On September 24 (New York time), US President Joe Biden gave his final speech at the United Nations General Assembly during his term as president of the United States.
Vietnam-US relations are proof of the path forward
At the beginning of his speech, he reviewed his long-standing political career, from his first election to the US Senate in 1972 - when the US was still fighting in Vietnam. The US President shared: "At that time, we were living in a historic turning point, through a time of tension and uncertainty. The US was fighting in Vietnam, the longest war in the country's history at that time..." According to Mr. Biden, the US was internally divided and angry around many different issues. Although it had overcome that period, including ending its participation in Vietnam, things were not easy or simple for the US. However, with efforts, Vietnam and the US overcame their differences and built a strong partnership. The US President recalled his high-level visit to Hanoi in September 2023: "Last year, in Hanoi, I was welcomed by Vietnamese leaders. We raised our partnership to the highest level. That is a testament to the endurance of human passion and the ability to reconcile after conflict. Today, the US and Vietnam are partners and friends. The Vietnam-US relationship is proof that after the horrors of war, there is always a way forward. Everything can be better. We must not forget that."
The pinnacle of the process of healing and developing bilateral relations

On July 11, 1995, exactly 20 years after the country's reunification, Prime Minister Vo Van Kiet and then US President Bill Clinton officially announced the normalization of diplomatic relations between the two countries. From here, a new phase of cooperation between the two countries was opened in the spirit of "putting the past behind, overcoming differences, promoting similarities, and looking towards the future".
The Vietnam-US partnership then developed rapidly, and in 2013 the two countries established a Strategic Partnership. In September 2023, during Mr. Biden's working visit to Vietnam, General Secretary Nguyen Phu Trong and the US President announced the upgrading of the two countries' relationship to the level of Comprehensive Strategic Partnership. From here, the relationship between the two countries entered a new period with strong progress in all areas of cooperation. On September 22, General Secretary and President To Lam spoke at the program celebrating the first anniversary of the establishment of the Vietnam-US Comprehensive Strategic Partnership: "Thirty years ago, perhaps the most optimistic person could not have imagined how Vietnam and the US could overcome the pain of war to build and develop a strong and positive relationship like today. We have witnessed unprecedented strong steps forward, from our former enemies to friends and then Comprehensive Partners in 2013, and after 10 years of implementing the Comprehensive Partnership, the two countries have made many important strides in enhancing mutual understanding, building trust and promoting cooperation in all fields. That is the solid foundation for General Secretary Nguyen Phu Trong and President Biden to decide to upgrade the relationship between the two countries to a Comprehensive Strategic Partnership for peace, cooperation and sustainable development. This is truly the pinnacle of the process of healing and developing bilateral relations, and at the same time, it is a milestone in the process of improving and developing bilateral relations. "This is the crystallization of countless efforts to heal and build lasting trust over the past three decades by many generations of leaders, friends in the governments and parliaments of the two countries and the people of the two countries, including significant contributions from the Vietnamese community in the US."
