Kinhtedothi - On February 20, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh chaired a meeting to listen to units report on the progress of the implementation of the Hanoi High-Tech Biotechnology Park Project.
Also attending the meeting was Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen.
The Hanoi High-Tech Bio-Tech Park project is a project that has been delayed in implementation. After adjusting the administrative boundaries of Hanoi City and some related provinces according to Resolution No. 15/2008/QH12 of the 12th National Assembly (from August 1, 2008), projects in Hanoi, including the Hanoi High-Tech Bio-Tech Park project, must wait for the review of the approved Capital Master Plan and Urban Zoning Plan.
Along with that, during the implementation process, there were some changes and lack of synchronization in the regulations of related laws (Investment Law, Land Law, Urban Planning Law, Construction Law...) which affected the progress of project implementation.
From 2021 to now, Hanoi leaders have paid special attention to directing, urging, and removing difficulties to speed up the project implementation progress. In particular, the Chairman of the City People's Committee and the Vice Chairman of the City People's Committee in charge of the field have organized many meetings to give opinions and directions on removing difficulties regarding: the work of establishing the zoning plan for the construction of the Hanoi High-Tech Biotechnology Park, scale 1/2000; the project to establish the Hanoi High-Tech Biotechnology Park; the refund of land acquisition and clearance money for the amount of money the state has advanced and continued to advance for land acquisition and clearance; adjusting the project implementation progress and land acquisition and clearance work; moving and burying 110Kv power lines; investing in the construction of a new route 70 connecting from route 32 to the High-Tech Biotechnology Park.
At the same time, the city leaders have urged departments, agencies and the People's Committee of Bac Tu Liem district to speed up the implementation of work related to the project. Therefore, up to now, the project has basically resolved difficulties and obstacles regarding legal basis and mechanisms to continue implementation in the coming time.
Concluding the meeting, Chairman of the City People's Committee Tran Sy Thanh noted that this is a project that has been delayed for a long time; therefore, removing obstacles and speeding up the project's progress is an urgent requirement.
According to Chairman of the City People's Committee Tran Sy Thanh, the project implementation is a specific, practical and effective action to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; at the same time, it concretizes the viewpoints and orientations of General Secretary To Lam at the meeting with leading Irish enterprises within the framework of the General Secretary's state visit to Ireland on the morning of October 3, 2024.
"Therefore, departments, branches and the People's Committee of Bac Tu Liem district must focus, resolutely direct, with a spirit of urgency, make more efforts, and strive to start the project on September 2, 2025. Before that, the zoning plan for the construction of the Hanoi High-Tech Biotechnology Park, scale 1/2000, must be approved in March 2025 and the site clearance must be completed no later than August 2025" - Chairman of the City People's Committee Tran Sy Thanh emphasized.
The project to invest in infrastructure construction and development of Hanoi High-Tech Biotechnology Park was approved by the Prime Minister in Official Dispatch No. 612/TTg-QHKT dated May 17, 2007; Hanoi People's Committee issued the first Investment Certificate on March 12, 2008; The Management Board adjusted the project implementation schedule on August 28, 2024. On September 29, 2024, the Prime Minister approved Decision No. 1054/QD-TTg on the establishment of Hanoi High-Tech Biotechnology Park.
The investor is Pacific Land (Indochina) limited - Republic of Ireland; The economic organization established to implement the project: Pacific Land Vietnam Company Limited.
Objectives and scale: invest in building a synchronous and modern infrastructure system for the Hanoi High-Tech Biotechnology Park to attract secondary investors to invest in developing high-tech activities in line with the high-tech development trend in the world and the policies and orientations for high-tech development in Vietnam, with priority given to the field of biotechnology.
The project is located in Tay Tuu, Lien Mac, Minh Khai, Thuy Phuong, Co Nhue 2 wards (Bac Tu Liem district); the land use area is about 199.03 hectares.
