According to the conclusion of the Department of Education and Training of Ninh Thuan province, in the 2023-2024 school year, Mr. Tran Dinh Toan - Principal of Thap Cham High School - directed the collection of 3 items including the scholarship fund, the movement fund, and the parent representative fund at the rate of 150,000 VND/student.

He issued this directive without discussion and consensus within the school's education council, violating the provisions of current legal documents on the activities of parent-teacher representative boards and the activities of education promotion associations.

Mr. Toan also created additional sources of income from students, violating the regulations on transparency and grassroots democracy in general management and financial management.

That is the school security guard's instruction to collect parking fees from students from 2,000 - 3,000 VND/vehicle without a parking card and without publicizing the fee.

Collecting maximum fee for printing exam papers (90,000 VND/year) while the number of subjects is less than previous years; changing the exam paper format for grades 10 and 11 causes waste.

He also requested to collect sanitation and drinking water fees from students 4 times higher than in the 2022-2023 school year, but students still have to work...

During the 2022-2023 and 2023-2024 school years, Mr. Tran Dinh Toan deployed the revenue source for the high school graduation exam review fund for 12th grade students but did not go through the school's accounting department, leaving it outside the accounting books by collecting and spending directly with the homeroom teacher, so the payment vouchers were not guaranteed, not strict, and not in accordance with regulations.

At the same time, do not make it public in the council participating in teaching and reviewing for high school graduation exams after each settlement period.

In the 2023-2024 school year, the principal instructed homeroom teachers to spend money on high school graduation exam preparation according to the forms he had set up, requiring homeroom teachers to pay cash (with signature) and then transfer money directly to the personal accounts of teachers and related people with a total amount of more than 78 million VND.

The Department of Education and Training of Ninh Thuan province concluded that the principal of Thap Cham High School violated legal regulations related to fees, charges, professional and financial management, showing signs of overcharging and profiteering in schools.

Serious violation

The Department of Education and Training requires Thap Cham High School to recover (inside and outside the budget) to handle and remedy the consequences, a total amount of nearly 808 million VND.

Of which, there are 8 requests to pay for the parents' representative board, movement fund, education promotion fund, drinking water fund, sanitation fund, high school graduation exam review fund (2 years of study), and test printing fee of more than 648.7 million VND.

Recover the restoration fund and transfer the source of use with a total amount of more than 63.6 million VND; recover nearly 58 million VND remaining in the 30th anniversary celebration of the school's founding contributed by a benefactor but the principal directed the accountant to transfer it to an individual.

Mr. Toan personally has to pay back nearly 38 million VND because from March 1, 2023 to March 1, 2024, he did not directly teach but still received preferential allowances for teaching.

The conclusion of the Ninh Thuan Department of Education and Training stated that all 8 accusations against the principal of Thap Cham High School were correct. Of these, 7 showed signs of abuse of position to collect and spend illegal amounts.

The principal's implementation of the teacher evaluation process is not strict and follows the correct procedures; changing the job of the homeroom teacher is undemocratic and arbitrary...

"The serious violations in financial management and professional management since being appointed as the head of the unit (from March 1, 2023 to February 25, 2024) clearly demonstrate the authoritarian behavior, lack of democracy, lack of transparency and manifestations of internal disunity within the unit... of the school principal" - the conclusion stated.

In conclusion, the director of the Department of Education and Training of Ninh Thuan province proposed administrative disciplinary action against the principal of Thap Cham High School according to regulations for the serious violations that have been concluded.

In addition, the director of the Ninh Thuan Department of Education and Training requested Thap Cham High School to review, correct, criticize, and draw lessons for the school's vice principals, accountants, and treasurers in the 2022-2023 and 2023-2024 school years.

Regarding this case, Mr. Nguyen Huu Manh - former principal of Thap Cham High School (until December 2022) - also violated the direction of collecting 3% of the material expenses of the high school graduation review fund, so the Ninh Thuan Department of Education and Training concluded that he and a school official were responsible for returning more than 3.3 million VND.
