According to the indictment, on March 1, 2022, the Hanoi Police Investigation Security Agency received an official dispatch and accompanying documents from the Department of Cyber Security and High-Tech Crime Prevention (Ministry of Public Security) requesting verification and handling of violations in the use of internet space related to Phan Son Tung.
Specifically, Tung has images, words, and statements in a number of videos and clips distributed on Facebook and Youtube with content that propagates, criticizes, and defames the regime, distorts the truth about the political, economic, and social situation in Vietnam, and attacks the leaders of the Party and State.
Of which, 11 videos were released on the Youtube channel "Phan Son Tung", 1 video was released on Facebook "For Vietnam's Prosperity".

In addition, from August 5-31, 2022, Phan Son Tung posted 10 videos and clips on the "For Prosperous Vietnam" channel calling for the establishment of an illegal organization called "Vietnam Prosperity Party"... attracting public attention.
The above videos and clips were collected by the Department of Cyber Security and High-Tech Crime Prevention. Phan Son Tung himself confirmed that he accessed his Youtube channel and downloaded the 22 videos mentioned above.
The Hanoi Department of Information and Communications concluded that 15 videos and clips contained fabricated information, causing confusion among the people; 6 propaganda contents causing psychological warfare (in 3 videos); 17 contents distorting, slandering, and insulting the reputation of organizations, honor and dignity of individuals (in 4 videos)...
Tung said that since 2021, he has created and managed 3 Youtube channels and a Facebook page. These online channels have attracted more than 148 million views and over 530,000 followers...
The indictment determined that, while managing these accounts, Tung made and distributed 16 videos and clips with illegal content on the internet. These videos were mainly used for propaganda against the State, the Party, and the government.
