At the meeting, after the opening speech of the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, leaders of the Department of Planning and Investment, Department of Natural Resources and Environment, Department of Agriculture and Rural Development, Department of Construction, Department of Finance, Department of Home Affairs reported a summary of 11 draft resolutions submitted at the meeting.

Based on the report of the Economic - Budget Committee, the Legal Committee of the Provincial People's Council on the results of examining the draft resolutions, the Provincial People's Council delegates discussed and unanimously voted to pass 11 resolutions stipulating mechanisms and policies for implementing the province's socio-economic development tasks related to issues of: Land prices, giving opinions on public investment plans, public asset management; urban development program; mechanisms and policies for developing mountainous ethnic minority areas; implementing democracy at the grassroots level; deciding to adjust investment policies, changing forest use purposes to implement a number of important projects... The delegates also voted to pass the Resolution to dismiss Mr. Vo Dinh Vinh, former Director of the Department of Industry and Trade, from the position of Member of the Provincial People's Committee, term XI, 2021-2026; the reason for the job transfer.

In his closing speech, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council highly appreciated the serious, urgent and responsible working spirit of the delegates, helping the session complete the program and content set out. The resolutions passed at the session create a legal basis for the organization, implementation and performance of local socio-economic development tasks in 2024 and the following years, contributing to creating motivation to effectively exploit resources to accelerate the progress of projects and works, complete infrastructure, meet the requirements of rapid and sustainable socio-economic development, and ensure national defense and security.

After the meeting, the Provincial People's Committee is requested to urgently organize the implementation of the resolutions to soon put them into practice. Focus on directing all levels, sectors, localities and units according to their assigned functions, tasks and powers to proactively organize the implementation of the resolutions in a synchronous and tight manner; actively coordinate and seek support from central ministries and sectors, strengthen inspection and supervision work to achieve the best results, creating high consensus among the people. The Standing Committee, committees, delegations and each delegate of the Provincial People's Council shall strengthen supervision activities, ensuring the implementation of the resolutions of the Provincial People's Council seriously, legally and effectively.

1. The detailed allocation of the 2024 plan for capital preparation for investment from the local budget has been approved by the Provincial People's Council in Resolution No. 60/NQ-HDND dated December 14, 2023.
2. Comments on the Medium-term Public Investment Plan for the period 2026-2030.
3. Adjusting the investment policy of the Northern Belt Road project of Ninh Thuan province (section from Khanh Nhon pass to National Highway 27).
4. Amending and supplementing a number of articles of Resolution No. 02/2020/NQ-HDND dated May 19, 2020 of the Provincial People's Council approving the Land Price List for the period 2020-2024 in Ninh Thuan province.
5. Policy to change the purpose of using planted forests to other purposes to implement the Bac Ai Pumped Storage Hydropower Plant project.

6. Approving the Urban Development Program of Phan Rang - Thap Cham City for the period 2021 - 2025, with a vision to 2030.
7. Agree on the number of pickup trucks and 12-16 seat cars for general work to perform tasks as prescribed in Clause 5, Article 8 of Decree No. 72/2023/ND-CP dated September 26, 2023 of the Government.
8. Adjust, allocate and assign additional regular expenditure estimates for 2024 to agencies, units and People's Committees of districts and cities to perform tasks.
9. Regulate the authority to decide on the purchase of assets, consumables, goods, services and management of public assets in Ninh Thuan province.

10. Amend and supplement Point b, Clause 1, Article 2 of Resolution No. 12/2023/NQ-HDND dated July 25, 2023, stipulating the content and level of expenditure to support the implementation of a number of policies in the Project on a number of specific policy mechanisms in Bac Ai district for the period 2022-2026, approved by the Provincial People's Council in Resolution No. 61/NQ-HDND dated December 9, 2022.
11. Prescribe measures to ensure the implementation of democracy at the grassroots level in Ninh Thuan province.
12. Dismissal of Mr. Vo Dinh Vinh from the position of Member of the People's Committee of Ninh Thuan Province, Term XI; reason: Job transfer.
