The main contributor to Bac Ai district's growth in the first six months of 2023 was the agricultural and forestry sector. Thanks to relatively favorable weather conditions for agricultural production, reservoir capacity reaching over 95%, and rational and economical water management, over 6,700 hectares were planted in the first six months, reaching 58.6% of the annual plan, an increase of 8.3% compared to the same period last year; the estimated yield reached over 4,900 tons/18,000 tons, achieving 27.3% of the plan. Crop restructuring exceeded the set plan. Disease prevention and control on crops were given attention and implemented comprehensively. In livestock farming, the district effectively implemented disease prevention and control measures, developing over 92,000 head of livestock, reaching 100.3% of the plan. 38 farms and 10 agricultural service cooperatives were maintained. The integrated farm production chains in pig farming, aquaculture, and rice cultivation continue to be effective. Efforts to disseminate legal information, inspect forest protection contracts, and promptly handle violations have been intensified.
Resource and environmental management continues to be implemented effectively. To date, the district's land use plan until 2030 and the 2022 land use plan have been approved; continued efforts are being made to expedite the issuance of land use right certificates throughout the district, focusing on resolving difficulties in issuing land use right certificates for resettlement and relocation projects. Emphasis is placed on guiding the appraisal of land management and use plans for the three types of forests in the district that are excluded from the planning. Decisions have been issued to allocate residential land without auctioning land use rights to households in Phuoc Thang and Phuoc Hoa communes. Instructions are being given to strengthen inspection and close monitoring of mineral exploitation in the district...
The district has directed the implementation of the school year plan in accordance with the local situation, focusing on effectively implementing the 2018 General Education Program and piloting the teaching of the Raglai language; continuing to maintain 9 out of 9 communes recognized as meeting the standards for universal education, and the district achieving Level 1 literacy eradication standards; actively implementing the construction of schools meeting national standards, resulting in 12 out of 29 schools in the district being recognized as meeting the standards, reaching 41.4% of the total number of schools. In addition, the district is accelerating the implementation of the allocation and disbursement of the 2023 capital plan and the disbursement of the remaining investment capital from 2022; continuing to direct the mobilization of resources to focus on development investment to complete infrastructure and essential projects serving the people. To date, 59,957 million VND out of 129,871 million VND has been disbursed, reaching 46.2% of the allocated capital plan.
To successfully implement the socio-economic development tasks for 2023, according to Comrade Mau Thai Phuong, in the remaining months of the year, the District Party Committee will continue to lead and direct the Party committees and local authorities to focus on overcoming existing shortcomings and limitations; organize a review of targets and tasks, and propose practical solutions to achieve and surpass the targets set in the resolution. The focus will be on directing agricultural production to meet the plan, coupled with promoting the transformation of crop and livestock structures; deploying capital sources to support agricultural production, socio-economic infrastructure development, and employment in a timely and effective manner; directing the organization of thorough understanding, study, implementation, and preliminary and final reviews of directives, resolutions, regulations, and conclusions of the Party to meet the plan; finalizing the Bac Ai District tourism development plan until 2025, with a vision to 2030; and strengthening land and mineral resource management.
