People in flash flood areas hope to soon reach resettlement area

Returning to the flash flood area of ​​Hoa Son village, Ta Ca commune, Ky Son district, there are still many households living in makeshift huts made of bamboo and covered with corrugated iron and canvas.

Mr. Luc Dinh Hanh in Hoa Son village, Ta Ca commune confided: The flash flood buried the whole house and the family's land, so my wife, I and our two children had to go to my biological mother's house to stay. My mother's house was also temporarily built to live in, very cramped. We hope the resettlement project will be completed soon so we can build a house and stabilize our family life.

Mr. Vi Van Truyen - Head of Hoa Son village said: Among the households that lost their homes due to the flash flood in October 2022, there are currently more than 40 households still living in temporary houses, or staying with relatives in all kinds of deprived conditions.

People in the flash flood area are currently facing many other difficulties such as lack of land for rice and other crops. Previously, the whole Hoa Son village had over 13.5 hectares of cultivated land, but now the flash flood has buried nearly 6 hectares. The 1.5 km long domestic water system (water source from Huoi Giang stream to Hoa Son village) was partly supported by the State to repair, but after the recent flood season, some sections were damaged and needed to be upgraded and relocated to a safe location. There are many workers in Hoa Son village who do not dare to go far away from home to work due to the makeshift housing conditions.

Mr. Vi Van Truyen - Head of Hoa Son village said: This resettlement area initially creates conditions for 54 households to relocate. According to the plan, after the project is ready to hand over the site, the People's Committee of the district, commune and Hoa Son village management board will select the most difficult households to arrange houses (households that have lost land and houses will be given priority to relocate to the resettlement area). When arriving at the new place, people will be safe during the rainy and flood season, and can rest assured to settle down in their new lives. However, at first, they will also encounter many difficulties. For example, the relocated households will have to spend a large amount of money to settle down, while most households after the flash flood are in a very difficult situation. To prepare for the construction of new houses, everyone has a plan to save money.

Strive to complete before New Year's Day

The project "Construction of infrastructure for emergency resettlement areas for people in Muong Xen town and Ta Ca commune, Ky Son district" in Hoa Son village, Ta Ca commune was started on November 15 by the People's Committee of Ky Son district as the investor. The project covers an area of ​​3.9 hectares, for 54 households resettled in flash flood areas, each plot of land has an area of ​​210-230 m2 . There are 3 internal traffic routes in the resettlement area. The total investment for this project is 31.5 billion VND, of which the central budget reserve is 30 billion VND, and the Ky Son district budget is 1.5 billion VND.

Up to this point, the resettlement area has completed over 50% of the construction volume. Specifically, the ground leveling has reached over 80% of the volume, the excavation of the mountainside to make a retaining wall has reached over 75% of the volume. The precast concrete components for assembly into the drainage system have been completed. The construction unit is also focusing on clearing the route to open the traffic route...

After completing the construction of the ground, the resettlement area will proceed to build clean water items, and the electricity for daily life will be invested by Nghe An Electricity Company to bring power lines to the resettlement area.

A representative of the People's Committee of Ky Son district said: The district has directed the construction unit to mobilize machinery and human resources to speed up the progress, deploying construction in 3 shifts/day, striving to complete and put into use before December 31.

However, the current difficulty is that there are still 150 households planned by the district to relocate to resettlement area No. 1, Cau Tam village, Ca Ta commune with an area of ​​8.6 hectares. Currently, a capital source of 65 billion VND has been allocated, including 35 billion VND from the provincial budget reserve fund, 20 billion VND from the capital of the Mobilization Board for the Poor and Relief Fund of Nghe An province, and 10 billion VND supported by Thien Tam Fund (Vingroup).

However , this resettlement area has not been able to be built yet due to the problem of natural forest land recovered after slash-and-burn farming. Currently, the People's Committee of Ky Son district is coordinating with relevant departments to complete the procedures for converting land use purposes and assessing environmental impacts, submitting to the competent authorities for approval to soon put into investment, and arranging resettlement for people to stabilize their lives in the long term.

Recently, on November 10, the National Assembly allowed the allocation from the 2023 central budget reserve to implement the Nam Mo River embankment project in Muong Xen town, Ky Son district, Nghe An for 2024, the section through block 4, block 5, Muong Xen town to soon complete and put into use.

Previously, on November 2, the National Assembly Delegation of Nghe An province spoke at the discussion session of the National Assembly, proposing to extend the implementation time and disbursement of VND 98,533 billion of the capital plan from the central budget reserve in 2021 that has not been fully disbursed for the Nam Mo River embankment project, section through block 4, block 5, Muong Xen town, Ky Son district (Nghe An province) to 2024.

This is an extremely necessary and urgent project to limit the consequences of natural disasters and floods, contributing significantly to ensuring the safety of life and property for households.
