Half term of implementing the Resolution of the 13th National Party Congress: Sustainable development of agriculture and rural areas

The 13th National Party Congress has set out major policies for the development of agriculture, farmers and rural areas. Specifically, the Resolution of the 13th Congress clearly stated: developing the rural economy associated with building new rural areas; prioritizing resources for developing rural infrastructure in mountainous areas and ethnic minority areas. The documents of the 13th National Party Congress determined: Continuing to effectively implement the policy of restructuring agriculture, developing agriculture and rural economy associated with building new rural areas towards ecological agriculture, modern rural areas and civilized farmers.

After half a term of implementing the Resolution of the 13th National Party Congress, the agricultural sector has achieved remarkable achievements, maintaining its role as a pillar of the economy. The entire sector has made great efforts, synchronously and effectively implementing safe, flexible, creative and innovative adaptive solutions to overcome difficulties and challenges, achieving the set goals in production, export and new rural construction.

Building and perfecting institutions and policies

Identifying the work of building institutions and policies as a key task, in the period of 2021-2022, the agricultural sector has carried out many effective tasks. In 2022 alone, the Ministry of Agriculture and Rural Development completed on schedule, submitted 7 decrees to the Government for promulgation, the Prime Minister issued 3 decisions and issued 18 circulars under its authority.

Implementing the tasks of the Socio-Economic Recovery and Development Program according to Resolution No. 11/NQ-CP dated January 30, 2022 of the Government on the Socio-Economic Recovery and Development Program and implementing Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Program, the Ministry of Agriculture and Rural Development has completed reviewing, proposing amendments and supplements to mechanisms, policies, and laws, improving the capacity, effectiveness and efficiency of state management.

At the same time, research, develop and perfect mechanisms and measures to support enterprises, cooperatives and business households to switch to production and distribution of agricultural products using the "future ordering" method to supply the domestic and export markets through synthesizing, forecasting output, product quality and linking sales.

In addition, complete the work in the Central Steering Committee to summarize the implementation of Resolution No. 26-NQ/TW dated August 5, 2008 on agriculture, farmers and rural areas; participate in developing the Resolution summary project, coordinate reporting to the Politburo, submit to the 5th Conference of the 13th Party Central Committee to issue Resolution No. 19-NQ/TW dated June 16, 2022 on agriculture, farmers and rural areas to 2030, with a vision to 2045; Preside over the development and submission to the Government for consideration and promulgation of the Action Program to implement Resolution No. 19-NQ/TW. In addition, promote the implementation of the Strategy for sustainable agricultural and rural development for the 2021-2030 period, with a vision to 2050 according to Decision No. 150/QD-TTg dated January 28, 2022.

High and sustainable agricultural growth

In 2021, despite facing many difficulties and challenges, especially the Covid-19 pandemic outbreak and its severe impact on all aspects of life, economy and society, the total added value (GDP) of the industry still increased by 2.85%, the export turnover of agriculture, forestry and fishery reached 48.6 billion USD. In 2022, the total added value of the industry increased the highest in recent years, reaching 3.36%; the export turnover of agriculture, forestry and fishery reached more than 53 billion USD.

In 2023, the growth of the whole industry in the first quarter recorded 2.52%. These achievements were achieved from the drastic and close implementation of the tasks of the agricultural sector, as stated in the Document of the 13th National Congress of the Party: "Focus on developing large-scale commodity agriculture, applying high technology; promoting the potential and advantages of each region and locality. Closely linking agriculture with industry and services; production with preservation, processing, consumption, brand building, enhancing the value of agricultural products in value chains".

In fact, in terms of agricultural production, the restructuring of the agricultural sector associated with the innovation of the growth model has strongly transformed the production structure, the structure of the agricultural and rural economy. Agriculture has strongly shifted towards large-scale commodity production with increasingly high productivity and quality; ensuring national food security, contributing significantly to hunger eradication, poverty reduction, income increase and improvement of the lives of rural people. Throughout the country, many concentrated, large-scale commodity production areas have been formed according to the main product axis.

In the field of agricultural processing and mechanization, Deputy Director of the Department of Quality, Processing and Market Development Le Thanh Hoa said: In the period of 2021-2022, many documents and policies on this field were issued, such as: Decision No. 858/QD-TTg dated July 20, 2022 of the Prime Minister on approving the Strategy for developing agricultural mechanization and processing of agricultural, forestry and fishery products to 2030; Decision No. 417/QD-TTg dated March 22, 2021 approving the "Project for developing the fruit and vegetable processing industry in the period of 2021-2030"...

Accordingly, implementing mechanisms to encourage investment in agriculture and rural areas; agricultural processing and preservation industry, and improving the capacity of supporting industries. In 2022, 9 processing projects with a total investment of more than VND 6,750 billion will be started, inaugurated, and put into operation, creating a breakthrough in agricultural processing and export.

The development of cooperative economy is also given special attention according to the viewpoint from the Document of the 13th National Congress of Delegates: "Encouraging the development of household economy and cooperative economy with cooperatives as the core, attracting investment enterprises, improving state management to increase productivity, quality, and efficiency of agricultural production, adapting to climate change, and ensuring food hygiene and safety".

Accordingly, the Ministry of Agriculture and Rural Development has implemented Resolution No. 20-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on continuing to innovate, develop and improve the efficiency of the collective economy in the new period. In the 2021-2022 period, effective new-style cooperatives were replicated; the number of cooperatives and agricultural farms continued to increase, gradually adapting to the market mechanism.

In 2022 alone, the country established 980 new agricultural cooperatives, bringing the total number of agricultural cooperatives to nearly 21,000. In addition, the agricultural enterprise force is also growing stronger and becoming the core in the agricultural value chain. In 2022, 821 new agricultural enterprises were established, bringing the total number to 14,995 enterprises, an increase of more than 9.8% compared to 2021. The growth of cooperatives and enterprises has significantly contributed to bringing agriculture closer to development trends in the world such as organic agriculture and circular agriculture.

According to Director of the Institute of Policy and Strategy for Agricultural and Rural Development Tran Cong Thang, circular economic development has been mentioned in many documents and policies in recent times such as Decision No. 687/QD-TTg dated June 7, 2022 approving the Circular Economic Development Project in Vietnam; Decision No. 150/QD-TTg dated January 28, 2022 approving the Strategy for Sustainable Agricultural and Rural Development for the 2021-2030 period, with a vision to 2050; Decision No. 1658/QD-TTg dated October 1, 2021 approving the National Strategy on Green Growth for the 2021-2030 period, with a vision to 2050. This has been promoting the process of model transformation from "linear economy" to "circular economy", contributing to the development of sustainable agriculture.

Many sweet fruits in new rural construction

The document of the 13th National Party Congress clearly stated: "Developing the agricultural and rural infrastructure system; connecting rural areas with urban areas; continuing to promote the national target program on building advanced new rural areas, building cultural life, model new rural areas and protecting the ecological environment". By the end of 2022, the whole country will have about 6,009/8,225 communes (73.06%) meeting new rural standards, of which 937 communes will meet advanced new rural standards and 110 communes will meet model new rural standards.

Assessing the results of the 2021-2022 period, Minister of Agriculture and Rural Development Le Minh Hoan said: With the motto of flexible adaptation, the agricultural sector has effectively implemented the project and plan to restructure the sector comprehensively, synchronously, with focus and key points, operating according to market mechanisms, applying science and technology, innovation, in which digital transformation is the main driving force to create added value and transform the growth model.

Regarding the direction and tasks in the coming time, Minister Le Minh Hoan emphasized: Focus on strengthening communication, information dissemination and organizing the implementation of Resolution No. 19-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on agriculture, farmers and rural areas to 2030, with a vision to 2045 and other related resolutions.

Promote the implementation of the Strategy for Sustainable Agricultural and Rural Development for the 2021-2030 period, with a vision to 2050, according to Decision No. 150/QD-TTg dated January 28, 2022. Accordingly, continue to rapidly shift the mindset from agricultural production to agricultural economic thinking at all levels from central to local.

Review, complete and effectively implement mechanisms and policies to create breakthroughs in the development of ecological agriculture, modern rural areas and civilized farmers. Improve the level of science and technology, promote digital transformation and innovation in agriculture. At the same time, attract resources to make strategic breakthroughs in the development of agricultural and rural infrastructure; build new rural areas in a modern direction associated with urbanization.

Strengthen international integration and cooperation; open markets, promote consumption of agricultural, forestry and fishery products. In the development process, there are solutions to improve the efficiency of management and use of resources, enhance environmental protection and respond to climate change.
