Ms. Nguyen Thi Chi, President of the Women's Union of Cam Van Commune, Cam Giang District (Hai Duong Province), shared with PNVN about the plan to implement the "Project to support women in starting a business" in the locality in the coming time in rural areas.
Support access to capital from credit institutions and credit funds
- It is known that the Women's Union of Cam Van commune is one of the grassroots unions of Hai Duong province that has successfully implemented the "Project to support women in starting a business" in recent times. Could you please tell us how the Women's Union of the commune has implemented this project?
Implementing the Project "Supporting women to start a business in the period of 2017 - 2025", in recent times, the Women's Union of Cam Van commune has focused on implementing many solutions and forms of supporting women to start a business with practical results. Thereby contributing to improving the lives of members, taking care of local socio-economic development.
Cam Van Commune Women's Union mobilizes members to take care of vegetables with IMO fermented water to develop family economy.
Currently, Cam Van commune has 1,400 women members, whose daily work is mainly farming and small-scale trading. Right from the beginning, the Women's Union of the commune has proactively developed a plan to survey poor households and poor households headed by women, classifying the subjects that need priority help. In addition, activities to support women to escape poverty and develop the economy have been implemented in conjunction with the Campaign "Building a family of 5 no, 3 clean", the activities "Helping poor women have an address", "Saving to follow Uncle Ho's example" are also given great attention. Thanks to that, in 2023 alone, the Union has helped 12 households headed by women escape poverty; Donated nearly 500 light bulbs and energy-saving stoves to women's households in difficult circumstances.
The Commune Women's Union coordinated with the Bank for Agriculture and Rural Development and the Bank for Social Policies to support over 300 members with loans for economic development, with an amount of over 32 billion VND. We also continued to maintain and improve the operational efficiency of 8 savings groups, with an amount of over 250 million VND, supporting 420 members to buy breeding animals and livestock to develop the family economy. The branches and groups effectively maintained the model of "Women helping each other develop the economy"; supported interest-free credit capital, and supported hundreds of working days.
The Association strengthens consulting activities, supports small and medium-sized enterprises and individual business households owned by women to access capital from credit institutions, credit funds in the program to support small and medium-sized enterprises, the national fund for job creation, and loans for collective economic development from the central government and Hai Duong province. At the same time, maintain and promote the effectiveness of sustainable economic development models, mobilize women to participate in collective economic forms, cooperatives, start-ups and business start-ups, promote coordination in vocational training, job introduction to increase income for members.

Along with that, we actively coordinate with specialized departments and offices to open training courses to transfer scientific and technical advances in cultivation and animal husbandry; build economic development models of "sustainable aquaculture in Hoanh Loc village", "growing VietGAP carrots in Van Thai village - OCOP products". Organize visits for cadres and members to learn from experiences, connect with companies and enterprises in the commune and neighboring localities to introduce and create jobs for more than 270 female members.
Awareness of entrepreneurship and family economic development is not uniform.
- How have the clear successes from the "Project to support women in starting a business" of Cam Van commune impacted the local economy in general, as well as the female owners of local production establishments , madam?
The most obvious change in the household economy is the mindset of rural women. Raising awareness of women's roles and responsibilities in local economic development has contributed to arousing the desire to escape poverty and improve the quality of life among women's association members.
By participating in models and activities launched by the Commune Women's Union, female members have connected, supported and helped each other in economic development, bringing higher economic value, helping the material and spiritual life of the people of the commune to improve.
Many members actively take care of clean vegetables to develop local household economy.
- During the implementation of the "Project to support women starting businesses" in the locality, did the Women's Union of Cam Van commune encounter any difficulties?
Although encouraging results have been achieved, in my opinion, the coordination and dissemination of the significance of the Project is still not deep and tight. Meanwhile, the awareness of starting a business and developing the family economy among women members is also uneven.
Besides, the capacity of some grassroots Union officials is still limited, not fully demonstrating their responsibility in understanding women's needs and aspirations, advising and encouraging women to participate in starting a business.
In addition, the attention of government leaders and specialized sectors is not regular in supporting funding and other resources; even the content of supporting women in starting a business is still general. In particular, women participating in starting a business, accessing policies and capital is still limited... Most of the ideas and projects of women are still small and not competitive in the market.
Will Maintain and replicate effective startup models of members
- To overcome the current difficulties and maintain, develop and further expand the local startup model , what plans does the Women's Union of Cam Van commune have in the coming time ?
In the coming time, the Women's Union of Cam Van commune will continue to promote the implementation of the Project "Supporting women to start a business in the period of 2017 - 2025"; maintain and replicate effective start-up models. At the same time, continue to support women to borrow capital to create jobs and develop the economy; guide the Women's Union bases to build models to gather women members to develop the economy; maintain and promote the movement of women helping each other to develop family economy and collective economy.
Along with that, we continue to promote and encourage members and women to boldly transform the economic structure, develop forms of production organization such as cooperatives, joint groups, and cooperatives. Create conditions to help women access capital sources, take advantage of vocational training programs and projects, and introduce jobs so that women can form and develop ideas and build effective economic models. At the same time, we hope that the authorities and the Women's Union at higher levels will closely coordinate with related sectors, mobilize resources to support ideas that have products, and form a chain of links in production and business according to safety standards, connecting product consumption in and outside the province.
