The Hanoi People's Court has just decided to bring the case related to the Dai Ninh Urban Commercial, Tourism and Ecological Resort project (in Duc Trong District, Lam Dong) to trial.
The trial is scheduled to take place on January 16, 2025, lasting 5 days, including holidays. The trial panel consists of 5 members, chaired by Judge Tran Nam Ha.
6 prosecutors were assigned to represent the Hanoi People's Procuracy to exercise the right to prosecute and supervise the trial.

This case has 10 defendants on trial. Mr. Nguyen Cao Tri, General Director of Saigon Dai Ninh Tourism Investment Joint Stock Company (Saigon Dai Ninh Company), is the only person prosecuted for bribery.
Six people were prosecuted for bribery, including: Tran Duc Quan, former Secretary of Lam Dong Provincial Party Committee; Tran Van Hiep, former Chairman of Lam Dong Provincial People's Committee; Le Quoc Khanh, Hoang Xuan Van and Nguyen Nho Dinh, all former officials of the Government Inspectorate; and Nguyen Ngoc Anh, former Chief Inspector of Lam Dong Province.
Three people were prosecuted for abusing their positions and powers while performing official duties, including: Mai Tien Dung, former Minister and Head of the Government Office; Nguyen Hong Giang, former Director of Department II, Government Inspectorate; and Tran Bich Ngoc, former Director of Department I, Government Office.
According to the case file, in 2010, Saigon Dai Ninh Company, chaired by Ms. Phan Thi Hoa and General Director, was granted an investment certificate by the Lam Dong Provincial People's Committee to implement the Dai Ninh Urban Area for Trade, Tourism and Ecological Resort project. The project has a total planned land area of 3,595 hectares.
During the inspection process, the Government Inspectorate determined that the project had many violations and was subject to land reclamation and termination of operations. In June 2020, the inspection agency issued a conclusion, recommending that the Prime Minister assign the Lam Dong Provincial People's Committee to terminate operations and reclaim land at the above project.
Having grasped the information, Mr. Nguyen Cao Tri, Chairman of Van Lang Education Investment and Management Group Joint Stock Company, agreed to buy the project from Ms. Phan Thi Hoa. Mr. Tri also took advantage of his relationships and material benefits to collude with many officials and leaders at the Government Office, the Government Inspectorate, the Provincial Party Committee and the People's Committee of Lam Dong province to illegally adjust the State's correct decisions in handling violations at the Dai Ninh project.
Bribe billions of dong
The Supreme People's Procuracy determined that individuals at the Government Office committed illegal acts in receiving, processing, and resolving the petition of Saigon Dai Ninh Company, and at the same time advised the Government to agree with the report and conclusion of the Government Inspectorate in canceling the proposal to revoke the project.
On the part of the Government Inspectorate, the defendants at this agency committed illegal acts in establishing a working group to conduct inspections, verify petitions and issue reports to adjust and amend the inspection conclusions to cancel the proposal to revoke the project.
The prosecution agency determined that the defendants’ actions caused particularly serious consequences to state assets. That was the value of the entire project, which Mr. Tri sold to Thien Vuong Real Estate Investment and Development Company Limited under Novaland Group, for a total of VND27,600 billion. Thanks to that, Mr. Tri earned a profit of VND2,700 billion.
During the process of “reviving” the project, Mr. Tri spent 200 million VND to “thank” Mr. Mai Tien Dung; gave bribes to Mr. Tran Duc Quan, former Secretary of Lam Dong Provincial Party Committee, 5 times with a total of 2.1 billion VND; gave to Mr. Tran Van Hiep, former Chairman of Lam Dong Provincial People’s Committee, 7 times with a total of 4.2 billion VND…
