At the meeting, after the opening speech of the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, leaders of the Department of Planning and Investment, Department of Labor - Invalids and Social Affairs, Department of Finance, Department of Natural Resources and Environment, Department of Agriculture and Rural Development reported 12 draft resolutions submitted at the meeting.

Based on the report of the Economic - Budget Committee, the Cultural - Social Committee of the Provincial People's Council on the results of the examination of the draft resolutions, the Provincial People's Council delegates discussed and unanimously voted to pass 11 resolutions stipulating the mechanisms and policies for implementing the province's socio-economic development tasks on public investment; budget allocation; adjusting career funding for implementing national target programs; criteria for deciding to conduct bidding to select investors to implement investment projects using land to build urban areas, rural residential areas...

In his closing speech, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council highly appreciated the serious, urgent and responsible working spirit of the delegates, helping the session complete the program and content set out. The adopted resolutions create an important legal basis for the organization, implementation and performance of local socio-economic development tasks in 2024 and the following years, contributing to creating motivation to effectively exploit resources to accelerate the implementation of projects and works, complete the framework infrastructure, meet the requirements of rapid and sustainable socio-economic development, and ensure national defense and security.

In the process of implementation, it is necessary to have a synchronous and close deployment; strengthen inspection and supervision to ensure the best results and create high consensus among the people. Propose that the Provincial People's Committee urgently organize the implementation of the resolutions; focus on directing all levels, sectors, localities and units according to their assigned functions, tasks and powers, closely coordinate, seek support from central ministries and sectors, and quickly bring the resolutions into life. The Standing Committee, Committees, Groups and each delegate of the Provincial People's Council shall strengthen supervision, ensuring the implementation of the resolutions of the Provincial People's Council seriously, legally and effectively.

1. Resolution on Supplementing and adjusting the medium-term public investment plan for the period 2021-2025 using local budget capital.
2. Resolution on supplementing and allocating detailed plans for 2024 from local budget sources.
3. Resolution on adjusting the investment policy for the project connecting the North-South Expressway with National Highway 1 and Ca Na General Seaport.
4. Resolution Stipulating criteria for deciding to conduct bidding to select investors to implement investment projects using land to build urban areas and rural residential areas in the province.
5. Resolution Amending and supplementing a number of points and clauses in Article 5 of the Regulations on principles, criteria, and norms for allocating central budget capital and the proportion of counterpart funds of local budgets to implement the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period in Ninh Thuan province, issued together with Resolution No. 03/2022/NQ-HDND dated June 30, 2022 and Resolution No. 06/2023/NQ-HDND dated July 25, 2023 of the Provincial People's Council.

6. Resolution on the level of expenses for reception, visit and congratulations for a number of subjects implemented by the Vietnam Fatherland Front Committees at all levels in Ninh Thuan province.
7. Resolution on Decentralization to the District People's Council to decide on the allocation of the annual central budget regular expenditure estimates of each detailed national target program to component projects.
8. Resolution Amending and supplementing a number of points in Clause 1, Article 6 of the Regulation on the allocation norms of regular local budget expenditures in 2022 issued together with Resolution No. 15/2021/NQ-HDND dated December 8, 2021 of the Provincial People's Council promulgating the regulations on the allocation norms of regular local budget expenditures in 2022.
9. Resolution on adjusting career funding for implementing national target programs in the province.
10. Resolution on the collection rates, collection, payment, management and use of fees for appraisal of dossiers for granting Land Use Right Certificates in Ninh Thuan province.
