democracy and clearly presenting problems regarding the regime and policies, officers, employees and soldiers of agencies and units contributed many ideas on improving the quality of training, combat readiness, building a regular and disciplined system, and observing discipline in the unit. Listening to and receiving the ideas, Colonel Ho Sy Quyen, Political Commissar of the Hai Duong Provincial Military Command, requested the Party committees of the units to continue to research, propose a roadmap and measures to overcome shortcomings and limitations, better implement democratic regulations; closely coordinate with functional agencies to resolve difficulties and problems...

Talking to us, Colonel Ho Sy Quyen said: "Through democratic dialogue, we have accumulated lessons on leadership and direction in implementing tasks of Party committees, commanders and each cadre and Party member". To promote democracy as well as fulfill the role and responsibility of Party committees and commanders at all levels in building strong agencies and units, maintaining solidarity and unity, the Military Party Committee and the Military Command of Hai Duong province focus on innovating the content and form of dialogue between cadres and soldiers and Party committees and commanders.
Accordingly, the head of the Provincial Military Command organizes dialogues with officers and soldiers of agencies and units according to the rotation method. At each dialogue session, the head of the Provincial Military Command conducts separate work with the Party Committee and commanders of agencies and units; listens to a summary report on the results of task implementation and the results of democratic dialogue activities at the grassroots level; and at the same time directs specialized agencies to collect opinions of officers, employees and soldiers through survey forms to promptly grasp the situation in all aspects. On that basis, direct dialogues will be organized with officers, employees and soldiers to resolve the soldiers' concerns. From 2022 to present, the Provincial Military Command and agencies and units have organized 414 direct dialogues with the participation of more than 16,000 officers, employees and soldiers. More than 500 opinions and recommendations have been answered by commanders, agencies and units (no opinions beyond the level). The regimes and standards on material and spiritual conditions of soldiers are made public and fully implemented.
Democracy in all fields
To ensure centralized and unified leadership and direction of Party committees and commanders, and at the same time promote democracy in all areas, the Military Party Committee and the Military Command of Hai Duong province focus on three main contents: Democracy in the leadership activities of Party committees; democracy in the management and operation of commanders at all levels and promoting the democratic rights of soldiers through the activities of mass organizations and military councils.
Accordingly, regarding military and professional work, all soldiers in the unit are informed and thoroughly understood by the Party Committee and commander about the unit's functions and tasks in performing local defense and military tasks; policies, measures, training plans... so that all soldiers can build self-awareness to comply with principles and regulations in performing professional tasks, and strive to complete assigned tasks well.
In political democracy, all soldiers are allowed to contribute ideas and discuss measures to effectively implement the Party's guidelines and policies, the State's policies and laws, and military discipline. In economic and social democracy, all soldiers are allowed to publicly disclose their rights, benefits, and standards; express their legitimate thoughts and aspirations; and participate in the work of increasing production and improving life...
In addition, the Provincial Military Command directed agencies and units to conduct dialogue well in political and cultural activities; public economic activities; maintain suggestion boxes and publicize the phone numbers of leaders and commanders in meeting rooms, canteens, and concentrated living areas so that officers and soldiers can directly and promptly reflect the situation of the agency and unit.
During the inspection of the implementation of the QCDCCS at the Hai Duong Provincial Military Party Committee, Lieutenant General Nguyen Van Gau, member of the Party Central Committee, Deputy Director of the General Department of Politics of the Vietnam People's Army, head of the inspection delegation of the Central Military Commission's Steering Committee for the implementation of the QCDCCS, assessed: The Hai Duong Provincial Military Party Committee, Party committees, political commissars, political officers, commanders, and political agencies at all levels have led, directed, and implemented the QCDCCS seriously, closely, in accordance with regulations, and achieved good quality and efficiency; democracy in the leadership activities of Party committees and organizations has been emphasized, solidarity, consensus, and leadership principles have been firmly maintained.
Colonel Ho Sy Quyen said that in the coming time, the Military Party Committee and the Military Command of Hai Duong province will continue to lead and direct the maintenance of order, quality and effectiveness of democratic activities in the Party organization, building a contingent of cadres and party members with the spirit of "7 dares: Dare to think; dare to speak; dare to do; dare to take responsibility; dare to innovate and create; dare to face difficulties and challenges; dare to act for the common good"; effectively implement forms of direct democracy and representative democracy among cadres and soldiers; strengthen dialogue to promptly grasp and resolve the ideological situation of soldiers... considering this one of the key solutions to improve the quality of task completion in all aspects of the Hai Duong provincial military.
