Ninh Thuan high-tech agriculture: [Part 3] Finding ways to quickly escape the current model

Ninh Thuan's high-tech agricultural development in the 2021 - 2030 period has had remarkable achievements in the early stages, however, the road ahead is still full of difficulties.

Not yet replicated

According to the functional sector, in recent times, the results achieved in the growth rate of Ninh Thuan's agricultural sector have been quite high, but the growth in cultivation in particular and in agricultural production in general has only increased in quantity, area, and output without increasing production efficiency and product quality, causing products to lose out when competing in the market.

In the process of developing agriculture towards commodities and applying high technology in Ninh Thuan, besides the achievements, many difficulties and limitations have been revealed that need to be resolved.

Mr. Dang Kim Cuong, Director of the Department of Agriculture and Rural Development of Ninh Thuan, assessed: High-tech agricultural models in Ninh Thuan have not developed synchronously, the production scale is still small, the competitiveness of agricultural products is not high. Besides, the mobilization, integration, and effective use of resources for high-tech agricultural development have not met the requirements; high-tech agricultural production has not created inter-cropping production areas, and the linkage is not tight.

The most worrying thing is that the development of high-tech agriculture in Ninh Thuan has not yet attracted many investors, because investors have difficulty accessing land funds and investment capital; production and processing are not really connected.

Furthermore, Ninh Thuan has not yet formed a high-tech agricultural zone, human resources in the field of high-tech agricultural production are not abundant and have not received basic training. The agricultural land area is fragmented, small, and not distributed in a concentrated manner. In particular, the land for agricultural production is mainly owned by farmers, most of the area is still small and scattered, so there are not many large cooperative organizations.

“The application of technology to create a favorable environment for production has only stopped at the model or scale in enterprises and has not been widely applied due to very high investment costs, lack of capital for farmers and the application is still not synchronous. The application of high technology in agricultural production is still on a local scale, some production areas or typical models and has not been replicated in each locality,” Mr. Dang Kim Cuong assessed.

Identify the difficulties

The reason why high-tech agricultural development in Ninh Thuan has not met expectations is due to a very low starting point; mechanisms, policies, and resources to access new processes, technologies, and new varieties are still limited; investment resources for high-tech agricultural production are still difficult and not synchronized.

In addition, the mechanisms and policies on land and capital sources are still inadequate, not creating incentives to encourage the development of high-tech agriculture for businesses, cooperatives and people. In particular, the implementation of the planning for the development of high-tech agriculture to attract investors is still slow.

To overcome the above shortcomings, the Ninh Thuan agricultural sector has proposed the Provincial People's Committee to direct departments, branches and localities to strengthen propaganda and promotion to investors of mechanisms, policies, solutions and orientations to attract investment; promote and promote investment, trade and tourism in developing high-tech agriculture in the province.

Effectively organize and implement trade promotion programs, market access, linking production with consumption and processing; promote investment promotion for enterprises to invest in high-tech agricultural development planning areas; support the application of advanced machinery and equipment in processing specific agricultural products through industrial promotion programs; promote trade promotion associated with each specific export-oriented agricultural product of the province.

Mr. Trinh Minh Hoang, Vice Chairman of Ninh Thuan Provincial People's Committee, said that in the coming time, the economic situation in the country in general and Ninh Thuan in particular will have both advantages, difficulties and challenges intertwined. Many new issues and new, more complex requirements will arise for the task of developing high-tech agriculture in the area.

Mr. Trinh Minh Hoang, Vice Chairman of Ninh Thuan Provincial People's Committee: "The scale of agricultural production in Ninh Thuan is still small and the scientific and technological content is not high. There are not many investors participating in investing in high-tech agricultural production; the level, capacity and quality of human resources are still low, uneven, and there is a large difference between localities in the province, which are obstacles to the roadmap for high-tech agricultural development in Ninh Thuan".
