Theoretical thinking about the new era, the era of the nation's "rise" is the inheritance and development of awareness and theoretical thinking about the new development stage. In many recent speeches and articles, General Secretary To Lam emphasized: "The new era, the era of "rise" of the Vietnamese nation, is the era of development, the era of prosperity under the leadership and rule of the Communist Party of Vietnam, successfully building a socialist Vietnam, a rich people, a strong country, a democratic, fair, civilized society, standing shoulder to shoulder with the world powers. This is Uncle Ho's wish during his lifetime and the goal we are aiming for."
In the great journey of the whole nation, Petrovietnam is proud to have made positive contributions to economic growth and social stability. Entering 2025, with the achievements, the whole Group has unified goals, actions, and orientations to achieve a "double-digit" growth rate, for sustainable longevity.

Overall assessment of the period from 2020 to present, it can be said that Petrovietnam has overcome many fluctuations and challenges, which seemed to be the most difficult in the Group's development history. From market fluctuations such as the severe drop in oil prices to the Covid-19 pandemic, then difficulties in mechanisms, organization, and staff, causing production and business activities to encounter great "inertia", affecting development and growth.
In that situation, the Group has been steadfast and persistent in its goals, “winning step by step”, creating momentum for the “wheel” of growth. The motto of “managing fluctuations” is the guiding principle that helps the Group find the right direction, leading the Petrovietnam ship through the “turbulent waves”, reaching out to the open sea.
Over the past 5 years, the Group has persistently implemented many fundamental solutions.
First of all , it is to promote and perfect the development institutions for the Oil and Gas industry, thereby removing bottlenecks in mechanisms to free up resources and create development momentum. The Group has participated in giving opinions on the development, completion and promulgation of the Petroleum Law, decrees such as Decree 45, Decree 132...; especially Conclusion 76-KL/TW dated April 24, 2024 of the Politburo on the implementation of Resolution 41-NQ/TW dated July 23, 2015 of the Politburo on the orientation of the Development Strategy of the Vietnam Oil and Gas Industry to 2025, with a vision to 2035 and some orientations for the new period.
The second is to focus on planning strategic goals and management plans with specific, feasible content and a synchronous solution system throughout the Petrovietnam ecosystem.
Third , focus on building and perfecting a modern, synchronous, hierarchical, structured, process-oriented, oriented and controlled management system throughout the ecosystem. In particular, focus on managing fluctuations, creating momentum, ecosystem management, value chain management, portfolio management and transforming outstanding business models within the Group.
Fourth is to successfully implement the Project to Recreate and Enhance Petrovietnam Culture, based on the vision, mission, and core values, through human development and knowledge of the Oil and Gas industry.
Thanks to the successful implementation of the above fundamental solutions, Petrovietnam has achieved impressive production and business results in recent years, continuously, stably and with high growth compared to the previous period. In particular, in 2024, the 5-year production and business plan (2021-2025) was completed early, exceeding by 6-32%. Total revenue of the whole Group after 4 years (2021-2024) reached over 3.5 million billion VND, achieving a growth rate of 16.7%/year; total payment to the State budget of the whole Group after 4 years reached over 599 trillion VND, with a growth rate of 21.2%/year; consolidated profit before tax reached over 238 trillion VND after 4 years, achieving a growth rate of over 44.3%/year.
By the end of 2024, Petrovietnam's consolidated assets were VND 1,066 trillion, equity was VND 545 trillion, breaking the total revenue record of the entire Group for 3 consecutive years. In 2024 alone, the Group exceeded VND 1 trillion in revenue, up 6% compared to 2023 and up 36% compared to 2019.
These important achievements have helped Petrovietnam ensure the implementation of the “5 An” words: ensuring the country’s energy security; economic security; food security; contributing to protecting national security and sovereignty at sea and implementing social security.
Entering 2025 is the final stage after 40 years of Renovation, entering the 14th Party Congress, entering the era of strong "growth", the Politburo has issued Conclusion 76, orienting the development of Vietnam's Oil and Gas industry in the new period, including the development of Petrovietnam - the National Energy Industry Group. This is a great honor, as well as a heavy responsibility and task. The Group has focused on building a strategy to expand development space for key areas, while developing wind power, hydrogen, ammonia, LNG, manufacturing energy equipment..., strengthening resources, attracting talents, improving competitiveness and integration.
Petrovietnam's overarching goal is to develop a superior model for the "double-digit" growth target. This is a huge task. In 2025, the Group's motto is "Innovation from the core - Development of an outstanding model - Integration into the global chain - Enhancing energy knowledge - Breakthrough in growth - Creating a sustainable green shift". These will be the fundamental orientations for the new transformation of Petrovietnam - the National Energy Industry Group.
In the future, Petrovietnam - the National Energy Industry Group determines that industry will play a leading role. At the same time, it will develop models, including governance models and superior business models that adapt to changes and fluctuations in the market and business environment, thereby integrating into the global chain.
So what needs to be done to innovate, innovate from the core, in the spirit of Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation? The Party Committee and leaders of the Group determined: First of all, it is necessary to synchronize institutional reforms; perfect and deploy solutions to ensure the feasibility of implementing the strategy according to Conclusion 76-KL/TW of the Politburo in continuing to perfect the development institutions of the Oil and Gas industry, in the direction of opening up new spaces and directions for the Oil and Gas industry.
In 2025, focus on streamlining the apparatus within the Group and its units to improve productivity, efficiency, and effectiveness of production and business activities; continue to modernize the management system. Management with representatives of Petrovietnam and its units is to perform corporate governance functions directly, without any intermediary levels.
Continue to implement the motto "Adding new motivation - Renewing old motivation"; build a mechanism to promote creative research work, create new development motivation; urgently restore weak projects to operation, build an ecosystem of enterprises in the Group to help each other develop.
For the Group's core areas, by 2030, Petrovietnam will focus on increasing reserves and increasing output, making efforts to change the cycle of declining production; urgently implementing new projects, identifying the gas industry as the foundation and solution to make a green transition and make up for the shortage, maintaining oil and gas production.
The very important issue is to raise knowledge, raise culture, and develop Petrovietnam - the National Energy Industry Group in the spirit of "One team - One goal".
The 2025-2030 period is the period of creating a sustainable green transformation of the Group, in line with the spirit, viewpoints, principles and goals in the era of "rising forward" of the nation. As the leading economic group in the country, Petrovietnam - the National Energy Industry Group will definitely have strong and breakthrough "steps" to "accompany" the country, for a rich and powerful Vietnam in the new era.
