Medical cooperation "engagement" from 200 years ago

Today, November 4, in Hanoi, Hanoi Medical University organized the Franco-Vietnamese Medical Conference. This is a prominent academic event in a series of activities to celebrate the 50th anniversary of the establishment of diplomatic relations between Vietnam and France.

As a scientific conference, there were specialized sessions discussing specialized issues, but in the general session, the speakers spent a lot of time talking about the relationship between French and Vietnamese medicine.

Dr. Gildas Tréguier (Bretagne Sud Hospital Group - Lorient, France) shared at the conference about the history of cooperation between Vietnamese and French medicine.

According to Dr. Gildas Tréguier (Bretagne Sud Hospital Group - Lorient, France), the history of the official French-Vietnamese medical cooperation relationship can be seen as having been laid in 1821, when Dr. Jean-Marie Despiau began to come to Hue, helping King Minh Mang train 10 Vietnamese physicians in smallpox vaccination techniques. Dr. Tréguier called this event "the first medical cooperation agreement between Vietnam and France".

From 1853, the first French doctors began to work officially in Vietnam, creating a team of medical staff in the Annam colony. In 1902, the first medical school of Indochina was established by France, laying the first foundation for modern Vietnamese medicine.

During the two wars against France and the United States, although diplomatic relations between the two countries were disrupted, many French doctors still fought side by side with their Vietnamese colleagues. Since 1973, France and Vietnam have re-established diplomatic relations, creating conditions to promote official cooperation between the two medical fields.

Speaking at the opening session of the conference, Ms. Cécile Vigneau, Charge d'Affaires of the French Embassy in Vietnam, also expressed her pride in the contributions of the country and the French people to Vietnamese medicine. Notably, the establishment of the Indochina Medical School, the predecessor of Hanoi Medical University, with the first principal being Dr. Alexandre Yersin, the "most Vietnamese" among the French.

Hope to continue receiving support and priority from the French Government

Professor Nguyen Huu Tu, Principal of Hanoi Medical University, said that the cooperation agreement in the medical field between the French and Vietnamese governments was signed on February 10, 1993, after the visit and work of French President François Mitterrand.

Implementing this agreement, France has helped Vietnam implement a residency internship program at hospitals in France for Vietnamese doctors (FFI program with many specialties such as surgery, anesthesia, pediatrics, obstetrics, internal medicine (specialty), otolaryngology, diagnostic imaging, cardiology, public health and pharmacy...).

Initially, the program organized written and oral exams in Hanoi and Ho Chi Minh City, from which the best doctors were selected to study in France for 1 year as a resident. The French Embassy in Vietnam coordinated and supported these activities.

Since 2010, the FFI Program has changed to the DFMS/DFMSA Program (specialist training for physicians) and the way doctors are selected to participate in the program has changed.

This training policy has contributed to the training of more than 3,000 high-quality Vietnamese doctors. Many doctors participating in the program are now leaders of the Ministry of Health, principals, directors, and heads of departments at major hospitals in Vietnam, making a great contribution and playing an important role in the development of the Vietnamese health system.

For Hanoi Medical University, the French Embassy in Vietnam has supported many internship and post-graduate scholarships for students and lecturers of the school. With this support, the school has so far organized 10 specialized training courses, specialized French language classes taught by French experts, etc.

Currently, the school has cooperative relationships with more than 20 universities, research institutes and organizations in France. Every year, 50 French lecturers and experts come to exchange, cooperate, work and teach at Hanoi Medical University. Every year, the school also welcomes more than 200 French students to practice and observe at the school and hospitals in Hanoi; 30 students of the school participate in internship programs at French institutes and schools every year.

Professor Tu expressed his hope that in the future, the school will continue to receive support and priority from the French Government and French partners to develop Hanoi Medical University into a leading university in Asia in the field of health, a symbol of the history and effectiveness of cooperation between Vietnam and France.
